HomeMy Public PortalAbout09-7978 International Salvage Inc Sponsored by: City Manager RESOLUTION NO. 09-7978 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, ACCEPTING THE BID FROM INTERNATIONAL SALVAGE, INC., IN RESPONSE TO INVITATION FOR BID ("IFB") NO. 09-1123 FOR DEMOLITION OF THE OLD WATER TREATMENT FACILITY; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH INTERNATIONAL SALVAGE, INC., FOR SERVICES CONSISTENT WITH THE IFB IN AN AMOUNT NOT TO EXCEED ONE HUNDRED FIFTY THOUSAND DOLLARS ($150,000.00) IN A FORM ACCEPTABLE TO THE CITY ATTORNEY AND TO BE APPROVED BY THE CITY COMMISSION WHEREAS,the City of Opa-locka("City")desires to demolish the old water plant,cap the existing wells and clear all other associated structures with the site; and WHEREAS,the City requires the services of a qualified demolition contractor to undertake the demolition and clearing of the Old Water Plant and adjacent potable well fields; and WHEREAS, on July 22, 2009, the City Commission adopted Resolution 09-7901, authorizing the City Manager to issue an Invitation to Bid(ITB)for the demolition of the old water plant; and WHEREAS,IFB No. 09-1123 requested bids from qualified firms to demolish the old water plant; and WHEREAS,the City Manager is recommending that the City Commission accept the bid from International Salvage,Inc.,as the lowest and most responsive bidder in response to IFB No.09- 1123 for the demolition of the old water plant, and further authorizes the City Manager to negotiate an agreement with International Salvage, Inc. for the demolition of the old water plant. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Resolution No. 0 9—7 9 7 8 Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby accepts the bid submitted by International Salvage, Inc., in response to IFB No. 09-1123 for the demolition of the Old Water Treatment Facility. Section 3. The City Commission of the City of Opa-locka hereby authorizes the City Manager to negotiate an agreement with International Salvage,Inc.,in an amount not to exceed One Hundred and Fifty Thousand Dollars ($150,000.00), in a form acceptable to the City Attorney and approved by the City Commission. IN AN AMOUNT NOT TO EXCEED ONE HUNDRED FIFTY THOUSAND DOLLARS ($150,000) FOR DEMOLITION WORK AND CLEARING OF THE OLD WATER TREATMENT PLANT PAYABLE FROM ACCOUNT NO.64- 533822: PROVIDING FOR AN EFFECTIVE DATE Description: The City of Opa-locka desires to demolish and clear two local sites :Old Water Plant and adjacent well fields. On November 2009, an Invitation for Bids (IFB 09-1123) was issued to procure a construction firm and bids received. This item allows the City Manager to enter into an agreement with the most responsive bidder to demolish the Water Plant. These construction services will cover demolition of above and below ground structures, capping of wells and utilities and grading of the site amongst other things. Financial Impact: The budgeted cost for this project in FY 2010 is $125,000. Based on the current bids, the work is expected to cost $25,000 beyond the anticipated budget. The shortfall between budgeted and actual costs is minor in comparison to the expected benefits from the completed project. 1 Demolition and Clearing of The Old Water Plant Page Two November 30, 2009 Implementation Timeline: The contract's execution between International Salvage Inc. and the City is expected to be completed within 30 days of approval of this resolution. Legislative History: 09-7425, 09-7901 Analysis: The demolition of the Old Water Treatment Plant is of great benefit to the City of Opa- locka. Among other things, it will allow the City to properly abandon the drinking wells and prevent potential contamination to the ground water or the Florida aquifer. Additionally, the work will provide for increase safety, reduced illegal dumping and overall beautification for the residents adjacent to the plant and Opa-locka as a whole. Description: The City of Opa-Locka needs to demolish and clear two local sites :Old Water Plant and adjacent well fields. On November 2008, an RFP 08-114 to procure a consulting firm was issued and bids received. This item allows the City Manager to enter into an agreement with the most responsive bidder to conduct said services. These services will cover the process of evaluating the current plant in order to comply with safe environmental practices as well as capping the wells appropriately. Additionally, given the unpredictability of underground work, the age of the structures and the limited availability of City records, a provision to for utility survey is included in the projected tasks. Financial Impact: The anticipated cost for this agreement is an amount of $24,000 already included in a dedicated funding set aside as part of the City's adopted budget for FY09_ There is no negative fiscal impact. Description: The City of Ops-Locka requires the services of a qualified demolition contractor to undertake the demolition and clearing of the Old Water Plant and adjacent well fields. This work necessitates proper qualification to demolish the structures and safely abandon the existing potable water wells, Financial Impact: The cost for demolishing the Old Water Plant has been budgeted at $80,000. The demolition may also be a potential revenue source for the City by sharing in the proceeds from the sale of the steel for recycling. Implementation Timeline: July 22. 2009 : Commission authorize advertisement for Demolition Bids July 26, 2009 Advertisement for Demolition Bids August 14, 2009 : Bids due date September 9, 2009: Commission approves the best responsible bidder September 21, 2009. Demolition of Water Plant begins Legislative History: None Recommendation(s): Staff recommends approval. Analysis: The Old Water Plant has been decommissioned for several years and can not be rehabbed for future use. Aesthetically. it has become an eyesore to surrounding community and a safety concern due to illegal trespassing, several occurrences of small fires and the increase of illegal acts, such as drug trafficking,occurring on and near the premises.
