RESOLUTION NO. 09-7941
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, SUPPORTING THE
LIFELINE ASSISTANCE PROGRAM OF THE FLORIDA
PUBLIC SERVICE COMMISSION, AND AUTHORIZING
THE CITY MANAGER TO INSTITUTE A CELLULAR
TELEPHONE DONATION PROGRAM FOR THE CITY OF
OPA-LOCKA IN SUPPORT OF THE LIFELINE
ASSISTANCE PROGRAM
WHEREAS, the Florida Public Service Commission established the Link-Up and
Lifeline Assistance Program ("Lifeline") for all Florida residents to ensure that all residents of
Florida have access to telephone service and connections in their homes; and
WHEREAS, Lifeline is a program by which low-income households can apply to
receive financial assistance in the form of a credit on their monthly telephone bills; and
WHEREAS, many cellular telephone providers in the State of Florida participate in the
Lifeline program; and
WHEREAS, Mayor Joseph Kelley has proposed that the City of Opa-locka ("City")
support the Lifeline Assistance Program and further institute a program for donation of used
cellular telephones in support of the Lifeline program; and
WHEREAS, the City Commission of the City of Opa-locka ("City Commission")
desires to express its support for the Lifeline initiative and direct the City Manager to institute a
program for donation of used cell phones in support of the Lifeline program.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble are hereby incorporated by reference.

Section 2. The City Commission of the City of Opa-locka hereby expresses its
support for the Lifeline Assistance Program operated by the Florida Public Service Commission
and hereby directs the City Manager to institute a program for the donation of used cellular
telephones in support of the Lifeline Assistance Program.
Section 3. The City Manager is further authorized to take all necessary and expedient
action to effectuate the intent of this Resolution.
Section 4. This resolution shall take effect immediately upon adoption.
