Call to Order
The meeting was called to order at 6:00PM by Commission Chair Roger Snodgrass.
Approval of Minutes
The minutes were not available to be approved for this meeting.
City Clerk— Presenting City Budget. Information
City Clerk BessieJo Wagner presented the budget with a handout from Nathan Coyle, City
Manager.
Chair will explain rules
Lead Chair Roger Snodgrass did not explain the rules at this meeting.
18-24 - 26 Chamber of Commerce
Jay Masterson presented. The LOT money the McCall Chamber of Commerce receives is used for
the ITC Grant match, which is used to run the office and the Idaho Visitors Bureau. He requested
the Chamber be moved higher up on the priority list of recipients because being lower on the list
forces them to pull money from other accounts, basically "Robbing Peter to pay Paul". Once the
LOT money is received then the funds will be dispersed to reimburse those accounts.
The Commission asked a few clarifying questions.
18-01 City of McCall — Golf Course — Driving Range Pipe
Golf Course Superintendent Eric McCormick presented — The Golf Course has had this project on
the table for a while. As the Golf Course can find pipe or get pipe they have been piping the ditch
that runs down the driving range. There's a well that pumps two hundred gallons a minute — the
aspen trees and other greenery soak up the water, so by the time it gets to the irrigation pond only
about half of the water makes it.
The Commission asked a few clarifying questions.
18-02 City of McCall — Golf Course — New Rough Mower
Golf Course Superintendent Eric McCormick presented. The Golf Course has submitted a LOT
request in the past for a rough mower. The Golf Course has purchased a used rough mower, but
this year the Golf Course would like a new mower as the old one is at the end of its life, and a

purchase of another older mower would require higher maintenance. In addition, a new mower
comes with at least a 2-year warranty.
The rough mowers are used 5 days a week and a few weekends when there are tournaments. The
Golf Course does have a match within the Capital Improvement Plan with the LOT funds. Staff
would keep the old mower for a backup in case another mower breaks down. Once the new mower
is received, the useful parts would be removed from the oldest mower as it would not have much
resale value.
18-08 City of McCall — Golf Course — Club House Park Lot Overlay
Golf Course Superintendent Eric McCormick presented. The Golf Course parking lot is cleaned
all winter and used by the walkers and by the golfers in the summer. In addition, when the parking
lot was first put in, the food service trucks were not as big as they are now. The parking lot is
getting to where they cannot seal coat it any more. It needs an overlay applied to protect it before
it gets too bad to postpone a tear out and repaving.
18-09 City of McCall — Golf Course — Club House Heating/Cooling Upgrade
Golf Course Superintendent Eric McCormick presented. The current heating and cooling system
in the club house is about 20 years old. The heat pump system is more efficient now than they
were back then. The Golf Course has replaced the windows. The Golf Course is working with
Idaho Power for grant funding and they recommended the heat pump would be more efficient
when after the windows are replaced. The Golf Course has had some trouble with the air
conditioning in the summer time as well. The hope is the window replacement will help these
issues.
18-10 City of McCall — Golf Course — Maintenance Building Addition
Golf Course Superintendent Eric McCormick presented. The Golf Course has had drawings for a
new building for some time. The current building is not a safe building as they have a lot going on
all in the same place. Staff would like to add another bay to the maintenance building. They will
mill logs that is currently in storage for building the structure to save money. They would be able
to put in a hoist that could be raised the whole height instead of partially. This would create space
for equipment and an office. They are getting to the point where they may hire an assistant to help
with the paper work and will need space for that individual to work.

18-13 City of McCall — Multiple Departments — McCall Events Cost Recovery
The City Clerk was to present, but the Commission felt it was self-explanatory and did not feel
there was a need.
18-15 City of McCall — Library — Architectural and Engineering Fees
Library Director Meg Lojek presented. The Library project started in FY16. The next step for the
Library project is the architecture and engineering plans. With the library expansion they would
be able to be in ADA compliance. The current facility is not in compliance; the ramp, parking,
bathrooms, and space between shelves in the library.

The Library Director was to present, but the Commission felt it was self-explanatory and did not
feel a presentation was needed. The circulation desk is a modular desk that will be able to be moved
to the new location.
18-17 City of McCall — Parks and Rec — Gold Glove Park — Site/ADA Improvements
Parks & Recreation Director Kurt Wolf presented — The Parks and Recreation Department needs
to get the P&Z requirements completed and improve the ADA accessibility at Gold Glove Park.
They would like to pave and touch up landscaping. The ADA improvements are federally required.
If the improvements are not made, there is the potential we may lose the federal funding and may
have to pay back past federal funding received.
The Commission asked a few clarifying questions.
18-18 City of McCall — Parks and Rec — City Holiday Tree Lighting Replacement Project
Parks & Recreation Director Kurt Wolf presented. The Parks and Recreation Department replaced
the lights on the City Christmas Tree 8 years ago to LED lights. The life expectancy is 8-10 years.
The electrical has not been replaced to be compliant. If funded, they would like to give the tree a
season to breathe and then restring it. The tree has grown about 3 feet in height.
The Commission asked a few clarifying questions.
18-19 City of McCall — Parks and Rec — Legacy Park Promenade Repair
Parks & Recreation Director Kurt Wolf presented. The pavers at Legacy Park are settling and
paver bands are becoming a trip hazard. He is meeting with Urban Renewal and a concrete/paver
contractor. For liability purpose, he would prefer not to wait till 2018. Since the pavers were put
in at Legacy Park, the process is much more thorough now for the bidding process and to mitigate
future issues.
The Commission asked a few clarifying questions.
18-20 City of McCall — Parks and Rec - Harshman Skate Park Repair
Parks & Recreation Director Kurt Wolf presented. Harshman Skate Park needs the entire park
sealed. At which time, the Parks and Rec. Department will be able to keep it on a maintenance
schedule. There will always be maintenance needed on this park due to the nature and materials
used in the park. He would like to get it sealed and on a maintenance schedule before it becomes
a deferred maintenance issue which is far more costly.

