Asbestos/Environmental Notification to Georgia EPD for
Projects Involving Demolition, Wrecking, or Renovation
The undersigned hereby acknowledges that the issuance of this permit does not in any way grant
permission to the owner, owner's representative, or permit holder to proceed with demolition,
wrecking, or renovation of a structure prior to the filing of any required ten (10) day "Project
Notification for Asbestos Renovation Encapsulation or Demolition" form in accordance with
the Georgia Asbestos Rules. The Georgia Environmental Protection Division administers the
rules. In most cases, the rules require both the owner and the involved contractors to assure the
portion of the building involved in the project is thoroughly inspected by an Accredited Asbestos
Inspector for materials that contain asbestos; and the removal of the asbestos before renovation,
wrecking, or demolition begins almost without exemption. Georgia EPD requires a completed
demolition notification from be submitted 10 workings days in advance even if no asbestos is
present in the building. Further guidance for regulatory compliance and contact telephone
numbers are provided by the brochures entitled Asbestos & Renovation and Asbestos and
Demolition. Other environmental issues such as asbestos removal techniques, lead abatement,
ground contamination, or unusual site conditions may have EPD regulations that could affect the
project.

Dear Mr. Gay:
This Letter of Permission (LOP) is in response to your rec-nt request to maintain and elevate a
private crosswalk located at 1623 Chatham Avenue on Tybee Island. The existing crosswalk
was constructed prior to the Shore Protection Act and inci des a 4' x 120' walkway attached to a
deck that measures approximately 13' x 11'. A 4' x 27' so.irway from the deck extends to the
beach.
Staff has conducted an onsite inspection of the crosswalk. The dunes have increased in height
over time and the crosswalk and deck, although serviceabl-, are no longer elevated above the
dunes or dune vegetation.
The proposed work includes replacement of the decking, s airs and support piles as needed. All
work will be done within the footprint as the existing structure. The crosswalk will be elevated to
a minimum of three feet above the existing sand dunes. All work will be done from the
crosswalk using hand tools only. No trimming of vegetation is proposed.
The Department authorizes the proposed maintenance and repair to the crosswalk and deck
within the existing footprint as depicted by the attached dr.wings and description. No motorized
vehicles are permitted on the crosswalk structure, except for motorized wheelchairs for
handicapped persons.
No vegetation is to be disturbed beyond the limits of the project during construction. Any
incidental impacts to the dunes or vegetation must be restored to pre-project vegetated and
topographic conditions, any backfilling must be beach quality and obtained from an upland
source and not from the beach. The elevation of the cross alk must be three feet above the dune
vegetation to allow for sand movement. The crosswal' must be extended beyond the most
seaward dune and end landward of the ordinary high wat-r mark. All construction must comply
with Department of Natural Resources Sea Turtle Gu delines and the Tybee Island Beach
Management Plan. Please contact staff to meet you on .ite and determine the exact landing
of the crosswalk on the seaward side of the dune imme iately prior to construction.
