JOURNAL OF THE (1647th) MEETING OF THE BOARD OF TRUSTEES
THE METROPOLITAN ST. LOUIS SEWER DISTRICT
July 8, 2021
The Trustees of the District met in Room 109 at 2350 Market on the above date. Present at the
meeting were:

Also present were:
Trustee Evans called the open session to order at 5:00 p.m. Roll call was made. Trustees Evans, Fehr, Wilson,
Nicozisin, Watson were present, Trustee Wahby was absent.
Trustee Evans asked for the approval of the June 10, 2021 (1646th) Board Journal. The motion to approve was
made by Trustee Fehr and seconded by Trustee Wilson.

Report of Board Committees:
AUDIT COMMITTEE
Trustee Watson reported that the Audit Committee meeting started at approximately 7:30 AM on Tuesday, June
29, 2021. In attendance were Trustees Watson, Evans, Fehr, Nicozisin, Wahby, and Wilson. The Chairman had
no introductory comments. The Committee approved the minutes from the June 1st meeting.
Next, Internal Audit presented the Risk Assessment and Internal Audit Plan for FY ‘22. The presentation included
overviews of the risk assessment process, the overall internal audit cycle, and the various engagements to be
performed as part of the FY ’22 audit plan. The presentation also included a discussion of the roles of the
different types of auditors that participate in the District’s overall audit program.
The meeting adjourned at approximately 7:50 am. The next meeting is tentatively scheduled for Tuesday, August
3, 2021. This concludes the Audit Committee Report.

PROGRAM MANAGEMENT COMMITTEE
Trustee Nicozisin reported that The Program Management Committee met on June 29, 2021 at 7:53 a.m. The
meeting was attended by trustees Nicozisin, Evans, Wilson, Fehr and Watson; and Wahby online.
The minutes of the June 1, 2021 meeting were approved.
The agenda items to be introduced tonight were presented and discussed, including a detailed discussion regarding
the following items:
Ordinance Nos. 15698 and 15699 – Staff provided details of two CSO Volume Reduction Green Infrastructure
Grants being awarded to reduce combined sewer overflows to the Mississippi River per the Consent Decree. Staff
provided details of the grants being awarded to Heritage House Apartments and West End Clinic for the installation
of bioretention basins and permeable pavement areas.

Ordinance No. 15703 – St. Louis Combined Sewer Overflows Program – Corps of Engineers – Phase II – Staff
provided details of a $10,000 appropriation to allow the Corps of Engineers to complete a study to make additional
CIRP projects eligible for Federal Funding. Staff indicated that this potential additional funding is a result of our
lobbing efforts on the Federal level.
Ordinance Nos. 15704 through 15725 – Staff gave summary descriptions of four multi-project Engineering Design
contracts and the associated work on tonight’s agenda. These annual appropriations provide the engineering
design services for projects required to comply with MSD’s Consent Decree, SSO Masterplan and the CSO Long
Term Control Plan. Staff reviewed details of the design work to be performed and the purpose for the projects.
Specifics were provided regarding the budgeted appropriations as well as current MWBE status on the multi-year
watershed design programs
The next Committee meeting is tentatively scheduled for August 3, 2021. The meeting was adjourned at 8:15 a.m.

FINANCE COMMITTEE
Trustee Fehr reported that The Finance Committee met on June 29, 2021 with Trustees Fehr, Wilson, Evans,
Watson, Nicozisin, and Wahby in attendance. The minutes from the June 1, 2021 meeting were approved.
The first item on the agenda was a report by staff on the District's Operating Fund Portfolio as of June 28, 2021.
Staff stated that the portfolio complies with the District’s Investment Policy.
The next item on the agenda consisted of a review of the District’s Employees’ Pension Plan Actuarial Valuation
report as of December 31, 2020, by Bill Winningham of Milliman. The actuarial valuation of the Plan is intended to
determine the recommended level of employer contribution for the 2021 calendar year and to assess the relative
funded position of the plan on an ongoing basis. The funded status was 86.2% as of December 31, 2020.
Mr. Winningham also reviewed a report prepared to assist the District in fulfilling its financial reporting requirements
in accordance with governmental accounting standards for public pension plans.
The meeting adjourned at approximately 8:40 a.m. The next tentatively scheduled meeting is Tuesday, August 3,
2021. This concludes the Finance Committee Report.

