AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR
T &M ASSOCIATES - INDUSTRIAL ROAD TRUCK U-TURN
SURVEY AND ENGINEERING SERVICES
WHEREAS, the Borough of Carteret is in need of professional engineering
services with regard to Industrial Road Truck U-Turn Survey and Engineering
Services; and
WHEREAS, the Borough's Consulting Engineer for the project, T&M
Associates, possesses the requisite skill and expertise to provide said services; and
. WHEREAS, Donald J. Norbut, P.E., C.M.E. ofT&M Associates lias submitted a
proposal to provide said engineering services at a total cost not' to exceed
$38,800.00; and
'VHEREAS, the Mayor and Council have reviewed said proposal;
WHEREAS, the Chief Financial Officer has certified that funds are or will be
available for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the
Borough ofCarteret, County of Middlesex I State of New Jersey, as follows:
1. The proposal from Donald J. Norbut, P.E., C.M.E. of T&M
Associates for professional engineering services with regard to
Industrial Road Truck U-Turn Survey and Engineering Services at
a total cost not to exceed $38,800.00, at the hourly rate set forth in
T & M's existing contract with the Borough is hereby approved.
2. Annexed hereto is a copy of said proposal.
3. This action is approved as an award of a professional services
contract pursuant to N.J.S.A. 40A:1l-5(1)(a) in accordance with
the Borough's Fair and Open Process as authorized,by law.

Dear Mayor Reiman:
Weare pleased to submit this scope of services and fee estimate for field survey and engineering services for
the Industrial Road Truck V-Turn. This project includes professional services related to the project as
described in the following Scope of Services.
Scope of Services
We understand that the Borough desires to construct a truck u-turn on the south side of Industrial Road
adjacent to the Woodbridge Township border on a portion of existing Block 1, Lot 3.01. The site of the
proposed improvements is currently owned by Prologis and used as a driveway and parking lot. This
property will need to be acquired by the Borough in order to complete the improvements. The existing
parking lot and driveway wiII need to be reconfigured to accommodate the truck turn around. This scope of
services doesn't include an amended site plan approval which wiII likely be required.
In order to achieve the Borough's objectives, we propose the foIlowing scope of services.
A. Field Survey alld Base Mappillg
We understand that survey mapping prepared by CMX Engineering (formerly Schoor DePalma) and parking
lot as-built information is available electronicaIly for use as base mapping. It is assumed that this mapping
has detailed horizontal and vertical control as weIl as boundary and topographic information. We wiII use
this mapping as a base and provide field survey to supplement and verify the mapping.
1. Field survey wiII be acquired by conventional "on the ground" methods.
2. The survey control used to develop the original mapping and as-built drawings wiII be re-
established by GPS tying into the datum. It is assumed that control for this mapping exists
within the project limits.
3. A traverse line will be established and tied to the GPS control coordinates.
4. Two vertical benchmarks will be set using the datum of the existing mapping.
5. Topographic features will be verified between the northern Industrial Road right-of-way line
and the southeru property line of Block 1, Lot 3.01 from the Woodbridge Township border to
the easterly property line of Lot 3.01.

6. Existing property comers will be located, where visible, for depicting existing property.
7. Using the previously established datum, benchmarks will be set for vertical control during
construction.
8. Visible utilities will be located and utility pole numbers recorded.
9. Invert, grate and rim elevations for storm water and sanitary structures will be obtained.
10. A base map will be prepared at a scale of 1" = 30'.
11. Copies of the base maps will be forwarded to each utility company so they can verify the
location and sizes of their facilities. We will also inquire whether they have plans for future
relocation or expansion.
Previous traffic reports will be reviewed to detelmine the storage length needed for the u-turn to provide
sufficient space for stacking of trucks.
B. Design Phase
Once the field survey has been completed and the base map prepared at a scale of I" = 30', a preliminary
design will be prepared based on the concepts previously discussed and will include the following items:
1. Graphical horizontal geometry denoting pavement widths, curve radii, limits of curbing,
approximate limits of construction, and existing right-of-way and property lines.
2. Proposed typical sections.
3. A preliminary construction cost estimate.
4. Identified potential areas of utility conflicts.
The preliminary plans will be reviewed with appropriate Borough officials prior to proceeding with final
design.
Upon approval of the preliminary plans, final construction plans will be prepared in AutoCAD and consist of
the following:
1. Title sheet with key map;
2. Standard Legend and Typical Section Sheet;
3. Existing Conditions and Removals Plan Sheet;
4. Construction and Layout Plan Sheet (1" = 30');
5. Grading and Drainage Plan Sheet;
6. Soil Erosion and Sediment Control Plans;
7. Maintenance and Protection of Traffic Plan; and
8. Construction Details Sheets.
Quantities will be estimated by item and a final construction cost estimate will be provided.
Specifications will be prepared in book form, in T&M Associates' format, based on the 2001 New Jersey
Department of Transportation Standard Specifications for Road and Bridge Construction.

Property acquisition will be required for this project. Preparation of the necessary right-of-way documents
and metes and bounds descriptions for property acquisition is not included as part of this scope of services.
We will assist the Borough with meeting the property and business owners to discuss and review the plan.
An application for Soil Erosion and Sediment Control Certification will be prepared and submitted by T &M
Associates to the Freehold Soil Conservation District on behalf of the Borough. The application fee is not
included as part of this estimate and will be the responsibility of the Borough. T &M will inform the
Borough of the required fee approximately two weeks prior to the anticipated application filing date.
We will submit final plans and specifications to the Borough for final review prior to public bidding.
C. Bidding Phase
Upon completion of the plans and specifications, we will present the project to the Borough requesting
approval and authorization to advertise the project for bids. T&M Associates will print and distribute the
contract documents, including final plans and specifications, to prospective contractors. The cost of the
printing will be offset by the purchase price of the plans and specifications.
T &M Associates will answer questions that arise during the bidding phase of the project, either from
Borough officials or prospective bidders.
We will attend the receipt of bids with the appropriate municipal officials.
T &M Associates' representatives will assist Borough officials with the bid review process including an
evaluation of the contractors' bid submissions. As part of this eff01t, T &M Associates will prepare a bid
tabulation sheet comparing the various bids received, review the credentials of the low bidder, and prepare a
recommendation for award.
Schedule
Survey and engineering design will be completed within three (3) months of receipt of notice to proceed
from the Client and aU relevant information necessary for the task.
Schedule of Fees
All professional services described in the Scope of Services items will be compensated by hourly rates for a
fee not to exceed $ 38,800.00. This fee consists ofthe following:
Topographic Survey and Base Mapping $ 7,100.00
Engineering and Bid Services $29,350.00
Meetings with Property and Business Owners
