A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE
CITY MANAGER TO MAKE PAYMENT TO RANGELINE
TAPPING SERVICES, INC. FOR EMERGENCY REPAIRS
TO A BROKEN WATER MAIN AT THE OLD WATER
PLANT IN THE AMOUNT OF EIGHT THOUSAND NINE
HUNDRED DOLLARS ($8,900.00), PAYABLE FROM
ACCOUNT NO.44-533520
WHEREAS, on January 16, 2009, the City of Opa-locka ("City's") Public Works
Department responded to a broken water main at the Old Water Plant; and
WHEREAS, the broken water main resulted in disruption of regular water service to
customers and flooding in the immediate area; and
WHEREAS, the City's Public Works Department determined that emergency repairs
were required to shutdown and repair the water main; and
WHEREAS, the City Manager authorized Rangeline Tapping Services, Inc., to perform
emergency repairs to the broken water main; and
WHEREAS, Rangeline Tapping Services, Inc has submitted an invoice in the amount of
Eight Thousand Nine Hundred Dollars ($8,900.00) for work performed on the broken water
main; and
WHEREAS, the City Manager is requesting that the City Commission of the City of
Opa-locka("City Commission") authorize payment to Rangeline Tapping Services, Inc. for work
performed to the broken water main at the Old Water Plant; and
WHEREAS, the City Commission of the City of Opa-locka desires to authorize the City
Manager to make payment to Rangeline Tapping Services, Inc.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby authorizes the City
Manager to make payment in the amount of Eight Thousand Nine Hundred Dollars ($8,900.00)
to Rangeline Tapping Services, Inc. for work performed on the broken water main at the Old
Water Plant, payable from Account Number 44-533520.
Section 3. This resolution shall take effect immediately upon adoption.

Request: APPROVAL OF RESOLUTION TO RATIFYING THE DECISION OF
THE CITY MANAGER TO EXPEND EIGHT THOUSAND NINE
HUNDRED DOLLARS ($8,900.00) AND PAY RANGELINE TAPPING
SERVICES,INC. FOR EMERGENCY REPAIRS DUE TO A
WATERMAIN BREAK AT THE OLD WATER PLANT
Description: On January 16, 2009, due to a watermain pipe break at the Old Water
Plant resulting in disruption of regular service to water customers and partial flooding of the
immediate area, the City took necessary steps to conduct emergency repairs and restore
normal operation its water distribution system. A company was hired to shutdown the line
while crews addressed the remainder of the work. The most responsive vendor was Rangeline
Tapping Services Inc. at a cost of $8,900,000.
Financial Impact: The $8,900.00 repair cost will be paid for by operating expenses budgeted
under Water Services (44-533520 Public Works Department)

Attached,please find a Check Request to pay for services rendered by Rangeline Tapping
Services, Inc. We have negotiated the original bill from $9,600 to$8,900, thus saving an
additional$700 to the city for this project.
This service item was verbally authorized in communications between the City
Commission and the City Manager. Subsequently, Public Works was authorized to make
the emergency repairs.We thank you for expediting this item which is now 33 days old.
