TOWN MEETING
March 1 . 1971
In accordance with the Warrant the meeting was held in the
Brewster School Auditorium Monday, March 1 , 1971 .
The meeting was called to order at 7:00 P. M, by the Moder-
ator, Grant ;b. Koch with tellers Doris Powell, Dorothy Grenier,
Gladys Curtis, June Gallant and Jean Gage. Prayer was offered by
Rev. David Coleman and Pledge of Allegiance to the flag was led
by Boy Scout, Benjamin Gregson. There was a quorum declared present.
The Warrant was read by the Town Clerk, Donald P. Consodine,
with the exception of the Articles which were read as they were
being considered.
Preamble and Resolution was read by Rosamond Gage as follows:
TMHEREAS, We, the inhabitants of the Town of Brewster
assemble in Town Meeting "to act and do upon the whole: as
the inhabit ants of said Town shall think proper"
BE IT RESOLVED that we extend to Dr. F. Rene Murad our
gratitude for his many years of service to his community,
and the unselfish dedication ;with which he has performed
his many duties far beyond usual requirements.
AND BE IT FURTiE R RESOLVED that a copy of the Preamble
and Resolution, as read at our Annual Town Meeting on
Monday the first of March, 1971 , be affixed to the
official records of the Town of Brewster, in gratitude
for his devoted service.
ARTICLE 1 . To act on the annual report of the Selectmen and
other Town Officers
Voted unanimously that the annual report of the Selectmen and
other Town Officers be accented.
ARTICLE 2. To see if the Town will vote to authorize the
Town Treasurer, with the approval of the Selectmen, to borrow money
from time to time in anticipation of the revenue of the financial
year beginning January 1 , 1971 and to issue a note or notes, there-
fore, payable within one year, and to renew any note or notes as
may be given for a period of less than one year in accordance with
Section 17 of Chapter 44, General Laws as amended.
Voted unanimously that the Town authorize the Town Treasurer,
with the approval of the Selectmen, to borrow money from time to
time in anticipation of the revenue of the financial year beginning
January 1 , 1971 and to issue a note or notes, therefore, payable
within one year, and to renew any note or notes as may be given
for a period of less than one year in accordance with Section 17
of Chapter 44, General Laws as amended.
ARTICLE 3. To see if the Town will vote to appropriate a
sum of money to the Reserve Fund.
Voted unanimously that the Town transfer the sum of Five
Thousand Dollars ($5,000.00) from the overlay surplus account to
the Reserve Fund.
ARTICLE 4. To hear the report of any special committee.
A report was read by John F. MacKenzie on the moire & Police
Station Co=dttee as follows:
At the Annual Town meeting Last year, warrant article 36
passed by the town authorized the moderator to appoint a comm-
ittee of five to study the possibilities of constructing a com-
bination
onbination Fire and Police Station.
Since that time this committee has held numerous meetings
in which it became increasingly evident through discussions that
there is a dire mend for a modern building that will efficiently
house the equipment and also contain the areas needed for the
necessary functions of both departments.
It was the unanimous opinion of the committee that this
building should be one that would effectively serve the town for
the next 15 - 20 years.
Al.lowd.ng for future growth of our town, the committee studied
recent similar structures, particularly those of comparable towns.
Results of the study showed that the building would need the
following:
1 . Drive through type of building with two rows of 3 bays
for fire trucks, rescue squad truck or ambulance, boat and
police cruiser. Overhead doors front and rear.
2. Area for mechanical washing and drying of hose, plus
equipment storage.
3. Dispatch office.
4. Fire chief's office.
5. Police chief's office.
6. Rest room facilities for men
7. Fire department training room with classroom facilities.
8. Fire department work room (shop) .
9. Police officers room.
10. Detention rooms.
11 . Emergency generator and boiler roan.
The committee's scaled drawing shows the building for this
operation to be 83 ft. wide by 72 ft. deep. This, however, is
only a preliminary sketch. The next logical step would be to present
this to an architect for actual construction drawings, followed
by construction quotations from building contractors.
The town property (previously the Hassard Property) located
beside the present Town :call would be an ideal location. With
proper hard top driveways and parking area it would give our town
the physical housing necessary for these two important departments
to commense an efficient and effective o-peration.
The comittee asks for your approval in order that these dep-
artments can perform their duties for our town :without being handi-
capped with our present limitations.