18-21 City of McCall — Parks and Rec — Community Summer Movies
Parks & Recreation Director Kurt Wolf presented — The Community Summer Movies Event is a
fun idea and very popular. Kurt does not have this as high on his priority list. There is a lot of
maintenance and other projects that could be focused on first. During the 4th of July week there
will be an outdoor movie played at Legacy Park. The Parks and Rec. Department would like to
have a movie showing once a month during the summer. The Community Summer Movie Event
is a free event to the public.
18-22 City of McCall — Parks and Rec — Alternate/Replacement Equipment for the John
Deer Tool Cat
Parks & Recreation Director Kurt Wolf presented — The equipment needs are high on the priority
list for Kurt. Each year the Parks and Rec. Department inherits facilities and pathways which they

are in the deficit for equipment and staff. The piece of equipment The Parks and Rec. Department
is looking at is going to handle the terrain better at Legacy and will be able to aerate the grass. The
Parks and Rec. Department may contract downtown sidewalks for snow removal in the future.
The equipment that the Parks and Rec. Department is looking at is a tractor that can be used with
multiple attachments.
The Commission asked a few clarifying questions.
18-23 City of McCall — Parks and Rec — Gold Glove Park _ Portable Fencing
Parks & Recreation Director Kurt Wolf presented — The HS Softball team approached the Parks
and Rec. Department to have them purchase for tournaments and games.
18-44 City of McCall — Clerks Department — Costs to Administer Tax
The City Clerk was to present, Commission felt it was self-explanatory and did not feel a
presentation was needed.
Ground Rules
City Clerk BessieJo Wagner went over the City Code. There are 7 members here and everyone
needs a say about every single project. She walked them through the process of deciding on the
ones that they absolutely did not want to fund then a motion will be made. The Commission will
then move to the projects that they want to fund then a motion will be made. Everything the
Commission decides to fund will need to have a separate motion individually. Every single
member of the Commission needs to weigh in on each project.
Deliberations and Setting Budget
> Commissioner Wood made a motion to NOT fund (18-03) Elk Creek Church Student Center
Commissioner Petry Second the Motion - All members voted yes, and the motion carried.
> Commission Eimers made a motion to NOT. fund (18-21) City of McCall — Parks and Rec.
Community Summer Movies. Commissioner Wood Second the Motion —those who voted in
favor were Commissioner Trino, Commissioner Eimers, Commissioner Wood, Commissioner
Snodgrass, and Commissioner Petry. Those who voted no were Commissioner Frost, and
Commissioner Roth. The motion carried, 5-2.
• Commission Petry made a motion to NOT fund (18-02) City of McCall — Golf Course New
Rough Mower. Commissioner Roth Second the Motion — (BessieJo clarified that the New
Rough Mower has been fully funded by the CIP) — All members voted yes, and the motion
carried.
> Commissioner Wood moved to NOT fund (18-42) McCall Figure Skating Club — Skate by the
Lake Competition. Commissioner Petry Second the Motion. — (Commissioner Trino asked why,
and the Commission's response was they did not have any representative show for their
presentation) — All members voted yes, and the motion carried.
> Commissioner Frost motioned to NOT fund (18-43) McCall Senior Citizens Insulation of their
roof. Commissioner Trino Second the Motion. (The applicant requested to pull their
application). — All members voted yes, and the motion carried.

this was not a good location and that this was a group of friends getting together to garden
and take whatever they want and then they give whatever is left over. Commissioner Wood
does not see it bringing in any tourism. Commissioner Trino said it is not bringing in any
tourism and it is not bringing in anything except for them for fun. Commissioner Petry said
there could be membership fees. Commissioner Frost thought that if they advertised more to
the community that it could bring more. Commissioner Trino felt it was more of a hobby.) —
All members voted no and the motion failed.

Roth, Commissioner Wood and Commissioner Petry. The motion carried, 4-3.

Petry really hopes they advertise. Commissioner Frost wanted to change to not fund them at
all as they do not currently advertise their garden now. Commissioner Trino felt that it is a
hobby for just a few people and she also did not believe they needed any money.) Those who
voted in favor were Commissioner Frost, Commissioner Eimers and Commissioner Roth.
