HomeMy Public PortalAbout2003-08-25 Workshop TOWN OF TRUCKEE TOWN COUNCIL/PLANNING COMMISSION WORKSHOP MINUTES August 25, 2003, 6:00 p.m. Town Administrative Center 10183 Truckee Airport Road, Truckee, CA CALL TO ORDER - Mayor Owens called the meeting to order at 6:05 p.m. ROLL CALL NOTED Town Council Members, Mayor Owens, Vice Mayor Susman, Florian, Threshie, Ingalls and Planning Commission Members Chair Jansen, Litchfield, Richards, and Riley. Also Present: Community Development Director, Tony Lashbrook, Town Planner, Duane Hall, Senior Civil Engineer, Patrick Perkins, and Judy Price, Acting Deputy Town Clerk. PLEDGE OF ALLEGIANCE- Breeze Cross PUBLIC COMMENT - Not Called COUNCIL APPROVED CONCEPTUALLY THE "WORK SCOPE AND COSTS" FOR CONSULTING SERVICES FORDESIGN~ COMMUNITY& ENVIRONMENT WITH AMENDMENTS TO STAFFS RECOMMENDATIONS AND DIRECTED THE COMMUNITY DEVELOPMENT DIRECTOR TO RETURN TO THE COUNCIL ON SEPTEMBER 18~ 2003 WITH A DETAILED SCOPE OF WORK~ BUDGET AND PROFESSIONAL SERVICES AGREEMENT FOR THE PHASE II WORK PROGRAM AND AN ADJUSTMENT IN THE GENERAL PLAN CIP. Tony Lashbrook, Community Development Director stated the cost for the proposed scope of work from Design, Community & Environment will exceed the amount budgeted for the General Plan Update process. Staff is recommending an alternative scope of work to complete the General Plan Update within the current budget. Mr. Lashbrook introduced David Early. David Early of Design, Community & Environment provided Council with a summary presentation of Phase I and a proposal for Phase II (On file with Town Clerk). The Phase II discussion defined five (5) Tasks to discuss to complete the work scope and cost of the General Plan Update process. 1. Public Process, specifically the number and type of public meetings to be held in Phase I1. 2. How to facilitate property owners requests for specific parcel designation in the Town of Truckee August 25, 2003 Work Shop General Plan Page 1 of 3 General Plan Update. 3. Who should prepare the General Plan? 4. Who should prepare the Environmental Impact Report for the General Plan? 5. Should the Sierra Business Council be utilized in Phase II of the General Plan Update and in what capacity? Staff's Recommendations on discussion tasks: 1. General Plan with community character and economic development elements. 2. The Consultant conducts four (4) workshops with four (4) breakfast meetings to plan for the next workshop. 3. At least one, and possibly two, notifications to all Town property owners. 4. The Consultant should prepare all elements of the General Plan, the Final Environmental Impact Report, and other documents. 5. The Sierra Business Council should participate in preparing community character and land use elements. In the workshop public comment was taken during all phases of discussion and deliberation. The following is a list of participants providing input to the discussion. The Consultant prepared a list of comments from these individuals which are on file with the Town Clerk. Pat Davison Brandon Riley Joel Sherman John Eaton Breeze Cross Janna Coughran Joe Guzman Allison Shelling Sheila Miller Mark Tanner Diane McCormack Don McCormack Jim Miller Mark Kent It was Commission consensus to recommend the conceptual approval of the "Work Scope and Costs" as recommended by staffwith the following points: · Hold five or more public workshops. · Eliminate the breakfast meetings but continue outreach efforts to stakeholders and other individuals who cannot make workshops. · Do not hold a separate workshop for property owner requests on land use designations, address in the other workshops. · Provide for more Sierra Business Council Involvement in Phase II. It was Council consensus to approve conceptually the "Work Scope and Costs" as recommended by the Planning Commission with the following modifications, and direct staff to return to the Council on September 18th with a detailed scope of work, budget, and professional services agreement for the Phase II work program and an adjustment to the General Plan CIP: · Hold six to eight public workshops.
