HomeMy Public PortalAboutM 2010-02-23 - CC_spLYNWOOD CITY COUNCIL SPECIAL MEETING February 23, 2010 The City Council of the City of Lynwood met in a special meeting in Bateman Hall, Room 2, 11331 Ernestine Avenue, on the above date at 5:14 p.m. Mayor Santillan presiding. Council Members Morton, Rodriguez, Castro and Santillan were present. Council Member Flores was absent. Also present were City Manager Haley, City Clerk Quinonez and City Treasurer Alatorre. City Attorney Galante was absent. City Clerk Quinonez announced that the Agenda had been duly posted in accordance with the Brown Act. Item #6. PRESENTATIONS/PROCLAMATIONS JAMZ Cheer & Dance National Championship Winners The Lynwood Athletics Community Services Cheer Squad competed at JAMZ Cheer and Dance National Championship event in Las Vegas, Nevada and won third place. Mayor Pro Tem Castro asked for a moment of silence for one of the members of the dance team who was recently in a car accident. Ms. Claire Clark stated that this was the first competition for the girls and everyone is very proud of them for trying to represent the City in a positive way. She thanked the parents, City Council, and City Officials. The president of the Lynwood Athletics Community Services stated that everyone is proud of the girls for what they have accomplished. He stated that after ten years of dancing, this was the first time the team travelled to a competition. He stated that the goal is to turn the boys and girls of the community into upstanding residents. He thanked the parents, the City Council and the City Officials. The girls then performed a cheer for the audience. Student Ervin Duque, Jr., Certificate of Recognition Student Ervin Duque, Jr. was given a Certificate of Recognition and a gift basket for his letter to Council Member Flores regarding why people do not stop at the intersection of Josephine St. and School St., and what the possible solutions may be. Ervin presented his findings to the City Council and audience. His mother thanked God and Ervin's teacher and asked for Council's support in fixing the problem. • City Council Members Reporting on Meetings Attended (Gov. Code Section 53232.3(D)) Mayor Pro Tem Castro stated that she attended the National Association for Latino Elected Officials Health Leadership Program Training. She stated that she brought back a lot of recommendations to the City Manager and should have more details soon. She further stated that the NALEO Education Fund paid for her registration to attend. • New City Website Jamel Goodloe presented the new City website and announced that it would launch by the end of the month. PUBLIC ORALCOMMUNICATIONS (Regarding Agenda Items Only) NONE PUBLIC ORAL COMMUNICATIONS Harold Essex congratulated Council on a great job. He stated that the residents of Cedar Ave. take a lot of pride in their street. He asked for Council's support in stopping the loud, late night parties on that street because the residents are really scared. Arlizelle Guess-Laster asked Council for their support in controlling the speeding problem on Cedar Ave., implementing a one side parking policy on Cedar Ave., and for help in stopping people from parking and blocking other people's driveways. CONSENT CALENDAR It was moved by Mayor Pro Tem Castro, seconded by Council Member Rodriguez, to approve the consent calendar and receive and file staff reports. SPECIAL PERMIT REQUEST - CIRCUS Director of Development Services Jonathan Colin, announced a change to the special permit application. He state that the applicant asked to move the date from 3/55-3/15 to 2/26-3/8. It was moved by Council Member Rodriguez, seconded by Council Member Morton, to approve the application, with the stated date change. .~ AYES: COUNCIL MEMBERS, MORTON, RODRIGUEZ, CASTRO AND SANTILLAN NOES: NONE ABSTAIN: NONE ABSENT: COUNCIL MEMBER FLORES CITY COUNCIL ORAL AND WRITTEN COMMUNICATION Council Member Morton stated that Paramount has narrow streets like Lynwood's and he suggested that staff look into ParamounYs solutions. He stated that he attended a meeting with Alan Lowenthal and other council members. He stated that they discussed SB 6X8, regarding the revocation of city gas tax money by the state. He also announced that he attended a workshop at Lynda Sanchez's Office for people who are searching for jobs. He thanked everyone for attending the special meeting. Mayor Pro Tem Castro announced that the ribbon cutting ceremony for the new business in Lynwood, Patron's Lounge, was successful and she was proud to support local business. She thanked everyone for attending the special meeting. Mayor Santillan reminded everyone about the Habitat for Humanity event on Saturday. She thanked the residents for making Council aware of the party problem on Cedar Ave. She stated that the Code Enforcement division sends out letters to residences who have continuous disruptive parties and that should solve the problem, but in case it does not, then the City will talk to the Sheriff's Department. Council Member Morton added that the Senior citizens honored Black History Month on Sunday and the event was a good event. Mayor Santillan thanked the seniors who helped in planning that successful event.
