Bassett Constable of the Town of Brewster Greetings : In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Brewster, qualified to vote in Town affairs, to meet at the Stony Brook Elementary School Cafetorium, on Wednesday the eleventh day of July, 2001 next, at 7 : 00 p.m . in the evening, then and there to act upon the following article : YANKEEORIVEAFFORDABLE HOUSING PROPOSAL ARTICLE I; To see if the Town will vote to authorize the Board of Selectmen to acquire by purchase or the exercise of eminent domain powers under Massachusetts General Laws, Chapter 79, or any other enabling authority, the land with the building located thereon which is designated as Lot 4- 1 on Brewster Assessor's Map 26, located at 10-28 Yankee Drive, Brewster, Barnstable County, Massachusetts, and more particularly described in Barnstable County Registry of Deeds Book 9870, Page 010 and shown on plan of land recorded in said Registry in Plan Book 516, Page 81 ; to acquire this land for the purpose of maintaining and operating six (6), town-owned, affordable housing apartment units for lease to income qualified individuals and one ( 1) buildable, single family dwelling lot to be sold at fair market value to assist in funding affordable housing projects in the Town of Brewster or to be developed as a single family affordable housing unit for sale to income qualified buyers or to be used in a land swap with other land owned by the Yankee Village Owners Association; to commit this land to the care, custody, control and management of the Board of Selectmen ; to authorize the Board of Selectmen to enter into any agreements with the Brewster Housing Authority or with a non-profit affordable housing management corporation for the purpose of managing and operating this property; to appropriate a sum of money for the purpose of planning, acquiring, developing, constructing, renovating and equipping it for the purpose of affordable housing; to transfer from available funds a sum of money therefor; to authorize the Treasurer, with the approval of the Board of Selectmen, to borrow a sum of money under and pursuant to Chapter 44, Section 7(3), and/or any other enabling authority and to issue notes and bonds of the Town therefor; to transfer from available funds a sum of money to pay for the preparation, issuance, and marketing of notes and bonds issued under the authority of this vote; to authorize the Board of Selectmen to establish a revolving fund for operating the property, with the provision that any surplus retained in the fund will be available for future affordable housing projects; to appropriate a sum of money for purposes of initially funding said revolving fund; to authorize the Board of Selectmen to petition the General Court, if necessary, for legislation drafted to enable the Town to provide for the following : (a) to establish a revolving fund for operating the property, with the provision that any surplus retained in the fund will be available for future affordable housing projects; (b) to develop a lottery for choosing the income-qualified individuals and that incorporates a primary preference for full-time, year round Town employees, a secondary preference for full-time, year round Nauset Regional School District employees, and thereafter a preference for Brewster residents; (c) to qualify the resulting six (6) affordable housing units complex as part of the ten ( 10%) percent affordable housing stock of the Town of Brewster as defined in Massachusetts General Laws, Chapter 40B, Sections 20-22; or to take any other action relative thereto . (Board of Selectmen) And you are hereby directed to serve this Warrant with your doings thereon to the Town Clerk at the time and place of said meeting as aforesaid .
