AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 25 OF
THE CODE OF THE CITY OF JEFFERSON, MISSOURI, PERTAINING TO STREET NAMES
AND ADDRESSING PROCEDURES.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Chapter 25 (Planning and Development), Article I (Generally), Sec. 25-2
(Filing fee for appeals to the board of adjustment), is hereby deleted, and the subsequent
Sections shall be renumbered accordingly.
Section 2. Chapter 25 (Planning and Development), Article II (Street Names and
Addressing Procedures), Secs. 25-31 through 25-36, are hereby deleted.
Section 3. Chapter 25 (Planning and Development), Article II (Street Names and
Addressing Procedures) is hereby amended by the addition of new Secs. 25-31 through 25-36,
as follows:
Sec.25-31. Intent.
The intent of this Article is to:
A. Ensure that street names are appropriate for the community, easv to read and pronounce and
effective in providing a sense of identity to locations within the City.
B. Ensure that situs addressing follows approved patterns, is visible to motorists and pedestrians, and
effective in providing location and direction throughout the City A shoe address is defined as a
unique alphanumeric descriptor which identifies the geographic location of a parcel of lam
building, structure or other feature that has been formally assigned by the political jurisdiction in
which the property is located.
C. Ensure that addresses within the City comply with adopted standards and guidelines.
Sec. 25-32.Responsibilities
The Citv Administrator, or his designee, shall be responsible for the administration of this Article, and
shall:
A. Prepare and publish guidelines for street naming and the assignment of situs addresses within the
corporate limits of the City consistent with this Article and other applicable cow such as the
subdivision code. The guidelines shall identify the department or division responsible for its

implementation, including publication of forms. documents and internal procedures. The City
Administrator, or his designee, may make exceptions to the approved guidelines if thev are in the
best interest of the eneral up blic.
B. Set forth the criteria and methodology for approving and assigning situ, addresses, change of situs
addresses and identifying unauthorized addresses within the corporate limits of the City.
C. Pursue correction of unauthorized or improper situs addresses to improve the delivery of
emergency services,and identification of service addresses.
D. Ensure coordination between City departments and divisions, other governmental aftilS public
agencies and rn ivate entities in matters concerning addressing.

Sec. 2525=33.General naming convention for streets.
A. Street names shall be easy to read and pronounce so that the uoblic, and children in particular, can
manage the name in emergency situations.
B. All street names in exact or approximate alignment with existin named streets shall bear the
names of such existing named street. All other street names shall be assigned names which do no
not conflict with names of existin streets within the 911 dispatch area.
C. Names of private and public streets and rights-of-way shall be established by the Council after
review by the Planning and Zoning Commission.
D. It shall be unlawful for any owner or occupant of any structure or ap reel to which an official public
or rp •vate street name has been assigned to use any other name or temporary nab
E. The City Administrator shall cause signs to he erected to marl: the locations of public and rp ivate
streets. Private street name si ns shall be different in color from those used on public streets.(Ord.

F. The City Administrator may retire street names or disallow certain spellings, due to over-use or if
proposed use of a particular name ors spelling lling would be confusing. The list of retired street names
shall be Published in the guidelines.
Sec. 2525=34. Street name change.
A. The rp ocess to chan a the name of a ,trees public right-of-way or rip vate street shall be as outlined
in this Section.
(1) City staff may initiate a request to change a street name by filing an application with the
Planning and Zoning Commission.
A majority of property owners alone a street may propose that the name of the street be
changed by filing a Petition signed by a maiority of the property owners along the street to
the Planning and Zoning Commission.A R!iRg fee shall be required for a Petition to chan e
the name of a street. This fee shall be paid at the time the etp ition is submitted to the ci .
The purpose of the fee is to cover the cost to rp ocess notices and shall be non-refundable.
The fee shall be set out in Appendix Y.
B. All property owners abutting the street proposed to be renamed shall be notified of the application
or etp ition to change the street name, and the date of public hearing before the Planning and
Zoning Commission at least 10 days prior to the hearing date. A notice of public hearing shall be

published in a newspaper of ee neral circulation in the citv at least fifteen (15) days erior to the
public hearing.
C. The Council, after receiving a recommendation from the Planning and Zoning Commission, shall
hold a public hearinp to consider the name change.Notice of public hearin shall be published once
in a local newspaper of eQ neral circulation at least fifteen (15) days prior to the hearing. Following
the Council's public hearing,the Council may, by ordinance,change the name of the street.
D. Upon the ap ssage of an ordinance changing the name of a street,
a notice that the name of the street has been changed shall be mailed to each property
owner and delivered to each building unit; and
a notice sball be published in a newspaper of eg neral circulation in the city at least once per
week for four 4)consecutive weeks; and
the city clerk shall file with the recorder of deeds of the appropriate County a certified
copy of the ordinance; and
new street name suns shall be erected as soon as practical following the asp sage of the
ordinance, or upon the effective date of the change,whichever is applicable. Both new and
previous street name signs may be displayed for one year if it serves the public interest.

Sec. 25-35. Address number assignment.
A. Assignment of addresses shall remain consistent throughout the CitV and be coordinated with
contiguous jurisdictions when possible. The 1974 Block and Directional Address Grid, as amended,
and on file in the office of the City Clerk shall be used as the base for address assignment.
B. Addresses shall be assigned so thev are numeric in sepuence.
C. Addresses shall be assigned to each habitable or substantial structure vacant lot,and other features
determined to be in the public interest. Whether individual addresses or suites are assigned to
specific units shall be as determined b the City Administrator. Individual situs addresses shall not
be assigned to accessory structures or those that are insubstantial in nature, unless it is deemed to
be in the public interest.

Sec.25 36. Display and use of numbers.
A. The owner or occupant of each house or building in the cjt shall be required to place in a
conspicuous location, visible from the std numbers which shall conform to the number assigned
thereto. Such numbers shall be of sufficient size to be legible from the street, with a three-inch
minimum, and shall be located on the building within view of a three-foot perimeter of the main
entrance. The assigned street numbers may also be displayed in additional locations at the
discretion of the property owner. The assigned numbers shall be share color contrast to the house
or building to which they are attached. In areas where the house or building is located more than

one hundred (100) feet from the center line of the std the assigned number may be displayed in
the vard visible when viewing the main entrance.
B. It shall be unlawful for an owner or occupant of e v house, building or vacant lot to which an
official number has been to use an other number for such house,building or vacant lot.

Section 4. Appendix Y shall be amended with the addition of the following fee:
Section 25-34.A(2) Street name change filing petition S 400.00

Section 5. This ordinance shall be in full force and effect from and after the date
of its passage and approval.