Introduction of Proposed Ordinance 15698, Authorizing the Executive Director and Secretary-Treasurer on behalf of The
Metropolitan St. Louis Sewer District to enter into an agreement with Fresh Coast Capital LLC, d/b/a Greenprint Partners, for cost
sharing for green infrastructure construction in CSO Volume Reduction Green Infrastructure – Heritage House Apartments (13504) in
the City of St. Louis, Missouri.
Proposed Ord. No. 15698 was presented and read. This ordinance authorizes the District to enter into an agreement
with Fresh Coast Capital, LLC, d/b/a Greenprint Partners to provide financial assistance through a Green Infrastructure Grant Program
for construction of green infrastructure. The purpose of this project is to reduce combined sewer overflows into the Mississippi River
per the Long-Term Control Plan. This project will reduce runoff volume with the installation of three (3) bioretention basins. Total cost
of the project is estimated at $660,000 and Fresh Coast Capital, LLC, d/b/a Greenprint Partners is requesting approximately $660,000
reimbursement for the cost of green infrastructure.

Introduction of Proposed Ordinance 15699, Authorizing the Executive Director and Secretary-Treasurer on behalf of The
Metropolitan St. Louis Sewer District to enter into an agreement with West End Clinic, for cost sharing for green infrastructure
construction in CSO Volume Reduction Green Infrastructure – West End Clinic (13271) in the City of St. Louis, Missouri.
Proposed Ord. No. 15699 was presented and read. This ordinance authorizes the District to enter into an agreement
with West End Clinic to provide financial assistance through a Green Infrastructure Grant Program for construction of green
infrastructure. The purpose of this project is to reduce combined sewer overflows into the Mississippi River per the Long Term Control
Plan. This project will reduce runoff volume with the installation of two permeable pavement areas. Total cost of the project is estimated
at $66,000 and West End Clinic is requesting approximately $59,400 reimbursement for the cost of green infrastructure.

Fund to be used for repair and replacement of inlets, manholes, sewers, and other infrastructure in Stormwater Infrastructure Repairs
(2022) (13005) in various locations throughout the District; and authorizing the Executive Director and Secretary-Treasurer on behalf
of The Metropolitan St. Louis Sewer District to appropriate funds for small stormwater infrastructure repair projects to be bid through
purchasing for repair and replacement of inlets, manholes, sewers, and other infrastructure.
Proposed Ord. No. 15700 was presented and read. The work to be done consists of the repair/replacement and
construction of stormwater inlets, manholes, sewers, and other infrastructure as identified by the Operations and Engineering
departments at various locations throughout the District.

Proposed Ord. No. 15701 was presented and read. This ordinance authorizes the District to enter into Amendment
No. 17 to Contract # 10897 with Parsons Water & Infrastructure Inc. for the design of Harlem – Baden Relief Phase IV (Hebert)
Design (10641) project. This project consists of the design and preparation of construction documents for approximately 24,600 feet
of 12-inch to 96-inch diameter storm sewers, approximately 8,100 feet of 10-inch to 66-inch diameter sanitary sewers, a 9-acre 2.5
million cubic-foot earth stormwater detention basin, land planning for future use of the area not needed for detention, and
appurtenances. This project will alleviate basement backups for approximately 130 properties. The preliminary construction cost
estimate is $28,300,000.

(Phase I) (11701) in Unincorporated St. Louis County, Missouri; and authorizing the Executive Director and Secretary-Treasurer on

Proposed Ord. No. 15702 was presented and read. This ordinance authorizes the District to enter into Amendment No.
5 to Contract #20205 with HR Green, Inc. for the design of a project in the CIRP. The purpose of this project is to replace deteriorating
pump stations P-708 and P-702 in Earth City, Missouri. The construction cost estimate for this project is $1,700,000.00. Construction
is anticipated to begin in FY2020.

with Wood Environment & Infrastructure Solutions, Inc. for an annual extension to provide Watershed Consultant services for all
projects included in the Bissell – Coldwater – Missouri – Meramec Sanitary System Improvements (11144) project. The preliminary
construction cost estimate for the entire Bissell – Coldwater – Missouri – Meramec Sanitary program is $277 million. The estimated
design contract range for the entire program contract is between $50 to $60 million.
Introduction of Proposed Ordinance 15705, Appropriating Ninety-Five Thousand Dollars ($95,000.00) from the Sanitary
Replacement Fund to be used for design of sanitary sewers in Arv Ellen Sanitary Relief (Tesson Creek Estates Dr to Madaford Ln)

