Sponsored by: City Manager RESOLUTION NO. 0 9-7 9 3 0 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OP OPA-LOCKA, FLORIDA, AUTHORIZING VIOLENCE INTERVENTION AND PREVENTION SERVICES, INC. TO UTILIZE OFFICE SPACE WITHIN THE C.E.T. OFFICES IN THE CULTURAL ARTS CENTER, LOCATED AT 2105 ALI BABA AVENUE, OPA-LOCKA, TO OPERATE THE "PARENTS RAISING SAFE KIDS" TRAINING FOR CITY RESIDENTS WHEREAS, Violence Intervention and Prevention Services, Inc. ("VIP") is a local non- profit corporation focused on training parents and caregivers in becoming"emotional coaches"for their children; and WHEREAS, VIP desires to partner with the City of Opa-locka("City")to implement the "Parents Raising Safe Kids" training program for families residing within the City; and WHEREAS,the "Parents Raising Safe Kids"training has been designed by the American Psychological Association (APA) to reduce violence in families and communities; and WHEREAS,VIP would like to utilize office space within the C.E.T.facilities to operate the "Parents Raising Safe Kids" training program. NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. The recitals to the preamble are hereby incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby authorizes Violence Intervention and Prevention Services,Inc.("VIP")to utilize office space within the C.E.T.offices in the Cultural Arts Center, located at 2105 Ali Baba Avenue, Opa-locka to operate the "Parents Raising Safe Kids" training for families residing within the City. Resolution No. 0 9—7 9 3 0 Section 3. The City Manager is further authorized to take all necessary and expedient action to effectuate the intent of this Resolution. Section 4. The Goal of the organization is to work in the community with parents and caregivers raising children. Its focus is to train parents how to become "Emotional Coaches"for their children. VIP will offer families residing in the City of Opa-Locka the opportunity to participate in the APA certified "Parents Raising Safe Kids" training. The "Parent Raising Safe Kids" training has been designed by the American Psychological Association(APA)to reduce violence in families and their community. Financial Impact: There will be no financial burdens imposed upon the City of Opa- locka. Implementation Time Line: Immediately Legislature History: None Recommendation(s): Staff recommends approval. Analysis: The Violence Intervention and Prevention Services, Inc., have accepted the challenge to assist with the reduction of violent crimes within Miami-Dade County, especially among young people. According to the most recent statistics, overall crime in Miami-Dade County has decreased; however, violent crimes such as armed robberies and homicides have increased within the past three years. Too many youths under the age of 19 are dying uselessly on the streets of Miami-Dade County. Therefore the Violence Intervention and Prevention Services, Inc. are prepared to work enthusiastically and fervently to make a difference in the lives of parents and youths within the City of Opa- locka. PREPARED BY: Bryan Finnie, Interim City Manager Dear Honorable Mayor Kelly, Cities all across the United States of America have the difficult challenge of keeping our streets safe. According to the Center for Disease Control overall crime in Miami-Dade County has decreased. However, violent crimes such as armed robberies and homicides are on the increase. In the year 2005, 5686 young people ages 10 to 24 were murdered (an average of 16 per day). The following year in 2006, there were 35 homicides of youths under the age of 19 in Miami- Dade County. Unfortunately,the death of children continues to occur in Miami-Dade County. Violence Intervention and Prevention Services Inc. (VIP) was founded by Queen Brown, a local mother who lost her youngest child to gun violence. The goal of the organization is to work in the community with parents and caregivers raising children. Our focus is to train parents how to become "Emotional Coaches" for their children. VIP will offer families the residing in the City of Opa Locka the opportunity to participate in the APA certified `Parents Raising Safe Kids" training. The "Parent Raising Safe Kids" training has been designed by the American Psychological Association (APA)to reduce violence in families and their community. Controlling and Managing Anger 4). Resolving Conflicts in a Positive Way 5), Positive Discipline Part A 6). Positive Discipline Part B 7). Reducing the Influence of Media on Children 9). Review of Adults' Role in Raising Safe Kids The work of Violence Intervention and Prevention Services Inc. is centered on the life and teaching of the Late Honorable Dr. Robert B. Ingram. Our goal is to keep Dr. Ingram's message of peace alive in this community. Dr. Ingram addressed the community in a weekly column for the Miami Times. Ironically, Dr. Ingram in his last column, weeks before his death he addressed the issue of violence in our community. In his final message to our community he so eloquently presented the problem and asked the question," are we going to allow these slayings to continue." Dr, Ingram referenced my son's murder and other senseless killings. He also gave us instructions on how we must approach these horrors in our community. He warned us "We must become so sick and tired of the carnage that we come together and stop this murder madness with dogged determination. Will it be freedom or free doom?" In hopes of keeping Dr. Robert Ingram message alive I would like to partner with the City of Opa Locka in order to reach families living in low-income housing developments and other problematic area of Opa Locka. My request is to use an on site facility to conduct training and outreach with parents and caregivers. What ever assistance the city can provide to make Dr. Ingram's dream a reality would be greatly appreciated. Queen Brown, MA.----,, _______r_O, `1 , 71 t INTRODUCTION The ACT Against Violence Program goals are: (a) make early violence prevention part of the community's efforts to prevent violence, and (b) educate adults to create safe environments for children. To accomplish these goals, the program is designed to work with organizations and to train professionals to disseminate knowledge and skills on early violence prevention to the most influential adults in the lives of young children, their parents, or others who care for them. This manual was developed as a guide for the ACT Facilitators and other professionals to use when conducting parenting workshops or meetings, The idea is to help facilitators with a ready-to-go series that will make it easier for them to go out and disseminate the program messages, knowledge, and skills to parents and families of young children. This manual was developed by the APA ACT staff based on the ACT Beginner Manual and is organized into eight sessions of 1.5 to 2 hours each. It includes detailed instructions for activities, as well as PowerPoint presentations and homework sheets. It is recommended that the series be implemented in its entirely.
