RESOLUTION NO. 09-7900
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE
CITY MANAGER TO ISSUE AN INVITATION TO BID(ITB)
FOR THE CONSTRUCTION OF SHERBONDY PARK PHASE
ONE IMPROVEMENTS
WHEREAS, the City of Opa-locka ("City") is in need of the services of a qualified
contractor to undertake construction of Sherbondy Park(Phase One)improvements,to include such
additions as a multi-purpose community center and gymnasium; and
WHEREAS, by issuing an Invitation for Bid (ITB) the City will be able to consider bids
from qualified contractors for the construction of the Sherbondy Park Project Phase One
improvements; and
WHEREAS,the City Commission of the City of Opa-locka("City Commission")desires to
issue an ITB for the construction of the Sherbondy Park Project-- Phase One.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby authorizes the City
Manager to issue an Invitation to Bid (ITB) for construction of the Sherbondy Park Project Phase
One.
Section 3. The City Manager is further authorized to take all necessary and
expedient action to effectuate the intent of this Resolution.
Section 4. This resolution shall take effect immediately upon adoption.

Request:
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA AUTHORIZING THE CITY MANAGER TO ADVERTISE
AND ISSUE AN INVITATION TO BID (ITB) FOR QUALIFIED FIRMS FOR
THE CONSTRUCTION OF THE SHERBONDY PARK IMPROVEMENTS
PROJECT PHASE ONE
Description: The City requires the services of qualified construction firm(s) or contractor(s) to
undertake the construction of Phase One of the Sherbondy Park Improvements Project. The
project's initial scope includes the demolition of the existing administration complex at 215
Perviz Avenue and the construction of a new mutli-purpose facility Community
Center/Gymnasium around the same site. A provision for a community pool will be advertised
as an additive/deductive change in order to meet budgetary requirements. This project is
expected to begin the transformation of Sherbondy Park into a modern facility for the benefit of
all Opa-locka residents and beyond.
Financial Impact: The construction budget for Phase One of the Sherbondy Park Improvements
Project is estimated at $3,500,000. The City was awarded various allocations by Miami-Dade
County through the General Obligation Bond (GOB) Program and the Office of Community and
Economic Development (OCED) in the amount of $2,672,911. The City is expected to
supplement the funding gap of$827,089 from the FY2009 capital projects budget. Staff is also
currently applying for additional funding through grants to offset the expected fiscal contribution
from the City.
Implementation Timeline: The advertisement (Invitation to Bid) is scheduled to be issued in
August of 2009 with an anticipated project award in early September of 2009. Once approved,
the Contractor is expected to mobilize on site and break ground before the end of September of
2009. The construction and close out activities is anticipated to take 15 months, or ending
around December of 2010.

Recommendation(s): Staff recommends approval.
Analysis: The Sherbondy Park Improvement Project is one of the most signification planned
capital project in the City. Rehabilitating this park into a modern facility will provide a great
outlet for community, athletic and recreational functions and activities for residents off all ages.
It's completion will greatly improve the quality of life of almost all residents.
