RESOLUTION NO. 09-7908
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, RATIFYING THE
ACTION OF THE CITY MANAGER IN AUTHORIZING
CALVIN, GIORDANO & ASSOCIATES, INC., TO DESIGN
PLANS FOR THE REPAIR AND UPGRADE OF THE
CITY'S PUMP STATIONS #8, #11A, #11B AND #11C IN
THE AMOUNT OF ONE HUNDRED FOURTEEN
THOUSAND EIGHT HUNDRED AND THIRTY-FIVE
DOLLARS ($114,835.00), PAYABLE FROM ACCOUNT NO.
34-535340
WHEREAS, the City of Opa-locka ("City") is actively pursuing funds from the
American Recovery and Reinvestment Act (ARRA) and Community Development Block Grant
funds through the State of Florida and Miami-Dade County; to address infrastructure repair and
upgrades to the City's pump stations, and
WHEREAS, the State of Florida and Miami-Dade County have recently adopted a
revised definition for "shovel ready" projects which requires that 85% of the design work be
completed in advance of the application deadline for the aforementioned funding mechanisms;
and
WHEREAS, on February 11, 2009, the City Commission of the City of Opa-locka("City
Commission") adopted Resolution 09-7429, accepting the proposal from Calvin, Giordano &
Associates, Inc. ("CGA"), in response to RFP No. 08-1208 - Planning & Zoning Consulting
Services, and authorizing the City Manager to enter into and execute an agreement with Calvin,
Giordano & Associates, Inc., for planning & zoning consulting services; and
WHEREAS, RFP No 08-1205 was undertaken in accordance with Section 287.055,
Florida Statutes, Florida's Consultant Competitive Negotiation Act (CCNA); and

WHEREAS, in order to ensure that the City would meet the application deadlines with
"shovel ready" designs, the City Manager authorized CGA to design plans for the repair and
upgrade of the City's pump stations, believed by the City Manager to be of an emergency nature,
specifically pump stations #8, #11A, #11 B and #11C ; and
WHEREAS, the Agreement between the City and CGA provides for the performance of
the planning and design services described above; and
WHEREAS,the City Manager is requesting that the City Commission ratify action taken
by the City Manager by authorizing CGA to design plans for the repair and upgrade of the City's
pump stations, specifically pump stations #8, #11A, #11 B and #11C, at a cost of One Hundred
Fourteen Thousand Eight Hundred and Thirty-Five Dollars ($114,835.00); and
WHEREAS, the City Commission desires to ratify the action of the City Manager in
authorizing CGA to design plans for the repair and upgrade of the City's pump stations,
specifically pump stations #8, #11A, #11 B and#11C.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble are hereby incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby ratifies the action
taken by the City Manager by authorizing Calvin, Giordano & Associates, Inc., to design plans
for the repair and upgrade of the City's pump stations, specifically pump stations #8, #11A,
#11B and #11C, at a cost of One Hundred Fourteen Thousand Eight Hundred and Thirty-Five
Dollars ($114,835.00), payable from Account Number 34-535340.
Section 3. This resolution shall take effect immediately upon adoption.

Request: APPROVAL OF A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA-LOCKA, FLORIDA, RATIFYING THE ACTION OF THE CITY MANAGER IN
AUTHORIZING CALVIN, GIORDANO & ASSOCIATES, INC., TO DESIGN PLANS FOR
THE REPAIR AND UPGRADE OF THE CITY'S PUMP STATIONS #8, #11A, AND #11C
FOR THE AMOUNT OF ONE HUNDRED FOURTEEN THOUSAND, EIGHT HUNDRED
AND THIRTY FIVE DOLLARS AND ZERO CENTS ($114,835.00), PAYABLE FROM
ACCOUNT#35-535340.
Description: The State of Florida's (funding application) definition of shovel ready is 85% of the design work
completed and Miami-Dade County adopting a similar policy for all GOB and CDBG projects. Staff
commenced this action in order to meet application availability guidelines as well as capturing funds from the
American Recovery & Reinvestment Act for the repair and upgrade of Pump Stations #8, #11A, #11B and
#11C.
Financial Impact: The decision has good long term potential benefit by making it possible for the City to
receive funds from the American Recovery & Reinvestment Act and Miami-Dade County's GOB's CDBG
Program to address current DERM moratorium on Pump Stations.
Implementation Time Line: The firm of Calvin Giordano and Associates, Inc. has already begun the project
design and permitting is expected to be completed in September of 2009.
Legislative History: Resolution# 09-7429 .
Recommendation(s): It is the recommendation of Staff to authorize this request due to the need to qualify for
additional grant resources and support the City of Opa-locka's Health and Quality of life status.
Analysis: Due to the fact that Calvin, Giordano and Associates, Inc. has already begun the design for shovel
ready projects. It is expected that the work will be ready in time rendering it possible for the City to receive
available funds from the American Recovery & Reinvestment Act and Miami-Dade County Community
Development Program funding.

