The Agenda Meeting of the Mayor and Council of the Borough of
Carteret preceding the Regular Meeting, February 15, 2007, was
held on Thursday, Febmary 1,2007, 5:00 P.M., Municipal Comt,
Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey.
The following were noted present:
Mayor Daniel J. Reiman
Councilmember Vincent Bellino
" Jorge Diaz
" Joseph W. Sitarz
Noted Absent was Council President Ronald G. Rios and
Councilmembers Randy Krum and Susan Naples.
Also noted present was Borough Attorney Robert J. Bergen.
The 2007 Armual Notice was mailed to The Home News Tribune,
The Star Ledger and posted on the bulletin board on December 27,
2006.
The meeting was opened with a minute of silent prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.
Upon MMS&C by Councilmembers Sitarz and Diaz and
unanimous affitmative vote of the three (3) Councilmembers
present, the Minutes for January 11 and 25, 2007 were approved
and transcribed and engrossed by the Clerk.

RCA PRESENTATION:
Mayor Reiman then explained that there would be a presentation
from Kathy Shaw and Randy Gottesman the Principal from H S I.
He said he had asked them to give us an update for our current
obligation under the prior RCA Agreement the Borough had
signed some time ago and mentioned that Randy's office has been
working on some additional RCA's for us to review and possibly
remit to. This could bring several millions of dollars into the
Borough.
Kathy Shaw gave a short presentation explaining she had the
oppoltunity to meet with the Principal of H S I and get up to speed
on the RCA Program that we had there and how they can work
with the all the Economic Development initiatives here specifically
the Neighborhood Preservation in the Chrome Neighborhood. She
said before the technical infOlmation gets presented, she said this
particular program is for scattered site and owner occupied homes
to rehabilitate them and upgrade the exterior fayade.
Randy Gottesman then passed out a Summary of Potential
Carteret RCA's and then made his presentation explaining this
summmy. He explained that the homeowners can take out a loan
for the upgrades to their home and it must be paid back at the time
of the sale of the home and there will be a lean on their home until
then. If the home is occupied by tenants the tenants cannot take out
the loan it must be the landlord that owns the home. He also
explained that the loan can be prepaid.
Mayor Reiman explained that the town of Clinton has already
passed a resolution authorizing the execution of a Regional
Contribution Agreement between the Township of Clinton and the
Borough of Carteret, so we will pass a resolution this evening
authorizing the execution of a Regional Contribution Agreement
between the Borough ofCmteret and the Township of Clinton. We
will not do anything with Union and Alexandria until they pass
their resolutions.

There were no ordinances at this time.
Councilmember Diaz asked about resolution #9, "SpppOlt of S-
2460 concerning rights of public officials in regards to solemnizing
civil unions."
Mayor Reiman explained that it is supporting a bill that was
dropped in the Senate and Assembly which would lead to the
discretion of the Mayor or person officiating the wedding, which
allows them to object for moral or religious reasons not to marry or
officiate a civil union between the same sex couple. He said the
law now applies if the mayor refuses to officiate a civil union that
he may be sued.
Councilmember Sitarz asked about Resolution #8, "Authorizing
Bids for Scavenger Services", questioning if our contract was up.
Mayor Reiman said it is coming up soon so this will allow us to
work with the bid process to issue bids. He quoted approximately
$30,000.00 a month pickup, approximately $39,000.00 a month
Disposal Fees. We pay the tipping fee to the County and the
County's rates just went up. He explained we will go out to bid,
see where the bids come in once we write the bid specs and then
also we have had been approached by a neighboring municipality
who may be interested in picking up our garbage.
Councilmember Sitarz suggested to maybe hook up with Rahway
so we could take the garbage over there and burn it.
Resolutions #07-48 thm #07-56 were introduced by the Mayor and

Councihnember Diaz voted No. Councihnembers Krum, Rios and
Sitarz were noted Absent.
Upon MMS&C by Councihnembers Sitarz and Diaz and
unanimous affilmative vote of the three (3) Councilmembers
present, this meeting was opened for Public Discussion.
Upon MMS&C by Councilmembers Bellino and Diaz and
unanimous affirmative vote of the three (3) Councilmembers
present, the public portion of this meeting was closed.
At approximately 5:30 P.M., after no fmther discussion, this
meeting was Adjourned, upon MMS&C by Councilmembers Diaz
and Sitarz and individual roll call vote, Councilmembers Bellino,
Diaz and Sitarz voted in the Affirmative. Councilmembers Ktum,
Naples and Rios were noted Absent.
