FOR THE PURCHASE, REPAIR AND INSTALLATION OF MOBILE SURVEILLANCE VEHICLE EQUIPMENT FOR THE OPA- LOCKA POLICE DEPARTMENT AT A COST OF TEN THOUSAND DOLLARS ($10,000.00), PAYABLE FROM ACCOUNT 65-521493 WHEREAS, the City of Opa-locka ("City") Police Department is in immediate need of a video and voice recording system for the mobile surveillance vehicle; and WHEREAS,the Police Department's existing mobile video and voice recording system has been rendered inoperable by a severe hardware system failure and is in need of repair and upgrade; and WHEREAS, the City's Police Department is recommending that the City purchase,repair and install a new surveillance vehicle equipment for the City's Police Department from International Surveillance Technology, Inc., which will allow the Police Department's Vice Intelligence and Narcotics Unit to record undercover surveillance; and WHEREAS,the City Manager has determined that the emergency purchase and installation of a mobile video and voice recording system for the Police Department is necessary and the delay incident to giving an opportunity for competitive bidding would be detrimental to the interests of the City; and WHEREAS, International Surveillance Technology, Inc. is a local vendor and has been recommended by the Police Departments of several municipalities and other law enforcement agencies; and Resolution No. 09-7488 WHEREAS, International Surveillance Technology, Inc. has provided a quote for the purchase and installation of a mobile video and voice recording system for the City's Police Department of Ten Thousand ($10,000.00); and WHEREAS,the City Manager is recommending that the City utilize the quote provided by International Surveillance Technology,Inc.under the emergency conditions created by the failure of the Police Department's existing mobile video and voice recording system; and WHEREAS,the City Commission of the City of Opa-locka desires to accept the quote from International Surveillance Technology,Inc.for the emergency purchase and installation surveillance vehicle equipment for the city's Police Department. NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby accepts the emergency quote from International Surveillance Technology, Inc. and further authorizes the City Manager to make payment in the amount of Ten Thousand Dollars ($10,000.00) for the emergency purchase, repair and installation of mobile surveillance vehicle equipment for the city's Police Department, payable from Account No. 65-5214593. .Section 3. Surveillance Vehicle Re t nest: • PP/L OF A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AGREEMENT WITH INTERNATIONAL SURVEILLANCE TECHNOLOGY FOR THE REPAIRS AND UPGRADES TO THE POLICE DEPARTMENT'S SURVEILLANCE VEHICLE IN THE AMOUNT OF TEN THOUSAND DOLLARS ($10,000.00). Description: All police department surveillances are recorded for legal purposes in compliance with FDLE. The existing video and voice recording system in the Police Department surveillance vehicle stopped operating after a severe hardware failure on October 2008. Several attempts were made to recover the system since the product has been outdated and spare parts have become scarce and difficult to locate and in the long run not cost productive. The Vice Intelligence and Narcotics Unit inability to record surveillances on operations placed the Police Department out of compliance current practices & procedures, and created a safety issue for officers and the City. International Surveillance Technology (IST) was contacted reference repairing and upgrading the Vice Intelligence and Narcotics vehicle. International Surveillance Technology proposed the installation and upgrade of the mobile surveillance equipment located in the surveillance vehicle in an effort to reduce any possible liability to the City and to preserve the integrity of all undercover police investigations. Financial Impact: Not Budgeted Special Law Enforcement Account: 65-521493 Amount: $10,000.00 Implementation Time Line:20-30 days Legislative History: None Recommendation(s): Staff recommends approval Analysis: International Surveillance Technology was considered based on several factors including referrals received from other Law Enforcement Agencies and, for installment and customer services purposes, being a local vendor. Compliance, officer safety and IST being a sole source is eventually what led staff towards the selection of this vendor.
