HomeMy Public PortalAbout1972-07-10 Special Town Mtg Report REPORT OF SPECIAL TOWN MEETING July 10, 1972 In accordance with the Warrant, the meeting was held in the Brewster Elementary School Auditorium, Monday evening, July 10, 1972. The meeting was called to order at 7:30 P.M. bb the Moderator, Grant W. Koch with Paul C. Sylver, Dorothy Grenier and Gladys Curtis as tellers and Dorothea Dugan and Jean Gage as registrars. A Quorum was present. The Xoderator asked for a moment of silent meditation. The Warrant was read by the Town Clerk with the exception of the articles, which were read as they were considered. 2RTICLE. 1 . To see if the Town will vote to raise and appropriate, or transfer from unappropriated funds in the treasury .; a sum of money for Chapter 90, highways. VOTED by voice vote that the Town raise and appropriate the sum of rive Thousand Dollars ($5,000.00) and transfer from free cash in the treasury the sum of Fifteen Thousand Dollars ($15,000.00) to meet the cost of the State and County's share of Chapter 90 highway construction. ARTICLE 2. To hear the report of any special committee. VOTED unanimously to hear the report of the LaSallette Study Committee. ARTICLE 3. To see if the Town will vote to authorize the LaSallette Study Committee to continue its investigation for possible uses and to further negotiations with the owners of the LaSallette property. VOTED by voice vote that the Town authorize the LaSallette Study Com- mittee to continue its investigation for possible uses to further negotia- tions with the owners of the LaSallette property. The voice vote was questioned. The result of the hand vote was 136 yes and 46 no votes. ARTICLE 4. To see if the Town will vote to raise and appropriate the --- sum of Eight Hundred Dollars ($800.00) to install two catch basins near the southeast corner of the Highway Department garage. VOTED by voice vote that the Town raise and appropriate the sum of Eight Hundred Dollars ($800.00) to install two catch basins near the south- east corner of the Highway Department garage. ARTICLE 5. To see if the Town will vote to authorize the Selectmen to purchase an area of land of 35.3 acres adjacent to the present Town Disposal Area and consisting of parcels 35-5, 35-8 and 35-56 as shown on the Brewster Assessors maps and raise and appropriate the sum of One Hundred Seventeen Thousand Dollars ($117,000.00), and to determine whether such appropriation shall be raised by taxation, by transfer of available funds, or by borrowing or otherwise. VOTED by paper ballot yes 183 and no 70 that the Town authorize the Selectmen to purchase an area of land of 35.3 acres adjacent to the present Town Disposal Area and consisting of parcels 35-5, 35-8 and 35-56 as shown on the Brewster Assessors Maps and raise and appropriate the sum of five Thousand Dollars ($5,000.00) and that the sum of One Hundred Twelve Thousand Dollars ($112,00.00) be borrowed by the Treasurer, with the approval of the Selectmen under the provisions of Chapter 44, Section 7, Paragraph (3), the notes or bonds to be payable in not more than four (4) years. 2RTICLE 6. To see if the Town will vote an expression of opinion in the fora of a resolution regarding Architectural Advisory Committee as follows: 1. Whereas, the Town of Brewster has now reached a period of rapid growth and expansion and 2. Whereas, the economic health, prosperity, and welfare of the Town will be dependent upon well-designed, efficient and attractive business areas and 30 Whereas, the present business and commercial areas of the Town will be sources of local employment, capital investment and tax revenue and 4. Whereas, there is an inherent danger to the To-an from poorly designed inefficient, and unattractive business and commercial areas. Therefore, be it resolved that an Architectural Advisory Committee be created by the Board of Selectmen to assist the growth of the business and commercial areas with architectural treatment of buildings of a com- mercial nautre only, including multi-family dwellings, in order to insure the future attractiveness and economic stability of all of the business area of Brewster. VOTED unanimously that the Town vote an expression of opinion in the form of a resolution, regarding Architectural Advisory Committee as follows: 1. ARTICLE 7. To see if the Town of Brewster will vote to raise and appropri- ate or take from available funds the sum of One Thousand Dollars (51 ,000.00) as provided in Massachusetts General Laws, Chapter 40, Section 5, Clause 59, to help defray expenses in providing facilities for the training, rehabilita- tion, and employment of physically and mentally handicapped residents of the Town of Brewster employed as workers at the Nauset Workshop, Inc., or to do anything in relation therto. VOTED by-voice vote that the Town of Brewster raise and appropriate the sum of One Thousand Dollars (31 ,000.00) as provided in Plassachusetts General Laws, Chapter 40, Sections, Clause 59, to help defray expenses in providing facilities fcr the training, rehabilitation and employment of physically and mentally handicapped residents of the Town of Brewster employed as workers at the Nauset Workshop, Inc. ARTICLE 8. To see if the Town will vote to authorize the Selectmen to lay out Governor Bradford Road, providing that all requirements of the Town by- law governing acceptance of private roads by the Town are met. (By petition) This article was disapproved by voice vote. ARTICLE 9. To see if the Town will vote to raise and appropriate the sum of Twenty--three Hundred dollar (52,300.00) to purchase new radio equipment for the Police Department. VOTED by-voice vote that the Town raise and appropriate the sum of Twenty- three wentythree Hundred Dollars (82,300.00) to purchase new radio equipment for the Police Department, ARTICLE 10. To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars (51 ,000.00) to increase the legal expense account. VOTED BY VOICE VOTE that the Toi+nn raise and appropriate the sum. of One Thousand Dollars (51 ,000.00) to increase the legal expense account, ARTICLE 11 . To see if the Town will vote to raise and appropriate a sum of money to increase the Reserve Fund Account VOTED AS A=DED by voice vote that the Town transfer from Free @ash the sum of Tett Thousand Dollars ($10,000.00) to increase the Reserve Fund Account, ARTICLE 12. To see if the Town will vote to authorize the Selectmen to contract for engineering plans and specifications of Great Fields Road and raise and appropriate the sum of Fifty-five Hundred Dollars (55,500.00) An amendment to see if the Town will vote to authorize the Selectmen to contract for engineering plans and specifications of Great Fields Road from Stoney Brock Road to the proposed dump raise and appropi-iate the sum of Two Thousand Dollars (52,000.00) was defeated by voice vote. The original article was defeated by voice vote. REPORT OF SPECM TOWN MEETING OF JULY 10, 1972 — Continued ARTICLE 13. To see if the Town will vote to completely renovate and restore the exterior of the Town Hall and raise and appropriate the sum of Five Thousand Dollars (55,000.00) and authorize the Treasurer, with the approval of the Selectmen to borrow the sum of Forty—five Thousand Dollars (£45,000.00) under the provisions of Chapter 44, Section 7, Paragraph (3A), notes or bonds to be payable in not more than two (2) years. A motion to postpone this article until. the Annual Toon Meeting was defeated by a voice vote. THE AMENDIVEENT WAS VOTED by voice vote that the Town raise and appropriate the sum of Fifty Thousand Dollars (550,000.00) to completely renovate and restore the exterior of the Town Hall according to published specifcations under the direction of the Selectmen. ARTICLE 14. To see if the Town will vote to raise and appropriate the sum of Twenty Thousand Four Hundred Dollars ($20,400.00) to cover the exterior of the Town Hall with vinyl siding, to insall aluminum storm windows doun.stairs and the replacement of gutters and downspouts.
