Overview

Presented to the Commission are the proposed RCTC mission statement and goals for the
upcoming fiscal year. Public hearings are scheduled for the May and June meetings. The
proposed budget will be presented for adoption by the Commission in June.
6. ADMINISTRATIVE/FINANCIAL ITEMS
6A. State Transportation Improvement Program (STIP) Update (2 Minutes)
Overview
At the time of preparation of this agenda item, there were no outstanding issues related
to projects proposed to be funded under the Regional Improvement Program. Staff will
provide additional information if the need arises.
6B. Memorandum of Understanding (MOU) Among RCTC/ (5 Minutes)
WRCOG/CVAG Regarding Allocation of SB 45 Funds in
Riverside County
Overview
' The SB 45 has authorized RCTC to allocate certain state transportation improvement
program funds. The proposed MOU which covers the formula allocation of certain
funds for the Western Riverside County, Coachella Valley, and the Palo Verde Valley is
submitted for the Commission's review and approval.

6C. Proposed Ordinance No. 98-001, An Ordinance Amending the
Riverside County Transportation Commission's Administrative
Code to Establish an Executive Committee
Overview
(5 Minutes)
The draft bylaw amendment creating the Executive Committee for the Riverside County
Transportation Commission is presented for review.
6D. Performance Audit - RCTC (5 Minutes)
Overview
That the Commission approve the Final Report of the FY 1995 - 1997 Triennial
Performance and Management Audit of the RCTC and, discuss and approve the
responses to the recommendations developed and presented by staff.
6E. Management Letter Comments and Responses
Overview
(5 Minutes)
That the Commission review the management letter from Ernst & Young along with
staff responses.
6F. Commissioners and Executive Director's Report
Overview
(3 Minutes)
This item is placed on the agenda to provide Commissioners/Executive Director the
opportunity to report on activities representing the Commission.
7. TRANSIT/RIDESHARE/BICYCLE
7A. Unmet Transit Needs Hearing Testimony and Responses (5 Minutes)
Overview
A summary of the testimony and responses to comments received regarding Unmet
Transit Needs in the Palo Verde Valley is presented for the Commission's consideration.
The Commission is requested to make a finding that, based on a review of existing
services and proposed service improvements, that there are no unmet transit needs
which can be reasonably met in the Palo Verde Valley.
8. HIGHWAYS/LOCAL STREETS AND ROADS
8A. Commission Review (and Possible Action) of Bids Received on (5 Minutes)
State Route 91 Phase I Noise Walls
Overview
That the Commission direct staff to either award the construction contract to the
lowest responsive bidder or correct all known discrepancies with the bid documents and
to rebid of the State Route 91 Phase I noise wall project at the earliest possible date.
If the job is rebid, Staff will bring back the results of the rebid for further action by the
Commission.

8B. Route 74 Design Proposal
Overview
(5 Minutes)
This item is for the Commission to consider a proposed agreement with White Rock
Acquisition Co. LP to use the developers funds to advance the final design for Route
74 from Wasson Canyon Road to I-15, and, if approved, direct staff to complete the
necessary agreements with the developer, the engineering consultants, and Caltrans
District 08 to proceed with the final design for Route 74 from Wasson Canyon Road to
1-15.
9. RAIL.
9A. Proposed Metrolink Budgets for Fiscal Year 1998-99 (5 Minutes)
Overview
That the Commission adopt the proposed 1998-99 Metrolink Budgets and approve
RCTC's annual allocation to the: Southern California Regional Rail Authority.
10. CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single
motion unless a Commission member requests separate action on specific items.
10A. Consent Calendar - Administrative/Financial Items.
10A1. SCAG Regional Transportation Plan Adoption
Overview
That the Commission receive and file this informational item regarding
the adoption of the SCAG Regional Transportation Plan.
10A2. Washington and Sacramento Legislative Updates
Overview
The Legislative Committee will review and determine proposed RCTC
positions at their May 6, 1998 meeting and submit them to the
Commission's May 13, 1998 meeting.
10A3. CPTC TollRoad MOA Revision
Overview
Staff is requesting that the Commission authorize the Executive Director
to execute an amendment to the Memorandum of Agreement dated
January 8, 1992 to allow for quarterly reporting of projected financial
results.
10A4. Quarterly Rotation for Board Meetings
Overview
That the Commission implement a quarterly schedule for Commission
meetings to be held throughout Riverside County.