A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, ACCEPTING THE
PROPOSAL FROM CALVIN, GIORDANO & ASSOCIATES,
INC. IN RESPONSE TO RFP NO. 08-1208 — PLANNING
AND ZONING CONSULTING SERVICES; FURTHER
AUTHORIZING THE CITY MANAGER TO ENTER INTO
AND EXECUTE AN AGREEMENT WITH CALVIN,
GIORDANO & ASSOCIATES, INC., TO PROVIDE
PLANNING AND ZONING CONSULTING SERVICES TO
THE CITY OF OPA-LOCKA, IN A CONTRACT FORM
ACCEPTABLE TO THE CITY ATTORNEY
WHEREAS, on November 12, 2008, the City Commission of the City of Opa-locka
("City Commission") adopted Resolution 08-7383, authorizing the City Manager of the City of
Opa-locka ("City") to issue a Request for Proposals (RFP) for Planning & Zoning Consulting
Services; and
WHEREAS, RFP No. 08-1208 requested proposals from qualified firms to assist City
staff in a variety of planning and zoning activities, including but not limited to, the preparation,
analysis and review of zoning amendments, comprehensive plan amendments, plan unit
development applications and amendments, as well as rezoning applications, and
WHEREAS, the RFP review committee evaluated the proposals submitted to the City in
response to RFP No. 8-1208 and selected Calvin, Giordano & Associates, Inc. ("CGA") as the
most responsive proposal for planning and zoning consulting services; and
WHEREAS, the City Manager is recommending that the City Commission authorize the
City Manager to enter into and execute an agreement with CGA for providing planning & zoning
consulting services to the City, in a form acceptable to the City Attorney.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:

Section 2. The City Commission of the City of Opa-locka hereby accepts the
proposal submitted by Calvin, Giordano & Associates, Inc., in response to RFP No. 08-1208 -
Planning & Zoning Consulting Services.
Section 3. The City Commission of the City of Opa-locka hereby authorizes the City
Manager to enter into and execute an agreement with Calvin, Giordano & Associates, Inc., for
providing planning & zoning consulting services to the City, in a contract form acceptable to the
City Attorney.
Section 4. The City Manager is hereby authorized to take all necessary and expedient
action to effectuate the intent of this resolution.
Section 5. This resolution shall take effect immediately upon adoption.

CGA HAS BEEN ADVISED TO PROCEED WITH THE FOLLOWING ADDITIONAL SERVICES:
Due to the client's request for work outside the original scope of services, Calvin,Giordano&
Associates,Inc. will provide the following additional services:
I. Professional Engineering Services
A. Civil Engineering
1. The project has been defined, as evaluation and upgrading an existing one
Engineering story pump station and generator building and security wall to the current
Construction Engineering building codes for PS No. 11C, In addition, the project will include the
& Inspection design of a new generator room for PS 11A.

&Traffic Engineering • Included in the fee proposal for this project are:
Surveying&Mapping
Planning - Review of shop drawings and coordination with the contractor
Landscape Architecture
& Environmental Services during construction.
Construction Services
Indoor Air Quality - Progress sets (if required) will consist of a set of drawings
Data Technologies e-mailed to the client.
& Development
Emergency Management - One (1) set of(Final)reproducible drawings and three (3) sets
Services
Building Code Services of signed/sealed blueprints for permitting and construction
Governmental Services purposes.
- Project Specifications will be included as performance
specifications on the drawings.
- 'Permit"revisions shall be included in this fee proposal should

• Specifically excluded from the fee for this project are:
"Permit"revisions required for building department comments
NOT specifically addressed to structural concerns.
Code-mandated inspections, nor additional"general"
inspections to observe field problems or progress of
construction. These may be contracted as additional services at
that time.
Value Engineering revisions that are brought up after the
contract documents have been completed. This work shall be
considered additional services and will be billed at hourly rates.
This office will NOT provide "As-Built"or record set of
drawings.
- Attendance at additional project meetings and/or any site visits
requested.
Additional plotting or printing from that described above. All
additional plots, prints, etc. will be billed at current price
schedule per copy.
The architectural, mechanical, electrical, and plumbing
drawings are excluded from this additional services agreement.
• Client's Responsibilities:
- The client shall provide full information regarding requirements
for the project including a program, which shall set forth the
design objectives, constraints, schedules, site requirements,
etc. required for this project.
- The Client shall be responsible for timely responses to
Consultant's requests for information.
• The professional services will be to furnish reproducible and
signed/sealed structural drawings. Such drawings will include plans,
sections, details, schedules and specifications necessary for the
permitting and construction of this project. Work product will
consists of contract documents (structural plans) submitted on
24"x36"format utilizing AutoCAD.
2. The purpose of this project is to "harden"the pumps, generator and
controls for protection against hurricane damage that would render the
pump stations inoperative during emergency conditions.
3. The consultant will assist with a FEMA Hazard Mitigation Grant Program
(HMGP)to upgrade the current pump stations to current code.
