Bassett, Constable of the Town of Brewster Greetings: In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of Brewster qualified to vote in flown affairs to meet at the Brewster School Auditorium on Thursday, February 11 , 1971 at 7:30 P. M. in the evening, then and there to act on the following articles: ARTICLE 1 . To see if the Town will vote to amend the Zoning By-Law of the Town of Brewster by adopting the "Proposed Zoning By-Law", January, 1970 set forth in a booklet of the same title prepared by Metcalf & Eddy, Inc. with changes recommended by the Planning Board as follows: Page 4 HEIGHT: add the words '*MEAN LEVEL OF THE" inbetween the words "the---adjacent ground". Height: The vertical distance from the mean level of the ad- jacent ground to the top of the structure, measured at the highest roof beams of a flat roof, or the mean level of the highest gable or slope of a hip roof. Page 13 RESIDENTIAL #1 One-family detached dwelling, add "P"under CH and IIPI' under CS. CLUSTER RESIDENTIAL DEVELOPIENTS #2 Add the following after the word tract.,"A SECOND PLAT PLAN . SHALL BE PREPARED FOR THE ENTIR-7 TRACT SHOWING THE NUER OF HOUSES 'AHICH COULD BE DEVELOPED NORMAL APPLICATION REQUIRE- MENTS OF THE DISTRICT.91 #2. A development plan shall be prepared for the entire tract. A second plat plan shall be prepared for the entire tract showing the number of houses which could be developed under no,mal application requirements of the district. Page 36 B. CLUSTER RESIDENTIAL DEVELOP =TS #f. Acid the words "OR 1:R-L11 inbetween the words "requirements of the llp-M11 --- district." and add "RESPECTIVELY11 after district. #f. The total number of dwelling units in the development within an"R-L" or "R-M11 district shall not exceed the number of units which could be developed under normal application requirements of the "R-Y111 or 11R-L1' district respectively. For purposes of this paragraph, it shall be assumed that a maximum of 80 percent of the total tract area could be utilized to meet lot area requirements. #h. Change the 1110V to 112011 percent of the total tract area.... #h. At least M percent of the total tract area (of which at least SO percent shall not be wetlands) shall be set aside as common land and shall be either deeded to the town or convenanted to be maintained as permanent "open spaced in private or cooperative non- profit ownership. Page 38C. PLANNED UNIT DEVELOPMINTS #h. Eliminate the following words after office "BUT NOT IN A 21SIDENTIAL TYPE OF STRUCTURE." #h. Art gallery or professional office. Page 39C.PLANNED UNIT DEVELOPM-ENTS #m. Eliminate completely (Restaurants) #n. Eliminate completely (Stores of :,000 square feet or less of gross floor area per establishment primarily serving the local retail needs of the residents.) #6c . Eliminate the words " CONVENIENCE COLMERCIAL DEFINED IN 5N ABOVE " between the words " all commercial uses including : --- Theatre" , also eliminate the word " RESTAURANT " between the words "motels---enclosed recreational uses ; and add the word " ENCLOSED " before the word " theatre " . #6c . Not over 25 percent of the portion allotted to developed uses may be utilized for all commercial uses including : enclosed theatre , motel , enclosed recreational uses , art gallery , professional office , and parking and loading associated with these uses . Page 40 D . HQAM OCCUPATIONS #2 Eliminate the words " THE PRINCIPAL BUILDING" and after the word " within" add the following words " THE BUILDING ON THE PR.DiISES . " #2 The use is carried on strictly within the building on the premises . Page 40 D . HOME OCCUPATIONS #3 After the words " net floor area" add the words " OF THE PRINCIPAL BUILDING" . #3 Not more than 40 percent of the existing net floor area of the principal building , not to exceed 400 square feet , is devoted to such use . Page 42 H . MANUFACTURING #1 Eliminate the wording after " public health or safety" . #1 All resulting cinders , dust , flashing , fumes , gases , odors , refuse , matter , smoke , vapor , electromagnetic transmission or radioactive emission shall be completely and effectively confined within the building , or so regulated as to prevent any nuisance or hazard to the public health or safety . Page 39 PLANNED UNIT DEVELOPMENTS #8 Change the number from 1110 " to 1120 " between the words " shall be set back at least --- feet from the streett° . #8 There shall be no minimum lot size , no minimum percentage of lot coverage and no minimum lot width . However , every single family dwelling shall be set back at least .2Q feet from the street right- of-way and shall have access to a public street , court , walkway or other area dedicated to public use . No structure and no group of structures ( such as semi.-detached dwellings or a row of town houses ) shall be erected within 24 feet of any other structure or group of structures . ARTICLE 2 . To see if the Town will vote to appropriate from the Road M4chinery General Fund the sum of Seventy Two Hundred Fifty Dollars ( $7250 . 00 ) to purchase a Town Dump Truck and authorize the Selectmen to trade in the old Dump Truck , using the allowance toward the purchase . ARTICLE 3 . To see if the Town will vote to raise and approp- riate the sum of Four Hundred Thirty Dollars ( $430 . 00 ) to purchase a copying machine . ARTICLE 4 . To see if the Town will authorize the Selectmen to sell the old copying machine . ARTICLE 5 . To see if the Town will vote to erect and maintain a street light on role # 117/5 on Russell ' s Path , ARTICLE 6 . To act on any other business that may legally come before this meeting . And you are directed to serve this Warrant with your doings thereon to the Town Clerk at the time and place of said meeting as aforesaid .
