A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA,FLORIDA,ESTABLISHING A CITY
COMMITTEE TO BE REFERRED TO AS THE"OPA-LOCKA
COALITION FOR THE HOMELESS"; AUTHORIZING THE
CITY MANAGER TO PARTNER WITH THE MIAMI-DADE
COUNTY HOMELESS TRUST TO ADDRESS CRITICAL
ISSUES FACING THE HOMELESS WITHIN THE CITY OF
OPA-LOCKA
WHEREAS, the number of homeless persons within Miami-Dade County continues to
increase; and
WHEREAS,the issues affecting the homeless have become much more prevalent throughout
the City of Opa-locka ("City"); and
WHEREAS,the Miami-Dade County Homeless Trust was created in 1993,in part,to serve
in an advisory capacity to the Board of County Commissioners on issues involving homelessness;
and
WHEREAS, the City Commission desires to authorize the City Manager to work in
partnership with Miami-Dade County Homeless Trust to address critical issues facing the homeless
within the City; and
WHEREAS, Vice-Mayor Taylor has proposed that the City establish a Coalition for the
Homeless in partnership with the Miami-Dade,County Homeless Trust,to be referred to as the"Opa-
locka Coalition for the Homeless"; and
WHEREAS, the proposed Coalition will serve in an advisory capacity to the City
Commission of the City of Opa-locka("City Commission") and facilitate coordination between the
County, the business community and non-profit groups to address homelessness; and

WHEREAS, the City Commission desires to create the Opa-locka Coalition for the
Homeless as an advisory committee of the City,to address critical issues facing the homeless within
the City of Opa-locka and having the Mayor and each commissioner appoint one (1) member.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby directs the City
Manager to work in partnership with Miami-Dade County Homeless Trust to address critical issues
facing the homeless within the City, and to take any and all necessary action to effectuate the intent
of this Resolution.
Section 3. The City Commission of the City of Opa-locka hereby authorizes the creation
of an Advisory Committee to be referred to as the "Opa-locka Coalition for the Homeless"
("Advisory Committee").
Section 4. The Advisory Committee shall be comprised of five (5) members, with the
Mayor and each Commissioner appointing a member. The members shall be residents and qualified
electors of the City of Opa-locka and terms of office shall be for a period of two (2)years.
Section 5. The Advisory Committee shall have the following powers and duties:
(1) Serve in an advisory capacity to the City Commission of the City of Opa-
locka ("City Commission") and facilitate coordination between the
County, the business community and non-profit groups to address
homelessness;
(2) Provide feedback to the City Manager in support of the City's partnership
with the Miami-Dade County Homeless Trust;

(3) Make recommendations to the City Commission on critical issues
involving the homeless, including,but not limited to alternative housing
and other support programs for the homeless;
(4) Submit an annual report to the City Commission on the activities of the
Advisory Committee; and
(5) Perform all such other duties and tasks as may be prescribed by the City
Commission.
Section 6. This resolution shall take effect immediately upon adoption.