ARTICLE 5. To see if the Town will vote to fix the salary
and compensation of all elective officers of the Town as provided
by Section 108, Chapter 41 , General Laws as amended, for the year
10171 , to be effective January 1 , 1971 .

ARTICLE 6. To see if the Town will vote to amend the Personnel
By-Law, Section 1V 2.2 to read: POLICE AND CONIK'UNICATION PERSONIv'EL- -
for regular full-tune police and communication personnel. the normal
work-week shall be 40 hours based upon five eight-hour days, except
that in cases of emergency or unforeseen circumstances regular
full-time members of these departments shall be subject to serve
such additional periods of time as may be required to meet said
emergency and/or circumstances. Relief personnel shall serve upon
the basis of eight hour shifts.
Passed by voice vote that the Town amend the Personnel. By-Law,
Section 1V 2.2 to read POLICE & COIlKU (CATION PERSONNEL - for

to the recoirmendation of the department head and subject to the
approval of the Selectmen acting# as a Personnel Board.
Passed by voice vote that the Town amend the Personnel By-Law,

ARTICLE -1 . To see if the Town will vote to amend Section 12.1 .2
by deleting the present section and substituting the following:
ADnointed Boards and Commissions - The compensation of permanent
appointed boards and commission shall be as follows:
Registration of Voters $2.50/hr.
Flection Tellers $2.50/hr.
Allsit e Workers $2.50/hr
Voted by voice that the Town amend Section 12.1 .2 of the

ARTICLE 2. To see if the Town will vote to install and
maintain a street light on pole 3/65 on Route 137 at the entrance
of Sheep Pond Drive.
Voted unanimously that the Town install and maintain a street
light on pole 3/65 on Route 137 at the entrance of Sheep Pond Drive.
There being no further business it was voted to adjourn at
7:56 P. M.

purchase, take by eminent domain or otherwise acquire the title to
the fee in the lands within said layout and to act fullythereon and
for this purpose raise and appropriate a sum not exceeding Four
Thousand Sixty Dollars ($,4060.00) to be used for land taking. 2/3 vote

ARTICLE 22. To see if the Town will vote to accept the layout
of Underpass Road as made and reported by the Selectmen on January
26, 1971 as shown on a plan drawn by Nickerson & Berger and on file
with the Town Clerk and to authorize the Selectmen to purchase,
take by eminent domain or otherwise acquire the title to the fee in
the lands within said layout and to act fully thereon and for this
purpose raise and appropriate a sura not exceeding Seventeen Thousand
Three Hundred Seventy $17,370.00 to be used for land taking.

