To Roland 'K. Bassett, Constable of the Town of Brewster
Greetings:
In the name of the Commonwealth of Massachusetts you are hereby
directed to notify and warn the inhabitants of Brewster qualified
to vote in Town affairs to meet at the Brewster School Auditorium
on Monday, the first day of March next at seven o'clock an the
evening, then and there to act on the following articles:
ARTICLE 1 . To act on the annual report of the Selectmen and
other Town Officers.
ARTICLE 2. To see if the Town will vote to authorize the
Town Treasurer, with the approval of the Selectmen, to borrow money
from time to time in anticipation of the revenue of the financial
year beginning January 1 , 1971 and to issue a note or notes, therefore,
payable within one year, and to renew any note or notes as may be
given for a period of less than one year in accordance with Section
17 of Chapter 44, General Laws as amended.
ARTICLE 3. To see if the Town will vote to appropriate a sum
of money to the Reserve Fund.
ARTICLE 4. To hear the report of any special committee.
ARTICLE 5. To see if the Town will vote to fix the salary
and compensation of all elective officers of the Town as provided by
Section 308, Chapter 41 , General Laws as amended, for the year 1971 ,
to be effective January 1 , 1971 .
ARTICLE 6. To see if the Town will vote to amend the Personnel
By-Law,Sec.1V 2.2 to read: Police and Communication Personnel - For
— regular full-time police and communication personnel the normal work
week shall be 40 hours based upon five eight-hour days, except that
in cases of emergency or unforeseen circumstances regular full-time
.members of these departments shall be subject to serve such additional
periods of time as may be required to meet said emergency and/or
circumstance.: Relief personnel shall serve upon the basis of eight
hour shifts.
ARTICLE 7. To see if the Town will vote to amend the Personnel
By--Law, Sec.-X1 2.3 to read: Increments Based on Merit - The payment
of step-rate increments provided for in the Compensation Plan shall
be based upon merit and become effective on the first Monday in April
following the anniversary date of employment, subject to the recommen-
dation of the department head and subject to the approval of the
Selectmen acting as ,a Personnel Board.
ARTICLE 8. To see if the Town will vote to amend the Personnel
By-Law, Section X11 , 1 .3 by deleting Sections CAF through Section Y2
and substituting the following:

ARTICLE 9. To see if the Town will vote to raise and appropriate
such sums of money as may be deemed necessary to defray Town charges
and expenses for the year 1971 .
ARTICLE 10. To see if the Town will vote to raise and appropriate,
or transfer .from unappropriated available funds in the treasury, a
sum of money for Chapter 81 , Highways.
ARTICLE 11 . To see if the Town will vote to raise and appropriate,
or transfer from unappropriated available Funds in the treasury, a
sum of money for Chapter 90, Highways.
ARTICLE 12. To see if the Town will vote to appropriate from the
Road Machinery General Fund, the sum of Four Thousand Dollars ($4000.00)
to be used for the purchase, maintenance and operation of Road Machinery.
ARTICLE 13. To see if the Town will assume liability in the manner
provided by Section 29 of Chapter 91 of the General Laws, as amended
by Chapter 516 and 524, Acts of 1950 for all damages that may be in-
curred by work to be performed by the Department of Public Works of
Massachusetts for the improvement, development, maintenance and pro-
tection of tidal and non-tidal rivers and streams, harbors, tide-
waters, foreshores and shores along a public beach outside Boston
Harbor, including the Merrimack and Connecticut Rivers, in accordance
with Section 11 of Chapter 91 of the General. Laws, and authorize the
Selectmen to execute and deliver a bond of indemnity therefore to the
Commonwealth.
ARTICLE 14.. To see if the Town will vote to authorize and instruct
the Town Treasurer to pay the Dog Tax returns from the assessments of
1970 to the Brewster Ladies' Library Association in accordance with
Chapter 14.0, Section 72.
ARTICLE 15. To see if the Town will vote to transfer from available
funds in the Treasury, the sum of Five Hundred Dollars($500.00) to
the Brewster Ladies' Library Association.
ARTICLE 16. To see if the Town will vote to instruct the Select-
men to contract for one year for Ambulance Service with the Brewster,
Orleans, Eastham `Ambulance Association, Inc. , and raise and approp-
riate the sum of Three Thousand Five Hundred Dollars ($3,500.00) for
this purpose.
- ARTICLE 17. To see if the Town will vote to raise and approp-
riate the sum of Two Hundred Six Dollars and 801100 ($206.80) under
the provisions of Chapter 388, Acts of 1954 amended by Chapter 433
of 1955 control. of Greenhead Fly, and authorize the Town Treasurer
to pay said appropriation into the State Treasury.
ARTICLE 18. To see if the Town will vote to raise and approp-
riate the sum of Twenty Five Thousand Dollars ($25,000.00) to be used
in conjunction. with Chapter 90, money previously appropriated for
construction work on Freeman's Way, work to be done by Town Forces.