10A5. Membership in the Inland Empire Economic Partnership (IEEP) and the
Coachella Valley Economic Partnership (CVEP)
Overview
That the Commission authorize RCTC's FY 1998-99 membership in the
Inland Empire Economic Partnership and the Coachella Valley Economic
Partnership.
10A6. Monthly Cost and Schedule Reports
Overview
That the Commission receive and file the attached material which
depicts the current costs and schedule status of contracts reports by
routes, commitments, and cooperative agreements executed by the
Commission for the month ending March 31, 1998.
10A7. Investment Report for Quarter Ending March 31, 1998
Overview
That the Commission receive and file the quarterly investment and cash
flow reports as required by state law and Commission policy.
10A8. Single Signature Authority Report
Overview
That the Commission receive and file the report on the Executive
Director's single signature authority.
10B. Consent Calendar - Transit/Rideshare/Bicycle.
10B1. RTA Request for Reprogramming of Capital Funds
Overview
The Commission has received a request from the Riverside Transit
Agency to reprogram excess capital funds from completed projects for
use on other capital projects. Additionally, RTA would like to purchase
expansion paratransit vehicles to meet high passenger demand.
Sufficient Local Transportation Funds are available to meet this request.
1082. Request from SunLine Transit Agency to Modify CMAQ Project Scope
Overview
SunLine Transit Agency is requesting the Commission's approval to
modify their capital program to purchase two expansion supervisory
vehicles instead of paratransit vehicles, using CMAQ funds allocated in
FY 1998.

10B3. Request for Additional Measure A Specialized Transit Funds from Care -
A -Van Transit System
Overview
We have received a request from Care -A -Van Transit Service for an
additional allocation of 514,000 in Measure A Specialized Transit funds
available in the Western County.
1084. Results of the SB 836 Study on the Effectiveness of Voluntary
Ridesharing
Overview
This receive and file agenda item reports on the findings of the SB 836
Study to determine the success of voluntary ridesharing and any other
replacement measures in maintaining equivalent emission reductions to
those expected under Rule 2202 at work sites with less than 250
employees during 1997.
1065. Reappointment to the Citizens Advisory Committee/Social Service
Transportation Advisory Council (CAC/SSTAC)
Overview
The Commission is being requested to reappoint Lori Nickel and Greg
Trousdell to the Citizens' Advisory Committee/Social Service
Transportation Advisory Council, with their term expiring in May 2001.
1066. SB 821 Program Extension Requests: 1) FY 1993-94 Allocation for
the County of Riverside; and, 2) FY 1997-98 Allocation for the City of
Temecula
Overview
That the Commission grant: 1) the County of Riverside a six-month
extension to December 31, 1998 to complete construction of the Santa
Ana River Bikeway Phase IIIB Bike Path project as requested; and, 2)
the City of Temecula a six-month extension to December 31, 1998 to
award the construction contract for the Winchester Road sidewalk
project as requested.
10C. Consent Calendar - Highways/Local Streets and Roads.
1001. Amendment 1 to Agreement No. 8-890 with Caltrans for the Gilman
Springs Grade Separation on State Route 79
Overview
This item is for Caltrans to reimburse the Commission $1,800,000 for
the final right-of-way cost for the Gilman Springs grade separation.

1 0C2. Request from the City of Riverside to Reprogram Surface Transportation
Funds
Overview
The City of Riverside has requested to reprogram Discretionary Surface
Transportation Program (STP) funds from a widening project on La
Sierra Avenue to a similar widening project on Van Buren Boulevard in
order to eliminate federal processes which will delay the project by at
least six months.
1 0C3. Approval of the Cooperative Agreement for Caltrans to Construct the
Remainder of the Phase I Noise Walls Between Magnolia Avenue and
Mary Streets in the City of Riverside
Overview
Approve the cooperative agreement with the State for RCTC to
construct the Phase I noise walls between Magnolia and Mary Streets
subject to Legal Counsel review and approval.
1 0C4. Approval of Cooperative Agreement with Caltrans for RCTC to Provide
Landscaping for Yuma Drive and Permission to Bid Construction
Package
Overview
Approve the cooperative agreement to allow RCTC to advertise, award,
and administer the Yuma Drive landscaping construction project and
direct staff to bid the PS&E package to restore the Yuma Drive
landscaping as soon as Caltrans approves the final design drawings.

10D1. Rail Program Update
Overview
The most recent Metrolink operating and departmental reports, along
with information regarding the beach trains, are included as an
informational item for the Commission to receive and file.
10E. SERVICE AUTHORITY FOR FREEWAY EMERGENCIES
10E1. Quarterly Call Box Update
Overview
The operational statistics for the Riverside County Motorist Aid Call Box
System for the quarter ending March 31, 1998 will be presented to the
SAFE Board.
11. ADJOURNMENT - Next RCTC meeting is scheduled to be held on June 10, 1998 at the RCTC
Offices, 3560 University Avenue, Riverside.
