I am a student at the University of Miami conducting research for Prof. Jennifer Connolly in the political science
department.
I would like to submit a public records request for the following information. If the documents are available in electronic
format, please send them to this email address —yolresearchteam(alemail.com. If the documents are not available
electronically, please let me know if they can be mailed to Prof. Connolly at the following address.
Records:
(1) What year was the current city manager hired? Did the city use/hire a recruiting firm when conducting the search for
the most recently hired (the current) city manager.
(2) Was an advertisement of any kind created to advertise for the open position of city manager at the time the last search
for city manager occurred? If so, I would like to request a copy of the advertisement.
(3) I would like to request the names and resumes of each candidate who applied to the position of city manager during the
most recent city manager search.

For part 1 and the first question of your request, the only document that refers to the date of
when the Town Manager was placed in his position can be found at the same above link. In
reference to the second question of the first part, no such record exists because there was no firm
used. For parts 2 and 3 of your request, there are no such records that exist.

The proposed amendment to the Fee Schedule was well received except the
Commission directed that there be no fee for a Level I Review. Town
Manager Garrison advised she would make this change and have a
Resolution on the May 11, 2001 meeting agenda.
Commissioner Orthwein moved that William Thrasher be appointed Interim
Town Manager until October 1, 2001, at which time his performance would
be evaluated with regard to being appointed as Town Manager, that the
part time employee be moved to a full time, 30 hour per week, employee
and that the Town Manager be authorized to enter into an agreement with
Urban Design Studios to act as the Town's consultant on planning and
zoning matters at the rates provided on the Urban Design Studio
memorandum dated April 2, 2001. Commissioner Lynch seconded the motion.
Roll Call: Comm. Orthwein; AYE, Comm. Devitt; AYE,, Comm. Lynch; AYE,
Comm. Hopkins; AYE and Mayor Koch; AYE.
4. Other details
In unrelated matters, it was suggested that the staff meet with Gulf
Stream School Officials in an attempt to work through the problems of
overflow parking from school events onto the local streets.
Mayor Koch advised that he had been questigned as to why a long-standing
charity golf tournament has been permitted while fund raising and
charity functions are not permitted in homes. He wondered if the
Commission should review this matter.
Town Manager Garrison advised that the prohibition of these types of
activities only applies in single-family/residential 'districts, noting
that the clubs are not in a residential district. She added that it is
not unusual for the zoning to be applied in this fashion.
In view of this, the Commission determined that the Code as written is
adequate and reasonable and no review is necessary.
The Town Manager asked if the draft letter to residents in the areas
where feral cats are present was acceptable and the Commissioners had no
objections to it being mailed. In addition, the Town Manager advised
that she was planning to print flyers in English & Spanish to be handed
to all persons who are walking pets which would explain that they are
responsible to clean up after the pet and not to allow the animal to run
at large. There were no objections to this.
VI. Adjournment. Mayor Koch adjourned the meeting at 9:15 A.M.

may be unusual, but that is how the Town has operated for many years. Therefore, there are no records responsive to
