No. 08-50 Date of Adoption January 24, 2008 OPPOSE GOVERNOR CORZINE'S PROPOSAL TO CONVERT ROUTE 440 INTO A TOLL ROAD \VHEREAS, in an attempt to address the budget crisis in the State of New Jersey Governor Jon S. Corzine proposed an asset monetization plan during his State of the State Address on Tuesday, January 8, 2008; and \VHEREAS, within a section of this plan is a proposal to increase the tolls on the Atlantic City Expressway, New Jersey Turnpike and Garden State Parkway fifty percent plus the rate of inflation ; and WHEREAS, according to statistics recently released by the New Jersey Turnpike Authority, while Middlesex County has nine (9%) percent of New Jersey's population, its residents paid 16% of the E-Z Pass tolls for the period June 2006 to May 2007, which is the highest in the State of New Jersey; and \VHEREAS, in addition to the proposed increases, Govemor Corzine also announced his intentions to convert a section of Route 440 mnning through Middlesex County into a toll road for the fIrst time in its history; and 'VHEREAS, this section of Route 440 is not exclusively used by out-of-state commercial travelers; and "WHEREAS, this section of Route 440 is instead more commonly used by the residents of Middle~ex County as a local road and therefore would significantly impede their everyday transportation; and 'VHEREAS, the imposition of tolls on Route 440 is instead more commonly used by the residents of Middlesex County as a local road and therefore would significantly impede their everyday transportation; and \VHEREAS, the imposition of tolls on Route 440 would have a disprop011ionate and deleterious financial impact upon the residents of Middlesex County; and \VHEREAS, the Mayor and Council of the Borough of Cal1eret whish to go on record as vigorously opposing the conversation of Route 440 into a toll road; NOW, THEREFORE, BE IT RESOLVED by the Mayor aud Council of the Borough of Carteret that they hereby express vigorous opposition to the proposal by Governor Jon Corzine to convert Route 440 into a toll road; NO. 08-50 PAOE 2 BE IT FURTHER RESOLVED that the Mayor and Council of the Borough of Carteret implores the Senators and Assemblypersons representing Middlesex County to take all steps required to defeat said proposal; BE IT FURTHER RESOLVED that the Clerk of this Board shaIl forward certified copies of this resolution to the Governor Jon Corzine, the Senators and Assemblypersons representing Middlesex County,' the Board of Chosen Freeholders, all Mayors in Middlesex County, and the New Jersey Association of Counties.
