Johnson RESOLUTION NO. 0 9-7 9 2 6 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, APPROVING AND AUTHORIZING A FUNDING REQUEST MADE BY YOUTH CO-OP, INC. FOR ITS EMPLOYMENT ASSISTANCE CENTER IN THE AMOUNT OF TEN THOUSAND DOLLARS ($10,000.00), PAYABLE FROM ACCOUNT NO. 19-519554 WHEREAS, in 2007, the City Commission of the City of Opa-locka ("City Commission") adopted Resolution 07-7108, authorizing and approving a funding request made by Youth Co-Op Inc., for its employment assistance center in the amount of Ten Thousand Dollars ($10,000.00) for FY 2007-2008; and WHEREAS, Youth Co-Op, Inc. has requested funding assistance from the City of Opa- locka("City") for FY 2009-2010, to provide vital program enhancements in continuing its efforts to serve low and moderate income jobseekers; and WHEREAS, the requested funding will further assist unemployed and underemployed individuals in improving their job skills, engaging in job search activities and participating in follow-up job retention services; and WHEREAS, the staff members of Youth Co-Op, Inc. have many years of experience in working closely with employers in Opa-locka in a concerted effort to fill job openings; and WHEREAS, the City Commission desires to authorize and approve the funding request made by Youth Co-Op, Inc. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. The recitals to the preamble are hereby incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby approves and authorizes a funding request made by Youth Co-Op, Inc., for its employment assistance center in the amount of Ten Thousand Dollars ($10,000.00) for FY 2009-2010, payable from Account No. 19-519554. Section 3. This resolution shall take effect immediately upon adoption. PROPOSAL FOR CONTINUATION OF SERVICES WITHIN OPA-LOCKA Through the community participation process of Miami-Dade County, residents of Opa- locka have identified the creation of jobs, increased youth and senior services, micro enterprise technical assistance, affordable housing and crime awareness/prevention as specific high priority needs of the community. The poverty rate in the Opa-locka community is 37.4%, an increase of 22.9% in ten years. This is compared to Dade's average of 18%. At least 18.8% of the labor force is unemployed and 40.0% of those 16 years and over are not in the labor force. Nearly 31.9% of the households with earnings receive public assistance, which is three times higher than the county's percentage. Because of the low socio-economic level within the Opa-locka community, many residents do not have the resources for job search. Many do not own a computer to prepare letters, resumes, etc. nor do they have access to the Internet for job search and applying for job applications. This limits these individuals to compete in today's job market. There are very few organizations which offer assistance in the Opa-locka area. Youth Co-Op is one of these few agencies and the only one addressing the employment and training needs of this community in particular. 780 Fisherman St., Suite 130. Youth Co-Op has also incorporated an after-school program for students of neighboring schools within the center. This after-school program is funded in part by The Children's Trust. The funding received for the Employment Assistance Center is not sufficient to ensure services will be provided on a continuum basis throughout the year. We are hereby requesting $50,000 to enable the center to continue to offer the following services: 1) A resource room for career development. 2) Job search assistance. 3) Job fairs. 4) On-site recruitment. 5) Employability workshops.
