TO REMOVE DEBRIS RELATED TO THE DEMOLITION AND CLEARANCE OF THE OLD CITY WATER PLANT, IN THE AMOUNT OF TWENTY ONE THOUSAND NINE HUNDRED AND THIRTY DOLLARS ($21,930.00), PAYABLE FROM ACCOUNT NO. 32-541520 WHEREAS, the City of Opa-locka ("City") desires to demolish the old city water plant, cap the existing wells and clear all other associated structures within the site; and WHEREAS, the City issued a Request for Proposals (RFP 08-114) to receive proposals from qualified professional engineering firms to supervise the demolition of the old city water plant, capping of the existing wells and clearing of associated structures; and WHEREAS, on February 11, 2009, the City Commission of the City of Opa-locka ("City Commission") adopted Resolution 09-7425, authorizing the City Manager to enter into and execute an agreement with Langan Engineering & Environmental Services, Inc. ("Langan") to supervise the demolition of the old city water plant, capping of the existing wells and clearing of associated structure, in accordance with RFP 08-114; and WHEREAS, during the course of Langan's work at the old city water plant, it was determined that existing debris needed to be removed in order for Langan to accurately locate underground pipes and complete its work; and WHEREAS, in order to ensure that Langan would be able to timely complete its work, the City Manager believed that removal of the debris at the old city water plant was of an Resolution No. 0 9—7 91 1 emergency nature, and the delay incident to giving an opportunity for competitive bidding would be detrimental to the interests of the City; and WHEREAS, the City's Public Works Department received quotes from various vendors and it was determined that Rainbow Enterprises, Inc. provided the most responsive quote for clearing the debris at the old city water plant; and WHEREAS, on May 26, 2009, the City Manager authorized Rainbow Enterprises, Inc. to remove debris at the old city water plant at a cost of Twenty One Thousand Nine Hundred and Thirty Dollars ($21,930.00); and WHEREAS, the City Manager is requesting that the City Commission ratify action taken by the City Manager in authorizing Rainbow Enterprises, Inc. to remove debris at the old city water plant at a cost of Twenty One Thousand Nine Hundred and Thirty Dollars ($21,930.00). NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA: Section 1. The recitals to the preamble are hereby incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby ratifies the action taken by the City Manager in authorizing Rainbow Enterprises, Inc. to remove debris at the old city water plant at a cost of Twenty One Thousand Nine Hundred and Thirty Dollars ($21,930.00), payable from Account Number 32-541520. Description: The City of Opa-Locka in order to meet various applications deadlines we needed to immediately demolish and clear two local sites: Old Water Plant and adjacent well fields. On February 11 2009, Langan Engineering was hired to provide consulting services including testing, location of underground pipes and preparation of specifications. They needed the debris currently at the site to be removed in order to locate the underground pipes electronically and complete their work. Financial Impact: The cost for this preliminary site clearing is $21,930.00. This will allow the consultant to research and locate existing concealed water distribution pipes prior to demolition. Proper location of underground pipes will eventually save cost by identifying any live water service line and avoid any potential change orders. To date $ 80,000 has been budgeted for this project. The cost of debris removal will be paid from the $80,000.00 budgeted cost of demolition. This demolition is a potential revenue source for the City by sharing in the proceeds from the sale of the steel for recycling. Implementation Timeline: May 26, 2009 : Manager Authorized Rainbow Enterprise to Remove Debris June 1, 2009 : Rainbow began removing debris July 10, 2009 : Completion of debris removal July 22, 2009 : Commission authorize advertisement for Demolition Bids July 26, 2009 : Advertisement for Demolition Bids 1 August 14, 2009 : Bids due date September 9, 2009: Commission approves the best responsible bidder September 21, 2009: Demolition of Water Plant begins Legislative History: N/A Recommendation(s): Staff recommends approval. Analysis: This recommendation is based the necessity to remove the debris from the plant because the consultant's equipments would not be able to accurately locate the underground pipes through the debris consisting of old metal pipe, concrete debris, asphalt debris and vegetation. It was necessary to immediately remove this debris in order not to delay the consultant completing their work and keep the project within the schedule. However, based on our site visit observations we • believe the following extra work will be necessary to provide the information necessary for a Contractor to prepare an ap- propriate bid. Task 1 —Stockpile Investigation Langan will conduct an investigation of the debris stock piles located on site.A Langan subcontractor will use a backhoe to investigate the contents of the stock piles. Langan will then collect six soil samples from within the stockpiles to identify if the soil material can be disposed of at a landfill or screened and re-used.A NELAP-certified laboratory will analyze the samples for the RCRA metals (EPA 6010/7471), pesticides and PCBs (EPA 8081/82) and total recoverable petroleum hydro- carbons (TRPH) by FL-PRO Method. Task 2- Underground Utilities and Well Survey If the records review does not produce plans of the facility, Langan will conduct a site survey to identify the locations of the wells on site so that they can be properly abandoned when the site is cleared and graded. Langan will also check the depth and diameter of each well if this information is not obtained during the records review.
