AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND APPROVING
THE FINAL SUBDIVISION PLAT OF ST. MARY'S HEALTH CENTER SUBDIVISION, SECTION
ONE, A SUBDIVISION OF THE CITY OF JEFFERSON, MISSOURI.
WHEREAS, SSM Regional Health Services, owner of the real estate hereinafter described,
having submitted to the City Council a plat of said real estate, being located in
Jefferson City, Cole County, Missouri, and being part of the Southwest Quarter of the
Southwest Quarter and part of the Northwest Quarter of the Southwest Quarter of
Section 14, Township 44 North, Range 12 West, in the City of Jefferson, Cole
County, Missouri, more particularly described as follows: BEGINNING at the
southwest corner of said Section 14; thence N1°08'40"E, along the Section Line,
1198.42 feet to a point on the southerly line of a public street right-of-way known as
Mission Drive as described by deed of record in Book 604, page 478, Cole County
Recorder's Office; thence northeasterly, along the southerly line of said Mission
Drive, on a curve to the left, having a radius of 2475.00 feet, an arc distance of
528.78 feet (the chord of said curve being N78°15'10"E, 527.78 feet) to a corner on
the boundary of Tract B of a Tract Division Survey of record in Survey Record Book
B, page 277, and subsequent deed of record in Book 613, page 493, Cole County
Recorder's Office (the northern boundary of said Tract B and subsequent deed now
being the southern line of said Mission Drive and round-about connection right-of-
way to the Hospital Access Road); thence along the boundary of said Tract B, the
following courses: N17°52'05"W, 18.36 feet to a point on the south line of the
aforesaid Northwest Quarter of the Southwest Quarter of Section 14; thence
northeasterly, on a curve to the right, having a radius of 2344.00 feet, an arc distance
of 213.32 feet (the chord of said curve being N72°51'42"E, 213.24 feet); thence
northeasterly, on a curve to the right, having a radius of 977.50 feet, an arc distance
of 103.54 feet (the chord of said curve being N78°30'12"E, 103.49 feet); thence
easterly, on a curve to the right, having a radius of 127.50 feet, an arc distance of
48.21 feet (the chord of said curve being S88°04'41"E, 47.92 feet); thence
southeasterly, on a curve to the right, having a radius of 45.00 feet, an arc distance
of 54.28 feet (the chord of said curve being S42°41'21"E, 51.05 feet); thence
southerly, on a curve to the right, having a radius of 177.50 feet, an arc distance of
70.58 feet (the chord of said curve being S3°15'33"W, 70.11 feet) to a point on the
south line of said Northwest Quarter of the Southwest Quarter of Section 14; thence
leaving the boundary of Tract B of aforesaid Tract Division Survey of record in
Survey Record Book B, page 277, S86°10'24"E, along the Quarter-Quarter Section
Line, 82.50 feet to a corner on the boundary Tract A of the said Tract Division Survey
of record in Survey Record in Book B, page 277 and subsequent deed of record in
Book 613, page 493 (the northern boundary of said Tract A and subsequent deed
now being the southern line of the round-about connection right-of-way for the
Hospital Access Road and Rolling Hills Drive); thence along the boundary of said
Tract A, the following courses: northeasterly, on a curve to the right, having a radius
of 119.00 feet, an arc distance of 65.53 feet (the chord of said curve being
N33 028'38"E, 64.71 feet); thence northeasterly, on a curve to the right, having a
radius of 45.00 feet, an arc distance of 34.68 feet (the chord of said curve being