pass Road as made and reported by the Selectmen on January 26, 1971
as shown on a plan drawn by Nickerson & Berger and on file with the
Town Clerk and to authorize the Selectmen to purchase, take by
eminent domain or otherwise acquire the title to the fee in the ands
within said 'Layout and for this purpose raise and appropriate a sum
not exceeding Seventeen. Thousand Three Hundred Seventy Dollars
(17,370.00) to be used for land taking.
ARTICLE 23. To see if the To,�n will vote to raise and app-
ropriate the sum of One Thousand Dollars ($1 ,000.00) for advert-
ising the advantages of the Town in accordance with the provisions
of Chapter 475, Acts of 1969.
Passed by voice voite that the Town raise and appropriate
the sum of One Thousand Dollars ($11 ,000.00) for advertising the
advantages of the Town in accordance with the provisions of Chapter
475, Acts of 1969. 2/3 vote required.
ARTICLE 24. To see if the Town will vote to raise and
app-ropriate a scam of money to purchase and equip two (2) Police Cruisers
and to instruct and authorize the Selectmen to trade in the present
cruiser to,,,ards the purchase.
Passed by voice vote that the Town raise and appropriate the
sum of Eight Thousand Four Hundred Dollars ($5400.00) to purchase
and equip two (2) Police Cruisers and to instruct and authorize the
SiBlectmen to trade in the present cruiser towards the purchase.
ARTICLE 25. To see if the Town will vote to raise and app-
ropriate the sutra of Two Hundred Ninety Two Dollars ($292.00) to be
paid to the Cape Cod Mental Health Association under the direction
of the School Committee for services rendered or to be rendered to
ditizens of the Town of Brewster at "he Mental Health Center, under
the provisions of Massachusetts General Laws, Chapter 40, Section 5,
(40c).
Voted unanimously that the Town raise and appropriate the sutra
of Two Hundred Ninety Two Dollars ($292.00) to be paid to the Cape
Cod rental Health Association under the direction of the School
Committee for services rendered or to be rendered to citizens of the
Tower. of Brewster at the Mental Health Center, under the provisions
of Massachusetts General Laws, Chapter 40, Section 5, (40c)
ARTICLE 26. To see if the Town will vote to raise and app-
riate the sum of One Thousand Dollars ($1 ,000.00) to be used for
the propagation of shellfish, said money to be spent under the
direction of the Shellfish Constable and the Board of Selectmen.
Voted unanimously that the Towm raise and appropriate the sum
of One Thousand Dollars ($7 ,000.00) to be used for the propagation
of shellfish, said money to be spent under the direction of the
Shellfish Constable and the Board of Selectmen. Tt was amended to
read as above.
ARTICLE 27. To see if the Town will vote to allow the School
Committee to sell and dispose of surplus equipment no longer useable
in the Brewster School.
Voted unanimously that the Town allow the School. Committee
to sell and dispose of surplus equipment no longer useable in the
Brewster-School.
ARTICLE 28. To see if the Town will vote to raise and app-
ropriate or transfer from atailable funds in the treasury, a sura
of money to purchase and equip a rescue vehicle.
Passed by voice voit that the Town raise and appropriate a
sum. of Fifteen Thousand Dollars ($15,000.00) to purchase and equip
a rescue vehicle. -
ARTICLE: 29. To see if the Town will vote to raise and app-
ropriate, or transfer from available funds in the treasury, the
sum of Five Thousand Nine Hundred Ninety Five Dollars ($5995.00)
to purchase Tone Alerting receivers.
Voted unanimously that the Town raise and appropriate the
sum of Five Thousand Nine Hundred ninety Five Dollars ($5995.00)
to purchase Tone Alerting receivers, money to be expensed under
the direction of the Fire Chief and Board of Selectmen.
ARTICLE 30. To see if the Town will vote to construct two
tennis courts adjacent to one another for public use on a portion
of the Former Hassard property, about 120 feet long by 100 feet
wide, in the area between the existing barn and the Little League
Field and to raise and appropriate the sum. of Fourteen Thousand
Five Hundred Dollars ($14,500.00) to cover the cost.
This article was disapproved by a voice vote.
ARTICLE. 31 . To see if the Town, will vote to raise and app-
riate the swim of Seventeen Thousand Dollars ($17,000.00) to cover
the exterior of the Town Hall with vinyl siding and to install
aluminum storm windows.
This article was disapproved by voice vote.
ARTICLE 32. To see if the Town will vote to raise and app-
riate a sum of money for payment of unpaid bills of prior years.
Voted unanimously that the Town raise and appropriate the
swim of One Thousand Three Hundred Eighteen Dollars and Eighty Six
Cents ($131086) for the following unpaid bills of prior year:

ARTICLE 33. To see if the Town will vote to install and
maintain street lights on the following streets: Pole 141/1 on
&Guerty Road, Pole 75/3 on Robinson Road and Pole 75/5 at the
corner of Robinson Q Dennison Road, Pole 796 on Route 6A near
Orleans Line, {Poles 3f85 on Route 137 at the entrance to ionathan
way.
It was amended to eliminate Pole 75/3 on Robinson Road.
Voted by voice that the Town, install and maintain street lights
on the following streets: Pole 141/1 on NOGuerty Road, Pole 75/5
at the corner of Robinson & Dennison Road, Pole 796 on Route A
near Orline Line, Pole 3/85 on Route 137 at the entrance to Jonathan
Kay.
ARTICLE 34. To see if the Town will vote to authorize the
Selectmen to grant an easement to Cape €: Vineyard Electric Company
for electric lines over land of the Town on the Easterly side of
the Mid-Cape Highway located about Four Hundred Fifty (450) feet
of the Brewster-Orleans town line, also in any lands held by the
Tonn in tax title account.
Voted unanimously that the Town authorize the Selectmen to
grant an easement to Cape & Vineyard Electric Company for electric
lines over lard of the Town on the Easterly side of the hid-Cape
Highway located about 'Four Hundred Fifty (450) feet of the Brewster-
Orleans town line, also in any lands held by the Town in tax title
account. --
ARTICLE 35. To see if the Town will vote to transfer the
following unexpended balances of special appropriations to surplus

ARTICLE 36.To see what action the Town will take with regard
to its Herring or Alewives Fisheries.
Voted unanimously that the Herring rights at Stony Brook not
be sold.
ARTICLE 37. To see if the Toum will vote to appropriate a
slam of money from Free Cash in the treasury to be used for the re-
duction of taxes.
Voted unanimously that the Town appropriate the sum of Forty
Thousand ($40,000.00) Dollars from ,free cash in the treasury to
be used for the reduction of taxes.
ARTICLE 38. To see if the Town Meeting will vote an express-
ion of opinion in the fora: of a resolution regarding the proposed
Otis Jet Air Base.
'Doted unanimously that the Town adopt the following resolution:
W'HEHEAS in a report made by the Metropolitan Area Planning
Council., the area on Cape Cad known as the Otis Air Force Base has
been found a desirable and practical site for a major jet airport to
supplement Boston Logan Airport and there remains a serious threat
that that finding may be implemented; and
VvHEPLAS Cape Cod is a unique area, historically and geographically,
having unique values in the war of its beaches, waterways, open
spaces and natural beauty which are of local, state and national
importance; and
WHEREAS the establishment of any such major airport at the Otis
Air Force Base or at any other place on the Cape would destroy those
unique values of the Cape and drastically degrade its character;
I;OW THEREFOR", BE IT RESOLVED that we, the citizens of the town
of Brewster at, a Town Meeting asseanbled on the first day of March, 1971 ,
do hereby:
(1 ) Oppose the establishment of the jet airport at the
Otis Air Base and at any other place on Cape Cod; and
(2) Direct the Board of Selectmen of the Town of Brewster
to do everything they reasonably can to prevent the
establishment of any such airport, including the
making of appropriate representations to the Governor,
state and federal representatives and senators and
any others who have or may have an influential voice;
and
(3) Also direct the Selectmen of Brewster to do everything
which is practical and reasonable to try to create
a united opposition to the establishment of any
such airport among all the Selectmen and all the
towns on the Cape; and
(4) Direct the Selectmen to do what is reasonable and
practical to keep themselves informed concerning
all future steps which may be taken or proposed to
establish such a jet airport and to keep the citizens
of the town informed with respect to such steps or
proposed steps;
(5) Direct the member and alternate from the town of
Brewster on the Cape Cod Planning &- Economic Develop-
ment Commission to take rote of this resolution and
to take appropriate action at the meetings of said
Commission.

ARTICLE 39. To see if the Town will vote an expression of
opinion in the form of a resolution regarding the proposed legis-
lation to permit Pari-Nuts=al betting in conjunction with the
game of Jai-Alai.
Voted unanimously that the Town adopt the following reso-
lution: Be it resolved that we the citizens of the Town of
Brewster at a ToN ?Meeting assembled on this 1st day of March 1971
do hereby resolve that we strongly appose the legislation filed
which would pernitt Pari-uutual betting in conjunction with the
game of Jai--Alai. in Barnstable County.
At this time Article 34 Na.s reconsidered and was voted
No by voice vote.
ARTICLE 40. To act on any other business that may legally
come before this meeting.
