RESOLUTION NO. 09-7 913
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, SUPPORTING THE
HOMEOWNERS' DEFENSE ACT OF 2009, TO ADDRESS
THE GROWING CRISIS IN THE AVAILABILITY AND
AFFORDABILITY OF HOMEOWNERS' INSURANCE
WHEREAS, the State of Florida has a history of catastrophic disasters, including
hurricanes, tornadoes, floods, etc.; and
WHEREAS, although catastrophic disasters occur infrequently, they will continue to
occur and are predictable; and
WHEREAS, such disasters generate large economic losses and a major component of
those losses comes from damage and destruction to homes; and
WHEREAS, as a result of the numerous disasters that have hit Florida over the years,
homeowners' insurance premiums have escalated and the insurance coverage has been curtailed;
and
WHEREAS, federal legislation has been filed entitled the Homeowners' Defense Act of
2009, H.R. 2555 by Congressman Ron Klein (D-FL-22) and S. 505 by Senator Bill Nelson (D-
FL) which proposes to address the growing crisis in the availability and affordability of
homeowners' insurance in Florida and around the Country; and
WHEREAS, legislation would create a national catastrophe risk consortium to help
homeowners prepare for and recover from the damages caused by natural hazards, stabilize the
catastrophe insurance market and avoid widespread insurer insolvencies after a mega-catastrophe
by encouraging the creation of public catastrophic funds.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble are hereby incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby urges members of
the Florida Congressional Delegation to support H.R. 2555 and S. 505.
Section 3. The City Clerk is hereby directed to transmit copies of this Resolution to
members of the Florida Congressional Delegation, the National League of Cities, and the Florida
League of Cities.
Section 4. This resolution shall take effect immediately upon adoption.