a curve to the right, having a radius of 127.50 feet, an arc distance of 77.05 feet (the
chord of said curve being S45°28'34"E, 75.88 feet) to a point on the south line of the
aforesaid Northwest Quarter of the Southwest Quarter of Section 14; thence leaving
the boundary of Tract A of aforesaid Tract Division Survey of record in Survey
Record Book B, page 277, S86°10'24"E, along the Quarter-Quarter Section Line,
195.20 feet to the northeast corner of the Southwest Quarter of the Southwest
Quarter of said Section 14; thence S0 051'58"W, along the Quarter-Quarter Section
Line, 1369.70 feet to the southeast corner of the Southwest Quarter of the Southwest
Quarter of said Section 14; thence N85 040'36"W, along the Section Line, 1385.51
feet to the POINT OF BEGINNING.
Containing 42.87 acres;
and
WHEREAS, it appears that said plat has been fully and properly signed and accepted by the
owner of said subdivision, known and referred to as the Final Subdivision Plat of St.
Mary's Health Center Subdivision, Section One, that all taxes have been paid, that in
all respects the requirements of Chapter 445, RSMo, entitled "Plats" have been fully
complied with by the owner of said subdivision, and that in all respects the
requirements of the Planning and Zoning Commission of the City of Jefferson,
Missouri, relating to plats and subdivisions have been complied with.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
SECTION 1. That the Final Subdivision Plat of St. Mary's Health Center Subdivision,
Section One, lying, being and situated within the corporate limits of the City of Jefferson, Missouri,
as shown by the said plat attached hereto and made a part of this ordinance, is hereby approved
and accepted by the City Council of the City of Jefferson, Missouri.
SECTION 2. The Mayor and City Clerk are hereby authorized and directed to endorse
acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of
Jefferson.
SECTION 3. This ordinance shall be in full force and effect from and after the date of its
passage an�pproval.

Case No. P11018 — Mission Drive and Highway 179; Final Subdivision Plat of St Mary's
Health Center Subdivision. Application filed by SSM Regional Health Services, property owner,
Catherine Abrams, authorized representative, for a final plat of 42.87 acres on land zoned C-2
General Commercial. This proposed major subdivision plat includes 2 lots. The property is
located on the east side of Highway 179 one mile south of Edgewood Drive and is described as
part of the Southwest Quarter of the Southwest Quarter and part of the Northwest Quarter of the
Southwest Quarter of Section 14, Township 44 North, Range 12 West, Jefferson City, Cole
County, Missouri. (Central Missouri Professional Services, Consultant)
Mr. Barron described the proposal and explained that this subdivision plat is proposed in order to
plat the first section of St. Mary's Heath Center Subdivision. He stated that the preliminary plat for
this subdivision was approved by the Planning and Zoning Commission on August 11, 2011. Mr.
Barron explained that there are no current development plans for Lot 2.
Mr. Paul Samson, Central Missouri Professional Services, 2500 E. McCarty Street, spoke
regarding this request. He distributed a visual depicting the layout of Section One of St. Mary's
Health Center Subdivision. Mr. Samson explained that the total area of the St. Mary's property is
approximately 106 acres. He stated that Lot 1 consists of approximately 34 acres and is the
location for the main campus development. Mr. Samson explained that Lot 2 consists of
approximately six acres and there are no development plans at this time. He stated that there is a
pedestrian connectivity from the end of Colonial Hills Road to the Rolling Hills Road extension.
No one spoke in opposition to this request and no correspondence was received.

Mr. Wade gave the Engineering Division staff report.
Mr. Stacey arrived at 5:40 p.m. Mr. Stacey is not eligible to vote on this request.
Mr. Barron gave the Planning Division staff report.
Mr. Samson stated that he concurs with staff comments and recommendations.
Mr. Nunn moved and Mr. Yarnell seconded to recommend approval of the Final Subdivision Plat
to the City Council, subject to the following conditions:
1. Finalization of improvement plans prior to introduction to the City Council.
2. Compliance with the comments and technical corrections of the Planning and Engineering
Divisions.
The motion passed 8-0 with the following votes:

Abrams, authorized representative, for a final plat of 42.87 acres on land zoned C-2 General Commercial.
This proposed major subdivision plat includes 2 lots. The property is located on the east side of Highway
179 one mile south of Edgewood Drive and is described as part of the Southwest Quarter of the Southwest
Quarter and part of the Northwest Quarter of the Southwest Quarter of Section 14, Township 44 North,
Range 12 West, Jefferson City, Cole County, Missouri. (Central Missouri Professional Services,
Consultant)
Background
This Major Subdivision Plat is proposed in order to plat the first section of St. Mary's Heath Center
Subdivision. The preliminary plat for the subdivision was approved by the Planning and Zoning
Commission on August 11, 2011. The final plat included improvement plans for street, stormwater, and
sanitary sewer extensions to serve the property.
Description of Proposed Plat
Zoning: C-2 General Commercial
Size of Property: 42.87 Acres
Number of Lots: 2 lots
Lot Sizes: Lot 1 —34.55 acres
Lot 2— 6.41 acres
Streets: The plat includes right-of-way, for Rolling Hills Drive. Mission Drive right-of-way has already
been dedicated, and appears along the northern boundary of the subdivision.
Staff Analysis
Both lots shown on the proposed final plat meet the dimensional requirements outlined within the zoning
code and both lots have adequate street frontage and utility access. Several minor technical corrections and
comments on the plat have been transmitted to the consultant, including the proper notation of Rolling Hills
Drive. An updated plat with the comments and technical corrections addressed and finalization of the
improvement plans will be necessary prior to introduction of the final plat to the City Council.
Staff Recommendation
Staff recommends approval of the final subdivision plat subject to the following:
1. Finalization of improvement plans prior to introduction to the City Council.
2. Compliance with the comments and technical corrections of the Planning and Engineering
Divisions.

ENGINEERING STAFF RECOMMENDATION-
Recommend approval of the subdivision plat, subject to;
Inaprovernent plans being in approvable forru prior to the plat being considered by the City
Council.
A sanitary sewer easenzent is needed for proposed Lot Z with notation on the plat that any future
construction of a building will require a sewer extension to City standards, to be provided by the
owner.
It is recommended that a 6'sidewallt be provided along Rolling Hills Drive to allow for street
signs and to allow for 5'clearance for pedestrians around signage, etc.
Additional structures design modifications may be necessary to accommodate energy dissipation
at outlets to the pipe systerrns fron Rolling Hills Road. The slopes are very steep along Rolling
Hills Drive.
An access manhole or ju netimn box is needed on the lower side of the detention basin.
Additional drainage info•nnatiorn/calculations are needed.
An erosion and sediment control plan is needed, including a SWPPP and a copy of the land
disturbance permit from MDNR.
A concrete strip/ribbon or gravel area with filter fabric is necessary along the guardrail on
Rolling Hills Drive to minimize vegetation maintenance near the railing.
Infrastructure /Improvements Summary
® Most infrastructure needed to serve this development does not currently exist in the
vicinity. Storm water detention is being proposed for this subdivision. Sanitary sewer
exists to serve this property. Most other utilities that will be needed to serve this
development will need to be extended from other locations. Sidewalk does not exist
nearby. Mission Drive is being constructed with the MoDOT interchange project.
Rolling Hills Drive exists and is proposed to be extended into the site as shown on the
proposed plat.
Roadwav
• A concrete siriphribbon or gravel area with f lter fabric is necessary along the guardrail
on Rolling Hills Drive to nhinimize vegetation maintenance near the railing.
Storm Water/Erosion Control
• Planned improvements are necessary for street and public storm sewer improvements.
Storm water detention is required and is being proposed.
• Additional structures design Modifications may be necessary to acconnnodate energy
dissipation at outlets to the pipe systems from Rolling Hills Road. The slopes are very

provided by the owner.
Sidewalk
• Sidewalk is required in accordance with City Standards along all proposed streets within
the subdivision. It is recommended that a 6'sidewalk be provided along Rolling Hills
Road to allow for street signs and to allow for 5'clearance fo•pedestrians around
signage, etc.
• Additional sidewalk has been shown along a portion of proposed Lot 2 along Rolling
Hills Road and also connecting to the adjacent Colonial Hills Subdivision.
Street Access /Traffic Impact
• Access to the development will be from the existing Rolling Hills Drive and from the
new interchange being constructed on Missouri Route 179,via Mission Drive.
• A traffic impact analysis has previously been completed with the Missouri Route 179
interchange and Mission Drive design.
Fire Hydrants /Street Lights
® Facilities do not exist in the vicinity and are being proposed to meet current City
Standards and requirements.
• Utility access has been shown to proposed Lot.2.
