ORDINANCE NO. 14893
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, SUBMITTING A
PROPOSED AMENDMENT TO THE CHARTER OF THE CITY OF JEFFERSON TO A
VOTE OF THE CITIZENS OF THE CITY OF JEFFERSON.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Article VIII (NOMINATIONS AND ELECTIONS) Section 2 (Nominations) of
the Charter of the City of Jefferson shall be amended to read as follows:
Section 8.2. Nominations.
(a) Declaration of Candidacy, Independent Candidates. Nomination of candidates for election to elective city
offices shall be made by declaration of candidacy filed with the clerk in the form and manner prescribed by
ordinance. No declaration of candidacy shall indicate the affiliation or membership of the nominee with
any political parry organized or recognized under the laws of the State of Missouri.
(b) Primary Elections. A primary election shall be held if there are tbree twe or more candidates for
nomination to the same city office. If during a primary election one candidate gets a majority of all votes
cast for that office,then that candidate shall be declared the winner of the office without a General (runoff)
election. If no candidate receives a majority of all votes cast then the two candidates receiving the highest
vote totals in the primary election shall compete in the General(runoff)election.
(c) Regulation By Council. Nothing contained in this charter shall prevent the council from further regulating
the conduct of nominations and elections consistent with the provisions of this charter and applicable state
laws.
Section 2. The amendment as set forth in Section 1 shall be submitted to the
qualified voters of the City of Jefferson, Missouri, for their approval, at the election to be
held on the 3'd day of April, 2012, at the places designated by the Election Authority for
said election and the ballot shall be in substantially the following form:
PROPOSITION
Shall Subsection (b) of Section 8.2 of Article VIII (Nominations and
Elections) of the Charter of the City of Jefferson be amended to require a
primary election in February only if there are three or more candidates for
the same office as provided in Ordinance No.14893 passed and approved
by the City Council on December 6, 2011.

Section 3. The Mayor and City Clerk shall prepare and execute the form of the
Notice of said election and shall transmit the same to the Election Authority for the City
of Jefferson, Missouri, and request elections to be conducted by law.
Section 4. This Ordinance shall be in full force and effect from and after the
date of its passage and approval subject to the provisions herein contained which
provide for voter approval.
