AN ORDINANCE, authorizing the Executive Director and Secretary-Treasurer on
behalf of The Metropolitan St. Louis Sewer District to enter into a contract with the municipal
advisory firm Independent Public Advisors, LLC (IPA), whereby IPA will provide general and
transactional professional financial advisory services to the District.
WHEREAS, the District requires professional financial advisory assistance in the
development of its near term and long term strategic and financing plans, the issuance of revenue
bonds and other debt instruments, the development of testimony for the Rate Commission
proceedings, and the assistance with the investment management of surplus funds; and
WHEREAS, the firm of IPA possess the expertise and experience to provide said
assistance.
NOW, THEREFORE, be it ordained by the Board of Trustee of The Metropolitan
St. Louis Sewer District:
Section One. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to enter into a contract with
IPA, whereby IPA will provide general and transactional professional financial advisory services
to the District.
Section Two. The contract authorized in Section One of this ordinance shall be a
three (3) year contract and may be renewed at the option of the District for two (2) additional one-
year terms and shall be comprised of such terms and conditions as are approved by the Office of
General Counsel of the District.
This foregoing Ordinance was adopted on December 9, 2021.
