The meeting was called to order at 8:00 P. M. by the Moderator, Grant W. Koch wdth Paul Sy .ver, Dorothy Grenier and Gladys Curtis as tellers. A quorum was present. The 1'.:arrant was read by the Town Clerk with the exception of the articles, which were read as they were considered. r'_RiICLx 1 . To see if the To will vote to amend the Personnel -- By-Law, Section XI by deleting 11 ,2.8:- "Increments Limited - Not more than one step-rate increase shall be granted within one year's time." Voted unanimously that the Town amend the Personnel By-Law, Section XI by deleting 11 .2.8:- "Increments Limited - Not more than one step -ate increase snail be granted within one year's tine." A,RTICil 2. To see if the ToTn-n will vote to amend the Personnel By-Law, Sec. XII, 1 .1 "Annual Compensation for Elected Officers", by adding the salary and compensation of the following 3 additional officers of the town for the current year, effective March 8, 1973 as follows:- V�ater Commissioners - $500.00 each member This article was withdrawn. ARTICLE 3. To see if the Town will vote to amend the Personnel By-Lau-, Sec. XII, 1 .2 to read: "Appointed Boards and Ccmmissioners The compensation of permanent appointed boards and commissions shall be as follows:"- �.egistrar of Voters $2. 75 Election Tellers 2.75 iillsite Workers 2.75 It was amended that this article read $2.63 per hour for each worker but was defeated. XII 1 .3 by increasing the salary of the wilding Inspector, "B5" to $6,000.00 per year (includes transportation.) Voted by voice that the Torn amend the Personnel By-Law, Sec. XII 1 .3 by increasing the salary of the Building Inspector, "BY to 56,00.00 per year (includes transportation.) AR'ilGLE 8. To see if the Town will vote to amend the Personnel BT"Law, Section XII 1 .3, by adding to the "B" classification: a separate position, "BIO", for Zoning Agent, but with no salary.- Voted by voice that the town amend the Personnel By-Law, Section XII 1 .3, by adding to the "B" classification a separate position, "BIO", for Zoning Agent, but NO no salary. ARTICLE 9. To see if the Town will vote to amend the Personnel BY Law, Section XII, 1 .3 by increasing the salary of the Veterans Agent, M2", to $:1 ,017,50 per year. Voted by voice that the Town amend the Personnel By-Law, Section XII, 1 .3 by increasing the salary of the Veterans Agent "W" to $1,017.50 per year. ARTICLE 10. To see if the _own will vote to amend the Personnel By-Law, Section XII, 1 .3 by increasing the salary of the Shellfish Constable, "MIU, to $2,244.00 per year (includes transportation.) Voted by voice that the Town amend the :personnel T aw, Section XII, 1 .3 by increasing the salary of the Shellfish Constable, "U ", to $2,244.00 per year (includes transportation.) A291CLE 11 . To see if the Town :ill vote to amend the Person=nel zy-.taw, Section XII, 1 .3 by changing the compensation for 02", Assistant Shellfish Constable to $2.75 per hour. Voted by voice that the Town amend the Personnel By-Law, Section XII, 1 .3 by changing the compensation for "A", assistant Shellfish Constable to $2.75 per hour. ARTICLE 12. to see if the town will vote to amend the Personnel. Ey-Taw by adding, to the Apnendix the job descriptions of the newly created positions of Mater Superintendent, Superintendent-ingineer, Police Sergeant, Dog Officer and Zoning Agent. Voted by voice that the Tonn amend the Personnel By-Law by adding _.. to the "yendix the job descriptions of the newly created positions of 'pater Superintendent, Superintendent-engineer, Police Sergeant, Dog Officer and Zoning Agent, as follows: Police Sergeant- He shall perform all of the duties of a Police Patrolman. He shall have complete control of the day; to day operation of the Police Departinent when the- Chief is absent from the Town for any reason. his duties shall include all of those of the Chief vith the following exceptions: preparation of the annual budget, expenditure of appropriated funds, and advising the Selectmen of the Department's requirements. He shall be under the supervision of the Chief at all braes with the exception of the previously mentioned absence of the Chief. +eater Superintendent- He shall by under the supervision of the Board of later Commissioners. He shall be responsible for the day to da;; operation of the municipal water system in all, its aspects. He shall repair, or supervise the repairs to water mains, hydrants, pumps, house services, meters and all other items necessary to insure an adequate supply of pure drinking water to all homes and businesses and to insure proper hydrant pressure for fire protection. He shall perform all necessary inspections, seasonal and otherwise, including the installation of water mains in new subdivisions. He shall obtain any and all licenses required by the Commonwealth of Hass. He shall keep all necessary records and write all required reports. He shall have supervision over all other employees of the grater Department. He shall prepare an annual budget sufficient to operate the municipal water system for the current year. 152 Super i ntenden t--Ennineer-He shall perform all of the duties outlined under the Superintendent of Pudic brks and shall be responsible directly to the Board of Selectmen. He shall provide all ordinary engineering services, including the inspection during construction of all now roads, Cott: private and public, to insure compliance with all Tour rules and regulations . Dog Officer-pie shall be under the supervision of the Board of Selectmen and he shall be responsible for the control of stray and uncontrolled dogs in the Town. He shall perform under the provisions of any and all laws, by-laws, rules and regulations in force and effect in the Town. He shall capture all unlicensed dogs and deliver same to the dog pound. Zonins .,gent- He shale have the responsibility for the admdni- tration and enforcement of the Zoning By-Law, under the super- vision of the Board of Selectmen. V ARTICLE 13. To see if the Town will vote to request the Selectmen to layout Crosby Lane and raise and appropriate the sum of Three Thousand Dollars ($3,000.00) for engineering purposes. To see if the Town will vote to accept the provisions of Chapter 44, Section 530 of the General Laws, as amended, establishing a revolving fund for the payment of police officers for off-duty work detail. Voted unanimously that the town accept the provisions of Chapter 44, Section 53c of the General Laws, as amended, establishing a revolving fund for the payment of police officers for off-duty work detail. At this time it was voted to reconsider Article 13 and still did not pass by a vote of No - 120 - Yes -- 105. MRTICLE, 15. To act on any other business that may legally come before this meeting.
