New Business/Public Hearings Case No. P11017 — 216 El Mercado Plaza, Amended Final PUD Plan. Application filed by BRM 2002 LLC, property owner, Gerard Rockers, authorized representative, for an amendment to the Final PUD Plan to operate a commercial laundry facility. The property is located on El Mercado Plaza 200 feet south of Amazonas Drive and is described as part of the Southwest Quarter and part of the Southeast Quarter of Section 4, Township 44 North, Range 12 West, and part of Lot 6 of El Mercado Development, Section One, Jefferson City, Missouri. (Central Missouri Professional Services, Consultant) Mr. Barron described the proposal and explained that the applicant is requesting approval of an amended Final PUD Plan in order to allow for the use of the subject property for an industrial laundry facility. He stated that the facility would occupy 3,000 to 5,000 square feet of the 12,000 square foot building, would be closed to the public, and would provide pick-up and delivery service to their clients. Mr. Barron explained that no site improvements are proposed. He stated that a loading dock is located at the rear of the property. Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding this request and explained that the previous use was a lab for blood sample testing for agricultural purposes. He stated that the proposed user currently operates laundry facilities in Jefferson City. Mr. Bates explained that small box trucks will be used for pick-up and delivery services. He stated that the number of employees for this facility is anticipated to be less than five (5). Mr. Bates distributed two visuals depicting the layout of the subject property. In response, Mr. Bates explained that the use of chemicals will be regulated by the Division of Building and Inspection Services within the Department of Planning and Protective Services. He stated that the proposed owner understands that they will have to comply with City ordinances. No one spoke in opposition to this request and no correspondence was received. Mr. Barron gave the Planning Division staff report. Mr. Nunn moved and Mr. Lester seconded to recommend approval of the Amended Final PUD Plan to the City Council, subject to the following conditions: a. Location The subject property is located on the west side of the cul-de-sac bulb at the end of El Mercado Plaza. Permitted Uses: Currently,the permitted use of the property is limited to offices and post secondary education facilities. The applicant is proposing to add commercial laundry facility as a permitted use. Building Design: No exterior building modifications are proposed. Signs: Signage is proposed to conform with the current sign code. Staff Recommendation Staff recommend approval of the proposed amendment to the Final PUD Plan. A commercial laundry facility of this size would be compatible with the commercial nature of the area. Form of Motion 1.