Proposed Ord. No. 15705 was presented and read. This ordinance authorizes the District to amend Contract #11011
with Wood Environment & Infrastructure Solutions, Inc. for the design of the Arv Ellen Sanitary Relief (Tesson Creek Estates Dr to
Madaford Ln) (12079) project as part of the Watershed Consultant services for all projects included in the Bissell–Coldwater–Missouri–
Meramec Sanitary System Improvements (11144) project. Arv Ellen Sanitary Relief (Tesson Creek Estates Dr to Madaford Ln) (12079)
is a lump sum cost project for the design of approximately 700 feet of 15-inch diameter sanitary sewers and appurtenances, and 40
feet of bank stabilization. The purpose of this project is to alleviate overcharged sanitary sewers. The construction cost estimate for
this project is $365,000. Construction is anticipated to begin in FY2024.

with Wood Environment & Infrastructure Solutions, Inc. for the design of the Bissell – Coldwater – Missouri – Meramec Public I/I
Reduction (2023) Contract C (13033) project as part of the Watershed Consultant services for all projects included in the Bissell–
Coldwater–Missouri–Meramec Sanitary System Improvements (11144) project. Bissell – Coldwater – Missouri – Meramec Public I/I
Reduction (2023) Contract C (13033) is a lump sum cost project for the design of rehabilitating approximately 40,099 feet of 8-inch to
66-inch diameter sanitary sewers utilizing cured-in-place pipe (CIPP) methods, approximately 1,514 feet of 12-inch to 33-inch storm
sewers, rehabilitating 30 manholes, and 937 service lateral connections. The purpose of this project is to alleviate wet weather building
backups and overcharged sanitary sewers. The construction cost estimate for this project is $7,070,000. Construction is anticipated
to begin in FY2023.

Proposed Ord. No. 15707 was presented and read. This ordinance authorizes the District to amend Contract #11011
with Wood Environment & Infrastructure Solutions, Inc. for the design of the Bissell – Coldwater – Missouri – Meramec Public I/I
Reduction (2023) Contract D (12586) project as part of the Watershed Consultant services for all projects included in the Bissell–
Coldwater–Missouri–Meramec Sanitary System Improvements (11144) project. Bissell – Coldwater – Missouri – Meramec Public I/I
Reduction (2023) Contract D (12586) is a lump sum cost project for the design of rehabilitating approximately 54,935 feet of 6-inch to
30-inch diameter sanitary sewers utilizing cured-in-place pipe (CIPP) methods, rehabilitating 54 manholes, 602 service lateral
connections, and constructing 19 point repairs. The purpose of this project is to reduce excessive inflow/infiltration (I/I) of storm water
and to alleviate wet weather building backups and overcharged sanitary sewers. The construction cost estimate for this project is
$3,594,000. Construction is anticipated to begin in FY2023.

Replacement Fund to be used for design of public I/I removal in Bissell – Coldwater – Missouri – Meramec Public I/I Reduction (2023)
Contract E (12587) in the Cities of Ballwin, Fenton, Valley Park, and Unincorporated St. Louis County, Missouri; and authorizing the
Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to amend Contract No. 11011 with
Wood Environment & Infrastructure Solutions, Inc. for design of public I/I removal.
Proposed Ord. No. 15708 was presented and read. This ordinance authorizes the District to amend Contract #11011
with Wood Environment & Infrastructure Solutions, Inc. for the design of the Bissell – Coldwater – Missouri – Meramec Public I/I
Reduction (2023) Contract E (12587) project as part of the Watershed Consultant services for all projects included in the Bissell–
Coldwater–Missouri–Meramec Sanitary System Improvements (11144) project. Bissell – Coldwater – Missouri – Meramec Public I/I
Reduction (2023) Contract E (12587) is a lump sum cost project for the design of rehabilitating approximately 40,345 feet of 8-inch to
36-inch diameter sanitary and storm sewers utilizing cured-in-place pipe (CIPP) methods, rehabilitating 99 manholes, 456 service
lateral connections, constructing 25 point repairs, and private I/I reduction at 4 properties. The purpose of this project is to alleviate
wet weather building backups and overcharged sanitary sewers. The construction cost estimate for this project is $4,251,000.
Construction is anticipated to begin in FY2023.

Replacement Fund to be used for design of public I/I removal in Bissell – Coldwater – Missouri – Meramec Public I/I Reduction (2023)
Contract F (13124) in the City of Florissant, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of The
Metropolitan St. Louis Sewer District to amend Contract No. 11011 with Wood Environment & Infrastructure Solutions, Inc. for design
of public I/I removal.
Proposed Ord. No. 15709 was presented and read. This ordinance authorizes the District to amend Contract #11011
