ADMINISTRATIVE/FINANCIAL ITEMS 5A1. Election of Officers. Page 2 5 Minutes Overview In accordance to the Administrative Code, the Commission, at its first meeting in January, must elect its Chair and Vice Chair. The Chair shall be elected by the Commission for a one-year term and shall annually alternate between a regular member of the Commission representing a city and a regular member of the Commission who is a member of the Riverside County Board of Supervisors. 5A2. RCTC Executive Committee Appointment. Page 3 10 Minutes Overview Appointment to the Commission's Plans & Programs Committee and Budget & Implementation Committee has been made. It is requested that the members of the Executive Committee be appointed. 5A3. RCTC Representation and Appointment/Reappointment to Various Agency Boards and Committees. Call for Projects for El Nino, Rehabilitation and Arterial Improvement Program. Page 8 2 Minutes Overview This is a status report on the $15 Million El Nino Rehabilitation and Arterial Call for Projects 5A6. Executive Director/Commissioners Report. Page 9 10 Minutes Overview This item is to provide the Executive Director and the Commissioners to report on transportation activities. Some of the Executive Director's report will include, but not limited to, Colton Crossing, RCTC/SanBAG discussion on Sierra Avenue Corridor and other inter county corridors, Route 91 Toll Road, etc. 6. TRANSIT/RIDESHARE/BICYCLE 6A 1 . Transit Operator Productivity Improvement Program and Short Range Transit Plan Process. Page f0 f0 Minutes Overview It is recommended that the Commission approve the proposed Transit Operator Productivity Improvement Program and Short Range Transit Plan Process as presented. 7. HIGHWAYS/LOCAL STREETS AND ROADS. 7A1. Award of Design Contract No. RO-9957 for Final PS&E Design Services for State Route 74 Between 1-15 and Wasson Canyon Road. Page 29 2 Minutes Overview It is recommended that the Commission award the Design Contract No. RO-9957 for the Final PS&E Design of the Route 74 Highway Improvement Project, between I-15 and Wasson Canyon Road near the City of Lake Elsinore to S.C. Engineering for a base amount of S798,391 with a contingency of up to $101,609 (13%), for a total not to exceed amount of $900,000. The RCTC model consultant agreement will be used and reviewed by Legal Counsel. RCTC Agenda January 13, 1999 Page 3 8. CONSENT CALENDAR - All matters of the Consent Calendar will be approved in a single motion unless a Commission member requests separate action on specific items. 8A. Consent Calendar - Administrative/Financial Items. 8A1. Clarification of RCTC's Per Diem Requirements and Approval of Ordinance No. 99-01, An Ordinance Amending the Administrative Code for the Riverside County Transportation Commission Relating to Compensation of Members of the Commission. Page 46 Overview It is recommended that the Commission 1) Receive and file Legal Counsel's memorandum clarifying the Commission per diem requirements; and , 21 Approve Ordinance No. 99-01, An Ordinance Amending the Administrative Code for the Riverside County Transportation Commission Relating to Compensation of Members of the Commission 8A2. CVAG and WRCOG 1998-99 Work Programs Supported with RCTC Local Transportation Planning Funds. Page 51 Overview It is recommended that the Commission approve the attached FY 1998-99 transportation planning work programs for both CVAG and WRCOG, and approve the allocation of $217,295 of FY 1998-99 Local Transportation Funds to CVAG and $270,000 of FY 1998-99 Local Transportation Funds to WRCOG 8A3. Amendment to FY 1999-2003 Measure "A" Five -Year Capital Improvement Plan for the City of Temecula. Page 54 Overview The Measure "A" Ordinance requires each recipient of streets and roads monies to annually provide to the Commission a five-year plan on how those funds are to be expended in order to receive disbursements for local streets and roads. Any subsequent additions, deletions, or substitutions to the Plan must also be approved by the Commission. The City of Temecula is requesting Commission approval to amend their previously approved FY 1999-2003 Plan. 8A4. Single Signature Authority Report. Page 60 Overview It is recommended that the Commission receive and file. 8A5. State and Federal Legislative Programs FY 1999-2000 Page 62 Overview It is recommended that the Commission approve the Final Draft of the F 1999-2000 State and Federal Legislative Program RCTC Agenda January 13, 1999 Page 4 8A6. Monthly Cost and Schedule Reports. Page 72 Overview It is recommended that the Commission receive and file. 8A7. Y2K Quarterly Status. Page 76 Overview This item is to provide the Commissioners on the work being done to address the Y2K issue. This is a receive and file item. 8A8. Deadline Extension for Completion of TDA Audits. Page 78 Overview It is recommended that the Commission grant Ernst & Young a 90 day extension to complete the TDA and Measure A audits 8B. Transit/Rideshare/Bicycle. 881. Allocation of Measure A Specialized Transit Funds for Family Service Association of Western Riverside County Page 80 Overview It is recommended that the Commission allocate an County Measure A Specialized Transit funds to Family Riverside County to support the cost of operating a February 1999 and amend our funding agreement acc 882. Transportation Specialist, Inc. - Request for Measure Transit Capital Matching Funds Page 82 Overview additional $8,750 in Western Service Association of Western second vehicle in January and ordingly. A Western County Specialized This request is in compliance with the RCTC adopted policies for the Measure A Specialized Transit Program and as specific budget for Section 5310 matching funds has been identified in the RCTC program budget. There are adequate funds available and staff recommends approval of this request. 883. 1998 California Rideshare Week in the Inland Empire Page 83 Overview It is recommended that the Commission receive and file. RCTC Agenda January 13, 1999 Page 5 8C. Highways Local Streets and Roads. 8C7. Award of Construction Contract No. RO-9928 for a Park and Ride Lot in Moreno Valley near Pigeon Pass/Frederick Street and Route 60 Page 90 Overview It is recommended that the Commission award Contract No. RO-9928, for Construction of the Pigeon Pass Park and Ride Lot, to E.A..Mendoza for the amount of $304,513.00 and that a 520,487.00 contingency by authorized to cover potential change orders encountered during construction for a total contract value not to exceed $325,000.00 It is further recommended that the Commission approve an overall budget adjustment of $87,030.00 to cover the previously approved funds for final design, environmental mitigation and now to include construction for this project. Total cost of the Project will now equal 5402,030. The amount allocated and approved in Fiscal 1999 budget totals $315,000. 8C2. Award of Construction Contract No. RO-9933 for Landscaping Project on State Route 91 from Van Buren to Mary Street Page 101 Overview It is recommended that the Commission award Contract No. RO-9933, to construct the Route 91 Landscape Project (Van Buren to Mary Street), in the City of Riverside and Riverside County, to Diversified Landscape Co., for the amount of S595.841.00 and recommends that a contingency of S29,159.00 be authorized to cover potential change orders encountered during construction for a total contract value not to exceed $625,000.00 8D. Rail. 8D1 . Rail Program Update. Page 112 Overview It is recommended that the Commission receive and file. 8E. SAFE 8E1 . Amendments to Communications Site Leases between the County of Riverside and the Riverside County Service Authority for Freeways Emergencies (RC SAFE) and Subleases between the RC SAFE and Lodestar Towers California, Inc. Page 164 Overview In order to provide cellular coverage for the call box program on 1-10 from Indio to the Arizona border, the Riverside County Service Authority for Freeway Emergencies entered into leases and subleases with the County of Riverside and Lodestar Towers California, Inc., respectively, for County owned mountain top communication sites. The amendments require certain improvements to the communication towers and allows the County to increase the rent to recover any fees it may assessed by the U.S. Government.