ARTICLE 19. To see if the flown will vote to raise and approp-
riate the sum of Twenty Two Hundred Dollars ($2200.00) to install a
drainage system at the junction of Alden Drive and Route 6A,
ARTICLE 20. To see if the Town will vote to accept the layout
of Red Top Road as made and reported by the Selectmen on January
26, 1971 as shown on a plan drawn by Nickerson & Berger and on file
with the Town Clerk and to authorize and instruct the Selectmen to
purchase, take by eminent domain or other-wise acquire the title to
the fee in the lands within said layout and to act fully thereon and _...._._
for this purpose raise and appropriate a sum not exceeding Three
Thousand Five Hundred Seventy Five Dollars ($3,575.00) to be used
for land taking.
ARTICLE 21 . To see if the Town will vote to accept the layout
of A. Percie Newcomb Road as made and reported by the Selectmen on
January 26, 1971 as shown on a plan drawn by Nickerson & Berger and
on file with the Town Clerk and to authorize and instruct the Select--
men to purchase, take by eminent domain or otherwise acquire the title
to the fee in the lands within said layout and to act fully thereon
and for this purpose raise and appropriate a spam not exceeding Four
Thousand Sixty Dollars ($4,060.00) to be used .for land taking.
ARTICLE 22. To see if the Town will vote to accept the layout
of Underpass Road as made and reported by the Selectmen on January
26, 1971 as shown on a plan drawn by Nickerson & Berger and on file
with the Town Clerk and to authorize the Selectmen to purchase, take
by eminent domain or otherwise acquire the title to the fee in the
lands within said layout and to act fully thereon and for this purpose
raise and appropriate a sum, not exceeding Seventeen Thousand Three
Hundred Seventy Dollars ($17,370.00) to be used for land taking.
ARTICLE 23. To see if the Town will vote to raise and approp-
riate the sum of One Thousand Dollars ($1 ,000.00) for advertising the
advantages of the Town in accordance with the provisions of Chapter
075, Acts of 1969.
ARTICLE 24. To see if the Town will vote to raise and approp-
riate a. sum of money to purchase and equip two (2) Police cruisers
and to instruct and authorize the Selectmen to trade in the present
cruiser towards the purchase.
ARTICLE 25. To see if the Town will vote to raise and approp-
riate the sum of Two Hundred Ninety Two Dollars ($M.00; to be paid
to the Cape Cod Plental Health Association_ under the direction of the
School. Committee for services rendered or to be rendered to citizens
of the Town of Brewster at the Mental Health Center, under the prov-
isions of Massachusetts General Laws, Chapter 40, Section 5, (40c).
ARTICLE 26. To see if the Town will vote to raise and approp-
riate the sum of One Thousand Dollars ($1 ,000.00) to be used for
the propagation of shellfish, said money to be spent under the
direction of the Shellfish Constable and the Board of Selectmen.
ARTICLE 27. To see if the Town will vote to allow the School
Committee to sell and dispose of surplus equipment no longer useable
in the Brewster School.
ARTICLE 28. To see if the Town will vote to raise and approp-
riate or transfer from available funds in the treasury, a sum of
money to purchase and equip a rescue vehicle.
ARTICLE 29. To see if the Town will Tote to raise and approp-
riate, or transfer from available funds in the treasury, the sum of
Five Thousand Nine Hundred Ninety Five Dollars ($5,995.00) to purchase
Tone Alerting receivers.
ARTICLE 30. To see if the Town will vote to construct two tennis
courts adjacent to one another for public use on a portion of the
former Hassard property, about 120 feet long by 100 feet wide, in the
area between the existing barn and the little league field and to
raise and appropriate the sum of Fourteen Thousand Five Hundred Dollars
($14,500.00) to cover the cost.
ARTICLE 31 . To see if the Town will vote to raise and approp-
riate the sura of Seventeen Thousand Dollars ($17,000.00) to cover the
exterior of the Town Mall with vinyl siding and to install aluminum
storm windows.
ARTICLE 32. To see if the Town will vote to raise and approp-
riate a sure of money for payment of unpaid bills of prior year.
ARTICLE 33. To see if the Town will vote to install and maintain
street lights on the following streets: Pole 141/1 on McGuerty Road,
Pole 7513 on Robinson Road and Pole 75/5 at the corner of Robinson
& Dennison Road, Pole 796 on Route 6A near Orleans Line, Pole 3/85
on Route 137 at the entrance to Jonathan Way.
ARTICLE 34. To see if the Town will vote to authorize the Select-
men to grant an easement to Cape & Vineyard Electric Company for
electric lines over land of the Town on the Easterly side of the hid-
Cape Highway located about Four Hundred Fifty (450) feet of the
Brewster-Orleans town line, also in any lands held by the Tour in
tax title account.
ARTICLE 35. To see if the Town will vote to transfer the foll-
owing unexpended balances of special appropriations to surplus
revenue:

ARTICLE 36. To see what action the Town will take with regard
to its Herring or Alewives Fisheries,
ARTICLE 37. To see if the Town will vote to appropriate a sum
of money from Free Cash in the treasury to be used for the reduction
of taxes.
ARTICLE 38. To see if the Town Meeting will vote an expression of
opinion in the form of a resolution regarding the proposed Otis Jet
Air Base.
ARTICLE 39. To see if the Town Meeting will vote an expression of
opinion in the form of a resolution regarding the proposed legis-
lation to permit Para-Mutual betting in conjunction with the game of
Jai-Alai.
ARTICLE 40 . To act on any other business that may legally
come before this meeting .
