RESOLUTION NO. 09-7 9 7 9
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY
MANAGER TO COMMENCE WORK TO BE PERFORMED
BY THE CITY'S PUBLIC WORKS DEPARTMENT AND
EXPEND FUNDS IN AN AMOUNT NOT TO EXCEED TWO
HUNDRED THOUSAND DOLLARS ($200,000.00) FOR
DRAINAGE AND PARKING LOT IMPROVEMENTS AT
SEGAL PARK, PAYABLE FROM ACCOUNT NO. 72-572630
WHEREAS, the City Manager of the City of Opa-locka ("City") has identified that
drainage and parking lot improvements are immediately needed at Segal Park; and
WHEREAS, the City Manager is requesting authorization from the City Commission of
the City of Opa-locka ("City Commission") to commence work to be performed by the City's
Public Works Department and to further expend funds in an amount not to exceed Two Hundred
Thousand Dollars ($200,000.00) for drainage and parking lot improvements at Segal Park.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble are hereby incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby authorizes the City
Manager to commence work to be performed by the City's Public Works Department and to
further expend funds in an amount not to exceed Two Hundred Thousand Dollars ($200,000.00)
for drainage and parking lot improvements at Segal Park, payable from Account No. 72-572630.
Section 3. This resolution shall take effect immediately upon adoption.

Re: Segal Park Project
Dear Mr. Finnie:
This letter serves to notify that your request to authorize the City of Opa-Locka staff to perform
the above reference project has been approved. The requested documents from your staff
have been reviewed and approved for their ability and professional proficiency to perform the
tasks associated with the Segal Park project. The City of Opa-Locka must adhere to all the
guidelines cited in the executed CDBG Contract with Miami-Dade County.
Please be advised that the City of Opa-Locka is not authorized to contract, subcontract or
transfer in any manner, directly or indirectly, the design and/or construction work included in the
project to other private entities without going through an open competitive process and
complying with all USHUD labor compliance, such as the Davis-Bacon Act and Section 3
requirements.

Re: Segal Park Project
Dear Mrs. White:
In response to the request for information in your letter dated April 22, 2009, the City is
providing the following documents in this cover:
• Professional resumes of relevant Staff
• Copies of State licenses
As outlined in the City's original correspondence, "self-performing" will enable our municipality
to save significant expenses as well as streamlining the project timeline by expediting the
advertisement and procurement process with in-house forces taking charge of the design and
construction processes.
Specifically, the Public Works Department, working with the Building Department will
undertake all aspects relative to producing construction documents, permitting, field execution
and inspection. The above referenced staff has over 50 years of combined experience in the
practice of civil-structural engineering, building construction, project administration among
other things and is certainly more than qualified to act as the contractor for the Segal Park
Rehabilitation project. Incidentally, these same departments are currently certified with the
Florida Department of Transportation (LAP Program Administration), FEMA,NCRS... to name
a few.
We look with anticipation to receive the Authorization to Proceed within two weeks as
promised.
