HomeMy Public PortalAboutR3702 EX DIR COVID Testing Resolution 2021RESOLUTION NO. 3702 WHEREAS, as part of the Metropolitan St. Louis Sewer District’s (MSD) continued commitment to protecting the workplace during an infectious disease outbreak, the District will require all employees to be vaccinated or provide a negative COVID-19 test weekly as part of the MSD Mandatory COVID Testing Program; and WHEREAS, the purpose of implementing the Mandatory COVID Testing Program is to support the continuance of the District’s mission of providing essential services while taking steps to keep our employees safe within the workplace; and WHEREAS, the Board of Trustees has directed District staff to fully implement this Program by November 1, 2021 and develop a Policy detailing the Program; and WHEREAS, the Board of Trustees has directed the Executive Director to monitor all data and information available regarding COVID-19 and revise the Program on an as needed basis; and NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT, that the Executive Director is hereby delegated full and complete authority to implement and revise, on an as needed basis, MSD’s Mandatory COVID Testing Program: Section One: MSD’s Mandatory COVID Testing Program requires that all MSD employees submit proof of receiving their first vaccine shot OR a negative COVID-19 test starting October 11, 2021 and weekly thereafter until proof of receiving first vaccine is submitted. Section Two: MSD’s Mandatory COVID Testing Program requires that all MSD employees submit proof of being fully vaccinated by November 1, 2021. If not fully vaccinated the employee will continue to submit a weekly negative COVID-19 test. Section Three: MSD’s Mandatory COVID Testing Program requires that all individuals starting employment with MSD on or after October 4, 2021, submit proof of being fully vaccinated prior to their first day of employment. Section Four: MSD’s Mandatory COVID Testing Program requires that, as soon as practical, all individuals who are not MSD employees but are working on MSD owned property submit proof to their employer that they are fully vaccinated. If not fully vaccinated the individual must submit a weekly negative COVID test. Section Five: District staff will develop a policy detailing MSD’s Mandatory COVID Testing Program. Section Six: The Board of Trustees directs the Executive Director to inform them if staff believes that the Trustees should consider a Mandatory Vaccination Program. The foregoing Resolution was adopted on September 9, 2021 by the following vote: Ayes = M. Evans, A. Fehr, R. Wilson, B. Wahby, G. Nicozisin, and B. Watson Nays = None Secretary-Treasurer
