and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to acquire necessary property rights in order to construct stormwater sewer projects. 19 Adoption of Proposed Ordinance No. 15807 - Easement Acquisition for University City OMCI Projects (2021) (13475) Making an appropriation of Ninety-Five Thousand Dollars ($95,000.00) from the Operation, Maintenance, Construction, Improvement Fund of University City to be used for property rights acquisition in Easement Acquisition for University City OMCI Projects (2021) (13475) in The Metropolitan St. Louis Sewer District Service Area; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to acquire necessary property rights in order to construct stormwater sewer projects. 20 Adoption of Proposed Ordinance No. 15808 - Fenton Creek Pump Station (P-425) Improvements (12166) Declaring the necessity for the acquisition of easements and temporary easements in certain real property within The Metropolitan St. Louis Sewer District for the purpose of construction of sewers and related appurtenances in the project known as Fenton Creek Pump Station (P-425) Improvements (12166) in Unincorporated St. Louis County, Missouri, to serve the needs of residents of the area, and authorizing staff to proceed with further condemnation efforts related to the project, including but not limited to the purchase and/or the filing of all necessary court pleadings or documents to commence and prosecute formal legal proceedings for the acquisition of said easements and temporary construction easements. 21 Adoption of Proposed Ordinance No. 15809 - CCTV Inspection and Physical Inspection of Sewers (2020) (12000) Making a supplemental appropriation of Two Million Five Hundred Thousand Dollars ($2,500,000.00) from the General Fund to be used for CCTV inspection and physical inspection of sewers, sonar inspections, laser profiling, and sewer cleaning in CCTV Inspection and Physical Inspection of Sewers (2020) (12000) in The Metropolitan St. Louis Sewer District Service Area; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Amendment No. 3 for the second and final option year to Contract No. 21898 with Ace Pipe Cleaning, Inc. for the aforesaid CCTV inspection and physical inspection of sewers, sonar inspections, laser profiling, and sewer cleaning. 22 Adoption of Proposed Ordinance No. 15810 - Construction Management Services – Lower and Middle RDP Tunnel Facilities (11152) Making a supplemental appropriation of Two Million Eight Hundred Thousand Dollars ($2,800,000.00) from the Sanitary Replacement Fund to be used for construction management services in Construction Management Services – Lower and Middle RDP Tunnel Facilities (11152) in Various Locations within the District; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to amend Contract No. 20099 with Black & Veatch Corporation for the aforesaid construction management services. 24 Adoption of Proposed Ordinance No. 15812 - Construction Management Services – Tank / Treatment/ Pump Station Facilities (11151) Making a supplemental appropriation of Seven Million Dollars ($7,000,000.00) from the Sanitary Replacement Fund to be used for construction management services in Construction Management Services – Tank/Treatment/Pump Station Facilities (11151) in Various Locations within the District; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to amend Contract No. 20100 with KAI 360 Construction Services, LLC for the aforesaid construction management services. 25 Adoption of Proposed Ordinance No. 15813 - General Services Agreement – Facility & Sewer Design (2022) Contract A (13098) Making an appropriation of Four Hundred Seventy-Five Thousand Dollars ($475,000.00) from the Sanitary Replacement Fund to be used for general engineering services in General Services Agreement – Facility & Sewer Design (2022) Contract A (13098) at various locations within the District; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 22119 with Donohue & Associates, Inc. for general engineering services. 26 Adoption of Proposed Ordinance No. 15814 - General Services Agreement – Geotechnical (2022) Contract A (13102) Making an appropriation of Eighty-Five Thousand Dollars ($85,000.00) from the Districtwide Stormwater Fund to be used for general geotechnical services in General Services Agreement – Geotechnical (2022) Contract A (13102) at various locations within the District; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 22120 with Reitz & Jens Inc. for general geotechnical services. 27 Adoption of Proposed Ordinance No. 15815 - General Services Agreement – Geotechnical (2022) Contract B (13103) Making an appropriation of Eighty-Five Thousand Dollars ($85,000.00) from the Sanitary Replacement Fund to be used for general geotechnical services in General Services Agreement – Geotechnical (2022) Contract B (13103) at various locations within the District; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 22121 with Geotechnology, Inc. for general geotechnical services. 28 Adoption of Proposed Ordinance No. 15816 - General Services Agreement – Geotechnical (2022) Contract C (13104) Making an appropriation of Eighty-Five Thousand Dollars ($85,000.00) from the Sanitary Replacement Fund to be used for general geotechnical services in General Services Agreement – Geotechnical (2022) Contract C (13104) at various locations within the District; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 22122 with Geosyntec Consultants, Inc. for general geotechnical services. 29 Adoption of Proposed Ordinance No. 15817- General Services Agreement – Survey Services (2022) Contract A (13108) Making an appropriation of Fifty Thousand Dollars ($50,000.00) from the Districtwide Stormwater Fund to be used for general surveying services in General Services Agreement – Survey Services (2022) Contract A (13108) at various locations within the District; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 22125 with Sabur, Inc. for general surveying services. 32 Adoption of Proposed Ordinance No. 15820 - General Services Agreement – Survey Services (2022) Contract D (13111) Making an appropriation of Fifty Thousand Dollars ($50,000.00) from the Sanitary Replacement Fund to be used for general surveying services in General Services Agreement – Survey Services (2022) Contract D (13111) at various locations within the District; and authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 22127 with Heideman & Associates, Inc. for general surveying services. 34 Adoption of Proposed Ordinance No. 15822 - Contract for Municipal Advisory Services – IPA Authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with the municipal advisory firm Independent Public Advisors, LLC (IPA), whereby IPA will provide general and transactional professional financial advisory services to the District. 35 Adoption of Proposed Ordinance No. 15823 - Contract for Municipal Advisory Services - PFM Authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with the municipal advisory firm of PFM Financial Advisors, LLC (PFM). PFM will provide general and transactional professional financial advisory services to the District. 36 Adoption of Proposed Ordinance No. 15824 - District Independent Audit Services - CLA Authorizing the Executive Director and Secretary-Treasurer on behalf of the Board of Trustees of The Metropolitan St. Louis Sewer District to enter into a contract with CliftonLarsonAllen, LLP, for an independent audit of the accounting records of the District. Wet Weather Optimization Study (13436) was established in order to design and implement a wet weather control strategy for the Lemay Service Area, under varied conditions from present to the end of the Consent Decree Program. The goal of the project is to evaluate opportunities to improve water quality by increasing the level of service of existing infrastructure and planned capital improvements, and to reduce capital expenditures where opportunity and flexibility is determined to be beneficial. In order to accomplish this goal, this project will develop control strategies that allow the real-time, integrated operation of the system using existing and new instrumentation, communication networks, and software. The result will be the implementation of a Real Time Decision Support System (RT-DSS) that will operate existing infrastructure with the ability to incorporate future planned infrastructure.
