WHEREAS, the adoption of Resolution No. 3714 will authorize the Secretary-
Treasurer of The Metropolitan St. Louis Sewer District to make changes to the District’s Debt
Policy. These changes fully comply with the criteria in the District’s Master Bond Ordinance as
described in Ordinance No. 11713, The District’s Charter, and applicable Missouri statutes.
WHEREAS, these changes, along with formatting improvements, will allow for the
addition of a swap advisor, taxable advanced refunding savings thresholds, tax status, parameters
ordinances, and call for the Board of Trustees of The Metropolitan St. Louis Sewer District to at
least annually review this Policy for relevance to and consistency with governing law and financial
objectives;
WHEREAS, The Metropolitan St. Louis Sewer District has established a Debt
program in accordance with the Charter Plan, as amended April 6, 2021 Section 3.020(15); and
WHEREAS, in the form of a Master Bond Ordinance, Ordinance No. 11713, as
amended, prescribes the terms, provisions, and conditions for the issuance of Wastewater System
Revenue Bonds of The Metropolitan St. Louis Sewer District and authorizes certain actions and
documents and prescribes other matters related thereto.
NOW, THEREFORE, BE IT RESOLVED, that the Secretary-Treasurer of The
Metropolitan St. Louis Sewer District is hereby authorized to make changes to the District’s Debt
Policy that fully complies with the criteria in the District’s Master Bond Ordinance as described
in Ordinance No. 11713, The District’s Charter, and applicable Missouri statutes.
The foregoing Resolution was adopted on November 10, 2021.
