The Agenda Meeting of the Mayor and Council of the Borough of
Carteret preceding the Regular Meeting April 26, 2007, was held
on April 12, 2007, 5:00 P.M., Municipal Court, Police Facility,
230 Roosevelt Avenue, Carteret, New Jersey.
The following were noted present:
Mayor Daniel J. Reiman
Councilmember Vincent Bellino
" Jorge Diaz
" Ronald G. Rios
Noted Absent were Councilmembers Randy Krum, Susan Naples
and Joseph W. Sitarz.
Also noted present was Borough Attorney Robert Bergen.
The Clerk stated that on December 27, 2006, the 2007 Armual"
Meeting Notice was published in The Home News Tribune, The
Star Ledger and posted on the Bulletin Board.
The meeting was opened with a minute of Silent Prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.

Mayor Reiman read the title of Ordinance #07-10; "Providing for a
Special Assessment for a Portion of the Lower Roosevelt Avenue
Redevelopment Area".
Attorney Bergen explained that the pre-development agreement
provides for a mechanism to secure the funding on any
improvement that the Borough doesn't redevelopment by a number
of ways and then special assessments against the property so if the
property owners don't pay the pilot payments then payments
should ever come due on behalf of the Borough there will be
special assessments against the land so the Borough can get the
land back and move on with another redeveloper. It's just a
traditional way of securing whatever entities you put in and lets
you move on with the project faster.
ORDINANCE #07-10 was introduced and adopted on First
Reading and the Clerk authorized and directed to advertise same
for Public Hearing to be held on April 26, 2007, upon individual
roll call vote Councilmembers Bellino, Diaz and Rios voted in the

Public Hearing-
The Clerk stated that Ordinance #07 -06 was introduced and passed
upon First Reading at a Regular Meeting of the Borough Council
of the Borough of Carteret held on March 13, 2007 . It was duly
published in The Home News Tribune on March 20, 200, with
notice that it will be considered for final passage after Public
Hearing to be held on April 12,2006 at approximately 5:00 P.M.
The Ordinance was posted on the bulletin board and copies were
made available to the general public and according to law, she read
the Ordinance by title.
Upon MMS&C by Councilmembers Diaz and Rios and unanimous
affirmative vote of the three (3) Councilmembers present the
Mayor declared the Public Hearing to be open.
There being no further comments or objections to the Ordinance
the Mayor declared the Public Hearing to be closed upon MMS&C
by Councilmembers Diaz and Bellino aud uuanimous affilmative
vote of the three (3) Councilmembers present.

Mayor Reiman asked if there were any questions for resolutions
one (I) through (13).
The Clerk stated that she had two (2) Property Tax Cancellations
and there is only one (I) listed.
The Mayor and Clerk decided to combine the two (2) resolutions
onto one (I).
Attorney Bergen suggested that they put on a final resolution on
for the next meeting for the recommendation for the recycling. He
said they have been going back and forth and he advised them to
cut it offbynext Tuesday.
Mayor Reiman then said ifthere were not more questions he would
like a motion on the consent Agenda.

Mayor Reiman then explained that he had provided the Council
with a form in their mailboxes and he told them if they had any
objections to the bill list they can sign that fOlm.
Upon MMS&C by Councilmembers Rios and Bellino, all bills
appearing on the prepared list, properly audited and signed, were
ordered to be paid. Upon individual roll call vote, Councilmembers
Bellino, Diaz and Rios voted in the Affirmative. Councilmembers
Krum, Naples and Sitarz were noted Absent.
The Clerk stated that she was in receipt of an Application for
Carteret Volunteer Fire Co. #2 - New Members, Thomas Coghan
and Anthony Nacco. Upon MMS&C by Councilmembers Diaz and
Bellino and unanimous affirmative vote of the three (3)
Councilmembers present, it was ordered to be approved.

MATTERS FOR DISCUSSION:
Resolution #07-109, Recycling Agreement with Zozzaro Bros.,
Inc. (Tabled 3/13/07)
Attorney Bergen spoke about his recommendation to go with
Zozzaro Brothers. He feels it is the best deal and this should be cut
offby Tuesday.
Council President Rios said the Mayor and he were speaking about
a sale of government surplus equipment that the government is
releasing for sale for State, Local or County Government
Agencies. He explained that he went with OEM to the auction
yesterday and purchased a 2006 thirty (30) foot trailer that could
be used for different public events that we have throughout the .
year.
Mayor Reiman said we purchase them for about I % of the actual
cost and they are pretty much unused trailers.
