HomeMy Public PortalAbout09-7477 RFQ For Construction Firms for Pump Station 3 Sponsored by: City Manager RESOLUTION NO. 0 9-7 4 7 7 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER TO ISSUE A REQUEST FOR QUALIFICATIONS (RFQ) FROM QUALIFIED CONSTRUCTION FIRMS FOR IMPROVEMENTS TO THREE (3) PUMP STATIONS AS A PART OF THE CITY'S WASTEWATER INFRASTRUCTURE REHABILITATION PROGRAM WHEREAS, the City of Opa-locka ("City") has contracted for the design of various pump stations as a part of its Wastewater Infrastructure Rehabilitation Program; and WHEREAS, the City Manager is requesting authorization to procure the services of a qualified construction firm to perform the construction of the pump station improvements; and WHEREAS, the City Commission of the City of Opa-locka("City Commission") desires to issue a Request for Qualifications (RFQ) for qualified construction firms to perform the construction of the pump station improvements for the City. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA: Section 1. The recitals to the preamble here are incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby authorizes the City Manager to issue a Request for Qualifications (RFQ) for qualified construction firms to perform the construction of the pump station improvements as a part of the City's Wastewater Infrastructure Rehabilitation Program. Request: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, REQUESTING APPROVAL TO AUTHROIZE THE CITY MANAGER TO ISSUE A REQUEST FOR QUALIFICATIONS (RFQ) FOR VARIOUS IMPROVEMENTS TO THE CITY'S WASTEWATER AND INFRASTRUCTURE; NAMELY THREE (3) PUMP STATIONS: PUMP STATION #8, PUMP STATION #11A AND PUMP STATION #11B; AND TO ENTER INTO AN AGREEMENT WITH THE MOST RESPONSIVE CONSTRUCTION FIRM IN A FORM ACCEPTABLE TO THE CITY ATTORNEY; PROVIDING FOR CONFLICT; PROVIDING FOR SEVERABILITY ; PROVIDING AN EFFECTIVE DATE Description: The City of Opa-locka has contracted for the design of four (4) pump stations as part of its Wastewater Infrastructure Rehabilitation Program. These four (4) priority stations are at varying stages of design and plans are expected to be completed by September 2009. This agenda item would allow the City of Opa-locka to expedite the procurement process to select a contractor in order build these improvements as well as qualify for local and federal funding by being shovel ready within prescribed deadlines. Financial Impact: These three (3) pump stations were funded as part of the City's FY 2009 budget under the capital projects section and therefore will have no adverse financial impact. Rather, the operational costs savings of new stations together with the capacity for new residences and businesses to connect to the wastewater collection system will have great economic and health benefits for the entire community. RFQ for Pump Stations Page 2 of 2 Implementation Time Line: This Request for Qualification will be issued within thirty (30) days and the procurement process (selection & award) is expected to be completed by September 2009 before the end of the fiscal year in order to meet deadlines for funding opportunities targeted by the City. Legislative History: N/A Recommendation(s): By improving three (3) additional pump stations, the City will greatly improve the ability of the wastewater system to attract new customers and growth. These improvements will also address compliance to environmental regulations applicable to local municipalities in Miami-Dade County. Furthermore, by expediting the timing of this RFQ, the City will have a unique opportunity to meet grant application deadlines for shovel-ready projects funded by the stimulus package as well as other possible local, state and federal sources.
