1. Call to Order.
2. Approval of Minutes.
3. Public Comments.
4. Consent Calendar.
(Ail matters on the consent calendar will be approved in a
single :notion unless a Commission/SAFE member requests
separate action on specific items.)
A. STA Claim - Lake Elsinore Transit.
Adoption of Resolution To.89-4-LET allocating $12,719
in State Transit Assistance funds to the Lake Elsinore
Transit System for a bus replacement project is
recommended.
B. STA Claim - City of Corona.
Adoption of Resolution No. 89-5-COR allocating $13,874
to the City of Corona for a van replacement project is
recommended.
C. FY 1987-88 RCTC, SAFE, LTF, and STA Audit Reports.
Receipt and approval of FY 1987/88 fiscal audits of the
Commission, SAFE, LTF and STA funds as submitted by
Ernst & Whinney and authorization_ to submit these
reports to regional and state agencies as required is
recommended.
5. Budget Items
A. Measure A Budget - December 1, 1988 through September
30, 1989.
ROTC staff recommends approval of the Measure A initial
budget as proposed.

3. Short -Term Measure A Financing Pro oosal.
RCTC requests authorization to retain bond counsel, and
prepare and execute loan documents with County (S3.3
;pillion).
C. Proposed Contract with D.J. Smith Associates.
RCTC staff recommends approval of expanded on -going
contract with D.J. Smith Associates.
D. Proposed Funding for CVAG.
RCTC staff recommends allocation of $45,000 to CVAG for
the balance of 1988-89.
E. Proposed Revision to Contract with Ernst & Whinnev
Engagement for Accounting and Financial Management
Services.
RCTC staff recommends revision of of the engagement to
provide additional Measure A support.
F. Proposed Capital Items.
RCTC staff recommends approval of acquisition of FAX
machine, computer system, and file cabinets.
G. Proposal for RCTC to Join Californians for netter
Transportation.
RCTC staff requests approval for RCTC to join CBT.
H. Proposed RCTC Fringe Benefit Package Adjustments.
Personnel Committee recommends approval of fringe
benefit adjustments as proposed.
6. Other Measure A Items.
A. Consultants Selection for Route 91 Design Engineering.
RCTC staff recommends approval of selection o
consultants as proposed by selection committee.
B. Proposals for Measure A Advisory Committees Structure.
RCTC staff recommends approval of the CVAG, Western
County Policy Advisory Committee alternative.

ROTC staff requests approval of the recommended
selection process and authorization to solicit
proposals.
7. Regional Planning items
A. Western County Transportation Planning.
RCTC staff recommends support for a two-part
improvement of Western County transportation planning,
and authorization of $75,000 to assist in funding such
a process.
B. SR 46 Needs List.
A needs assessment report including information
received from the cities and the County will be
presented by staff.
C. SCAG Items.
1. AQMP Conformity Review Procedures/Adoption of SLAG
Growth, Air Quality, and Mobility Plans
Delay adoption of AQMP Conformity Review
Procedures and discussion of scheduled adoption
date of the growth, air quality and mobility plans
is recommended.
3. Yuma Interchange and r3WA Spacing Policy.
RCTC staff recommends continued support for the Yuma
interchange, but endorses FHWA's one -mile spacing for all
interchanges programmed after the 1937 STIP.
9. Planning Conservation League - Rail Bond Act Proposal.
RCTC staff recommends endorsing the Rail Bond Act Proposal,
and authorizing D.J. Smith to participate in consideration
of changes.
10. Adjournment.
