(All matters on the consent calendar will be approved in a
single motion unless a Commission/SAFE member requests
separate action on specific items.)
A. State Transit Assistance Fund Claims.
1. SunLine Transit Agency.
To adopt Resolution No. 89-2-SUL allocating
$69,000 to the SunLine Transit Agency for
operating subsidy for the Intervalley Handicapped
Service ($23,331) and the East Valley E&H Dial -A -
Ride Service ($45,669).
2. City of Moreno Valley.
To adopt Resolution No. 89-3-MOR.allocating
$23,654 to the City of Moreno Valley for local
street and road purposes.
B. Request for Proposal for a_ "Social Service
Transportation Delivery Study.
Staff recommendation is needed to authorize staff to
issue the Social Service Transportation Delivery Study
RFP.
C. SAFE Budget Amendment.
To approve amendment of the SAFE budget to share in the
purchase of a copier and transfer $3,000 from the
Contingency Appropriation Account to the Equipment/
Furniture Account.

5. Measure A Items.
A. Discussion of Election Results.
B. Items Contingent Upon Measure A Approval.
1. Ordinance 88-2 - State Board of Equalization
Requirements.
Staff recommends that the Commission adopt
Ordinance 88-2 as presented.
2. Interim Contract for Engineering Support Services.
Staff recommends Commission approval of an interim
contract (November 15, 1988 through June 30, 1989)
with Bechtel Civil, Inc., in the amount of $85,000
for Measure A engineering support services.
3. Proposed Technical Revisions to 1988 STIP.
Staff recommends approval of proposed revisions to
the 1988 STIP to accelerate projects and increase
eligibility for SB 140 matching funds for Measure
A projects.
4. Discuss Early Action Requirements for Measure A
Program.
Staff seeks RCTC direction for early action.
6. Service Authority for Freeway Emergencies Items.
A. Callbox Accessibility.
It is recommended that: 1) handicapped access be
defined as access to the service as opposed to physical
access to the equipment (callbox); and, 2) that the
SAFE Board acknowledges that greater accessibility for
handicapped persons would result through options
including, but not limited to, placards, lighted cones,
transmitters, etc., and commits to actively encourage
the development of these options through participation
pwith the California SAFE Counties, state agencies, and
request private enterprise to address this issue in
their proposals to the Riverside/San Bernardino callbox
system implementation.
B. Proposed Motorist Aid Callbox Demonstration Program.
It is recommended that the Commission authorize staff
to conduct a demonstration of motorist aid callbox
equipment as described in the staff report.

7. SCAG Items.
A. Appoint an RCTC Member to the Southern California
Regional Intercity Rail Study Group.
Staff recommends appointments to the study group as
proposed.
B. Review of RCTC Comments on Growth Management, Mobility
and Air Quality Plans.
C. Regional Planning Organizational Issues.
Staff recommends continued participation in SCAG
reorganization discussions consistent with previous
direction.
D. Other Items.
