HomeMy Public PortalAbout2001-05-07-Special Town Mtg ReportReport of the SPECIAL TOWN MEETING May 7, 2001 In accordance with the Warrant , the Special Town Meeting was held in the Brewster Elementary School Cafetorium, Monday, May 7, 2001. The meeting was called to order at 7:10 p.m. by the Moderator, Stephen L. Doyle. The Tellers were Jean Gage, Sheila Gerhardt, Ruth Hanlon, June Gallant , Ken Berbrick and Althea Alling. The Checkers were Mildred Unger, Janet Norton, Germaine Cummings, Dorothy Leone, Ann Golini, Elizabeth M. Hardy, Maureen Steinmann, Jane Nixon, and Nancy Berbrick. A quorum was present. The Town Clerk, Joanna Krauss, read the Special Town Meeting Warrant and the return of the Warrant. There being no objection, the Moderator dispensed with the reading of all the articles. UNPAID BILLS ARTICLE NO. 1. To see if the Town will vote to transfer from available funds the sum of TWO THOUSAND FIVE HUNDRED AND SIXTY AND 00/100 ($2,560.00) DOLLARS to pay unpaid bills from a previous fiscal year, as follows: 1. Karen O’Connor $2,560.00 Grand-total $2,560.00 or to take any other action relative thereto. (Nine-Tenths Vote Required) (Board of Selectmen) MOTION: I move that the Town vote to approve Article No.1 as printed in the Warrant and to transfer the sum of $2,560.00 from Free Cash for this purpose. ACTION: ADOPTED UNANIMOUSLY BUDGETARY TRANSFERS ARTICLE NO. 2. To see if the Town will vote to transfer from available funds and/or appropriate from surplus funds in some departments an amount of money to be used in conjunction with funds appropriated under current fiscal year budgets during the current fiscal year to pay shortfalls that would otherwise exist in the Fiscal Year 2001 budgets of other departments, as follows: a) Transfer the sum of $13,000.00 from Line Item No. 31 (Solid Waste Disposal) of Article No. 6 of the 2000 Annual Town Meeting to Line Item No. 9 of Article No. 6 (Legal Services) of the 2000 Annual Town Meeting. b) Transfer the sum of $500.00 from Line Item No. 31 (Solid Waste Disposal) of Article No. 6 of the 2000 Annual Town Meeting to Line Item No. 16 (Town Hall Maintenance Wages) of Article No. 6 of the 2000 Annual Town Meeting. c) Transfer the sum of $3,000.00 from Line Item No. 31 (Solid Waste Disposal) of Article No. 6 of the 2000 Annual Town Meeting to Line Item No. 16 (Town Hall Maintenance Expenses) of Article No. 6 of the 2000 Annual Town Meeting. d) Transfer the sum of $1,600.00 from Line Item No. 31 (Solid Waste Disposal) of Article No. 6 of the 2000 Annual Town Meeting to Line Item No. 33 (Street lighting) of Article No. 6 of the 2000 Annual Town Meeting. e) Transfer the sum of $10,000.00 from Line Item No. 10 (Town Clerk’s Wages) of Article No. 6 of the 2000 Annual Town Meeting to Line Item No. 20 (Fringe Benefits/Unemployment Insurance) of Article No. 6 of the 2000 Annual Town Meeting. f) Transfer the sum of $7,000.00 from Line Item No. 37 (Veterans’ Services) of Article No. 6 of the 2000 Annual Town Meeting to Line Item No. 22 (Unclassified) of Article No. 6 of the 2000 Annual Town Meeting. g) Transfer the sum of $1,500.00 from Line Item No. 37 (Veterans’ Services) of Article No. 6 of the 2000 Annual Town Meeting to Line Item No. 14 (Vehicle Pool Maintenance) of Article No. 6 of the 2000 Annual Town Meeting. h) Transfer the sum of $20,000.00 from Golf Receipts Reserved for Appropriation Account to Line Item No. 41 (Golf Expenses) of Article No. 6 of the 2000 Annual Town Meeting. i) Transfer the sum of $47,000.00 from Free Cash to Article No. 5 (Elementary Schools Operating Budget) of the 2000 Annual Town Meeting. or to take any other action relative thereto. (Majority Vote Required) (Board of Selectmen) MOTION: I move that the Town amend Article No. 2 to transfer the sum of $5,000.00 from the Ambulance Receipts Reserved for Appropriation Account to line item No. 26 ( Fire Department Rescue Expenses) of Article No. 6 of the Annual Town Meeting. ACTION: WITHDRAWN MOTION: I move that the Town vote to approve Article No. 2 as printed in the Warrant and to transfer the total sum of $103,600.00 for these purposes. ACTION: ADOPTED GRANT FOR BULLETPROOF VESTS FOR THE POLICE DEPARTMENT ARTICLE NO. 3. To see if the Town will vote to transfer from available funds the sum of EIGHTEEN THOUSAND AND 00/100 ($18,000.00) DOLLARS in order to provide for the Town’s share of costs associated with the replacement of the bulletproof vests for the Police Department, to authorize participation in a grant program for said replacement offered through the Commonwealth of Massachusetts, and to authorize the Town Administrator to solicit bids and/or proposals, enter into a contract or contracts, accept grant proceeds and expend said funds for this purpose, or to take any other action relative thereto. (Majority Vote Required) (Police Chief) MOTION: I move that the Town vote to approve Article No. 3 as printed in the Warrant and to transfer the sum of $18,000.00 from Free Cash for this purpose. ACTION: ADOPTED UNANIMOUSLY FIRE STATION FACILITY MODIFICATIONS ARTICLE NO. 4. To see if the Town will vote to transfer from the Ambulance Receipts Reserved for Appropriation account the sum of TEN THOUSAND AND 00/100 ($10,000.00) DOLLARS in order to undertake a series of repairs and modifications to that portion of the previous Police Station building to be utilized by the Fire Department, and to authorize the Town Administrator to solicit bids and/or proposals, enter into a contract or contracts, accept grant proceeds and expend said funds for this purpose, or to take any other action relative thereto. (Majority Vote Required) (Fire Chief) MOTION : I move that the Town vote to approve Article No. 4 as printed in the Warrant and to transfer the sum of $10,000.00 from the Ambulance Receipts Reserved for Appropriations Account for this purpose. ACTION: ADOPTED IAFF COLLECTIVE BARGAINING AGREEMENT ARTICLE NO. 5. To see if the Town will vote to transfer from available funds a sum of money to be used to meet the terms and conditions of the proposed Collective Bargaining Agreement, effective July 1, 2000, between the Town of Brewster and the International Association of Firefighters, or to take any other action relative thereto. (Majority Vote Required) (Board of Selectmen) MOTION: I move that the Town vote to approve Article No. 5 as printed in the Warrant and to transfer the sum of $38,000.00 from Free Cash for this purpose. ACTION: ADOPTED UNANIMOUSLY STONY BROOK ELEMENTARY SCHOOL BUILDING REPAIRS ARTICLE NO. 6. To see if the Town will vote to transfer from available funds a sum of money to make a series of extraordinary repairs to the Stony Brook Elementary School building, and to authorize the Brewster School Department to solicit bids and/or proposals, enter into a contract or contracts and expend said funds for this purpose, or to take any other action relative thereto. (Majority Vote Required) (Elementary School Committee) MOTION: I move that the Town vote to approve Article No. 6 as printed in the Warrant and to transfer the sum of $500,000.00 from Free Cash for this purpose. ACTION: ADOPTED
