MEETING MINUTES

Brewster Town Office Building
Vice Chair Kari Hoffmann convened the Planning Board meeting at 7 : 00 pm in the Brewster Town Office Building
with members : Roberta Barrett , Scott Collum , Madalyn Hillis- Dineen , and Elizabeth Taylor.
Also present : Michael Embury , Town Administrator and Ryan Bennett , Town Planner,
The Chair read the Recording or Taping Notification : "As required by the Open Meeting Law we are informing
you that the Town will be audio and video taping this public meeting . In addition , if anyone else intends to audio or
video tape this meeting he or she is required to inform the chair. "
7 : 00 PM PUBLIC HEARING
The Chair called to order a public hearing on Article 10 , a proposed amendment to Chapter 179 of the Town
Code to ban the establishment of recreational mariivana uses in Brewster . Michael Embury , Town
Administrator provided an overview of the Board of Selectmen petition .
Joe Hughes spoke in favor of the agricultural industry and new tax revenue sources . Opposes the Article .
Louise Vivona- Miller did not understand the need for the Article . Mr. Embury clarified the purpose of the Article .
Dave Valcourt spoke in favor the Article . Elbert Ulshoeffer spoke against Article 10 .
The Board closed the public hearing at 7 : 28 PM . The Board had a discussion of the uses that would be
banned if the article is approved by Town Meeting , The Chair clarified that a yes vote on the article supports a
ban on recreational marijuana uses .
Roberta Barrett moved , Elizabeth Taylor seconded to recommend to Town Meeting to approve Article 10 as
printed in the warrant . Motion did not carry 1 =2-2 . Voting yes : Kari Hoffmann . Voting No : Scott Collum , and
Madalyn Hillis- Dineen . Elizabeth Taylor and Robertta Barrett abstained .
7 : 45 PM PUBLIC HEARING
The Chair called to order a public hearing on Article 11 , a proposed amendment to Chapter 179 of the Town
Code to Dlace a temDorary moratorium on the establishment of recreational mariivana uses in Brewster
through December 31 , 2018 .
Dave Valcourt spoke about economic benefits and requested the issue be fully researched before allowing this
use to be permitted in Brewster .
The Board closed the public hearing at 8 : 01 PM , Scot Collum moved , Madalyn Hillis - Dineen seconded to
recommend to Town Meeting to approve Article 11 as printed in the warrant . Motion carried 6 .0.0
8 : 13 PM PUBLIC HEARING
The Chair called to order a public hearing on Article 12 , a proposed amendment to Chapter 179 , Article XII ,
Site Plan Review of the Town Code . The purpose of the amendment is to separate site plan review from the
special permit use requirement and make housekeeping changes to the site plan review standards .

Elbert Ulshoeffer requested clarification on the purpose of the Site Plan Review and the Site Plan Review
waiver process .
The Board closed the public hearing at 5 : 27 PM , Roberta Barrett moved , Scott Collum seconded to
recommend to Town Meeting to approve Article 12 as printed in the warrant . Motion carried 6 -0-0 .
Meeting adjourned at 9 : 05 PM .
