In accordance with the Warrant, the meeting was held in the
Brewster School Auditorium, Monday evening, November 13, 1972.
The meeting was called to order at 7:30 P. M. by the Moderator,
Grant W. Koch with Paul Sylver, Dorothy Grenier, Doris Powell, Jean
Gage and Dorothea Dugan as tellers and registrars. There wa.s a
moment of silent prayer. There was a quorum present.
The warrant was read by the Town Clerk with the exception of
�- the articles, iihich were read as they were considered.
ARTICLE 1 . To see if the Town will vote to appropriate from
the Road Machinery General Fund, the stun of Five Hundred Dollars
($500.00) to be used for the maintenance and operation of Road
Machinery.
This article was indefinitely postponed.
ARTICLE 2. To see if the Town will vote to amend Article 31 ,
Quorum By-Law as follows: Delete the word "forty (40)" and sub-
stitute the words "5% of the94, so that the By-Law will read "A
Town Meeting shall require the presence of at least 5% of the
registered voters of the Town of Brewster for a quorum." (By request)
A motion was made that this article be postponed and did not pass.
Voted by voice that the Town amend Article 31 , Quorum By-Law
as follows: Delete the word "forty (4.0)" and substitute the words
P5% of the" and add the words "as of the previous December 31" after
"Town of Brewster" so that the By-Law will read "A Town Meeting shall
require the presence of at least 5% of the registered voters of the
Town of Brewster, as of the previous December 31 , for a quorum."
ARTICLE 3. To see if the Town will vote to amend section four
of the Brewster Building Code By-Law as follows: Delete the words
"one dollar ($1 .00) per one hundred (100) square feet of floor area,"
and substitute the words "three dollars ($3.00) per one hundred
(100) square feet of floor area, with a minimum charge of five dollars
($5.00)", so that the By-Law will read "The fee for each building
permit, payable to the Town of Brewster at the time of application,
shall be at the rate of three dollars ($3.00) per one hundred (100)
square feet of floor area, with a minimum charge of five dollars
($5.00). (By request) A motion to indefintely postpone was defeated

This article was voted by voice vote,
ARTICLE 4. To see if the Town will vote to create a School
Building Committee for a new Brewster Elementary School. Said
Committee to be composed of three (3) members of the Brewster
School Committee selected by the Brewster School Committee and four
(4) members at large to be appointed by the Moderator.
The original motion was read and did not pass. A substitute
motion was made and did not pass. An amendment was made and did not
pass. Finally the substitute motion was voted by voice that the
Town create a School Building Deeds Committee, to project future
school population increases, and to explore all possible means of
school building expansion. Said committee to be composed of three
(3) members of the Brewster School Committee selected by the Brewster
School Committee, and four (4.) members at large to be appointed by
the Moderator. This committee to report to the next, annual Town
Meeting.
ARTICLE 5. To see if the Town will vote that 'all previous Brewster
Elementary School Building and/or Expansion Committees prior to 1972
be dissolved and the balance of One Thousand Dollars ($1 ,000.00)
presently in the School Building Committee or Commitees Expense Account
be transferred to an Expense Account for the new Brewster Elementary
School Building Committee.
Voted unanimously that all. previous Brewster Elementary School
Building and/or Expansion Committees prior to 1972 b dissolved and
the balance of One Thousand Dollars ($1 ,000.00) presen y in the
School. Building Committee or Committees Expense Account be transferred
to an Expense Account for the Brewster Elementary Schoo, Building
Needs Committee.

ARTICLE 6. To see if the Town will vote to transfer a sum of
money from available funds for the following Departments: Town Hall
Expense Account, Town Dump Expense Account, Wiring Inspector Salary
Account, Veterans Benefits, Blue Cross-Blue Shield and Group Life
Insurance Account, Part Time Patrolmen Wages Account, Tax Antici-
pation Note and Interest Account, and Full Time Patrolmen Salaries.
Voted unanimously that the Town transfer the sum of ($12,5$0.00)
from available funds for the following departments:
Town Hall Expense Account $500.00
Town Dump Expense Account 3200.00
Wiring Inspector Salary 700.00
Veterans Benefits 2000.00
Blue Cross-Blue Shield & Group :af a Ins. 1200.00
Part Time Patrolmen Wages Account 1000.00
Tax Anticipation Note & Interest Account 1380.00
Full Time Patrolmen Salaries 2600.00
ARTICLE 7. To see if the Town will vote to transfer a sum of
money from available funds for the Dump Site Appraisal Fee Account.
Voted by voice that the Town transfer the sum of Four Hundred
($400.00) Dollars from available funds for the Dump Site Appr&isal
Fee Account.
ARTICLE 8. To see if the Town will vote to transfer from
available funds the sum of Six Dollars ($6.00) to install and main-
tain a street light on pole number 3-782 at the corner of Route
137 and Allen Drive.
Voted unanimously that the Town transfer from available funds
the sum of Six ($6.00) Dollars to install and maintain a street
light on pole number 3-752 at the corner of Route 137 and Allen
Drive.
ARTICLE 9. To see if the Town will vote to transfer a sum of
money from the Water Construction Revenue Account.to the Water
Construction Expense Account.
Voted unanimously that the To-vin transfer the sum of Fifty Five
Thousand ($55,000.00) Dollars from the Water Construction Revenue
Account to the Water Construction Expense Account.
ARTICLE 10. To see if the Town will vote to transfer a sum of
money from the Water Construction Revenue Account to the Fater
Service Installation Exoense Account.
Voted unanimously that the Town transfer the sum of Thirty
Five Thousand ($35,000.00) Dollars from the Water Construction
Revenue Account to the dater Service Installation Expense Account.
ARTICLE 11 . To see if the Town will vote to transfer from
available funds a sum of money to the 1�ater Department Office Expense
Account and `dater Department Equipment Expense Account.
Voted unanimously that the Town transfer from available funds
the sum of Eighteen Hundred ($3800.00) for the following departments:
Water Department Office Expense Account $3 ,000.00
Water Department Equipment Expense Account 800.00
ARTICLE 12. To see if the Town will vote to transfer a sum
of money from available funds for the Dump Site Survey Expense
Account.
Voted unanimously that the Town transfer from available funds
the sum of Eight Hundred Dollars ($800.00) for the Dump Site
Survey Expense Account.
ARTICLE 13. There being no further business, it was voted to
adjourn at 9:20 P. Y1.
