AUTHORIZING A PROFESSIONAL SERVICES CONTRACT

LAND SURVEY~NG SERVICES
WHEREAS, the Borough of Carteret is in need of professional land surveying
and engineering services for improvements to the intersection of Roosevelt
A venuelMinue Street/Post Boulevard; and
WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731,
possesses the requisite experience and expertise to provide said services; and
WHEREAS, CME Associates has submitted a proposal to provide said services
at a total cost not to exceed $1 15,000.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be
available for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and tbe Council ofthe
Borough ofCarteret, County of Middlesex , State of New Jersey, as follows:
1. The proposal from CME Associates for professional land
surveying and engineering services for improvements to the
intersection of Roosevelt AvenuefMinue StreetfPost
Boulevard, at a total cost not to exceed $115,000.00 is hereby
approved.
2. This action is approved as an award of a professional services
contract pursuant to N.J.S.A 40A:I1-5(1)(a) awarded pursuant
to the Borough's Fair and Open Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's
Purchasing Department and CME Associates.

Currently, the permitted movements at the intersection of Roosevelt Avenue (County
Route 602) and Minue Street/Post Boulevard include full access, permitting left, through
and right turn movements on all approaches. Preliminary level of services analysis
including anticipated trips generated from redevelopment projects have revealed the
need to limit access at the intersection in efforts to restore levels of service to acceptable
delays. We understand that the proposed improvements preferred by the Borough will
consist of the following geometric and operational modifications:
o Post Boulevard southbound conversion from full access to right turn in and right turn
out only.
o Roosevelt Avenue westbound conversion from full access to through and right turn
only.
o Roosevelt Avenue eastbound conversion from full access to a relocated alignment
and signalized T intersection with Minue Street pe"rmitting left and right turns only.
o Minue Street northbound conversion from full access to realignment with Roosevelt
Avenue permitting the through movement only.
Fund/nq
It is out understanding that the Borough has secured a special legislative grant for
$300,000.00 to which a minimal amount of costs have been allocated against to date. It
is our recommendation that the Borough use a -portion of this source of funding to the
extent permitted under the grant conditions to develop the intersection and traffic signal
plans.
Approvals
The subject intersection is under the jurisdiction of Middlesex County. Middlesex County
and NJTA approval will be sought and an agreement for cost sharing will be required.
The signal design and intersection improvements will transition to the existing
improvements to the Turnpike Bridge. The design will permit the transition of the newly
constructed signal to the eventual expansion of the subject bridge. The agreement
should indicate the Borough as the lead agency in implementing the design and
construction of the project.
Our firm will provide the necessary analysis and engineering to further evaluate the
proposed conceptual intersection improvements to determine the feasibility of realigning
northbound Minue Street with Roosevelt Avenue and relocating the traffic signal to a

signalized T intersection of eastbound Roosevelt and Minue Street. Our office will
perform the necessary existing traffic volume counts, intersection capacity analysis, sight
distance analysis, access evaluation, accident data analysis in accordance with the
Manual on Uniform Traffic Control Devices required to determine the most feasible
recommended improvements. In addition, in accordance with the New Jersey
Administrative Code, Title 16, Chapter 27, our firm will prepared an Authorization to
Design - Revised, submission for review and approval by the New Jersey Department of
Transportation.
The signalization improvements associated with the intersection will generally include
the installation of traffic signals, foundations, poles, electrical conduits, a controller
cabinet, a meter cabinet, junction boxes, video detectors, pedestrian push buttons,
crosswalks, traffic line striping and signage in accordance with the Manual on Uniform
Traffic Control Devices. The anticipated intersection, site, and geometric design
improvements shall be in accordance with Middlesex County Standards and "A Policy on
Geometric Design of Highways and Streets 2004", and shall include pavement
milling/reconstruction, and hot mixed asphalt surface course installation, necessary
roadway, curb, sidewalk and median construction, landscape restoration, and other
related work.
Our proposal has considered all the elements of the work and our firm has the
capabilities of providing the necessary land surveying and engineering services
associated with the project.
Phase I Land Survevinq, Riqht Of Way and Base Mappinq
A. Land Survevinq and Base Map Phase
. Provide aerial topographic mapping of the project area with field
editing to supplement planimetric features and perform field surveys
to establish baselines, establish control, and obtain cross-section data
at 50' intervals along the roadways within the project limits. The
project limits have been preliminarily estimated at 1000'+1- North on
Post Road, 1000' +1- South on Minue Street, 1000'+1- East on
Roosevelt Avenue (County Route 602) and 1000'+1- West on
Roosevelt Avenue (County Route 602).

edge of pavement. Spot elevations will be taken, if and where
required, in order to supplement the cross"section data.
. Prepare base maps at a scale of 1 "=30' in ink on mylar, and the
locations of eXisting utilities will be compiled and added to the plans,
including test pit data obtained during the design phase, if and where
necessary.
. Locate Right Of Way lines in the vicinity of the improvements.
. Survey Baseline will be marked on one side of Roosevelt Avenue
(County Route 602), outside of the paved portion of the road. PK
nails, capped iron bars, or other suitable points will be set at 100-foot
intervals, angle points, points of curvature, and points of tangency.
Phase 11- Traffic Study and Concept Desiem Evaluation
A. Site Evaluation of Existino Conditions
The existing site conditions will be inventoried and evaluated including
posted speed limits, lane widths, lane configurations, approach grades,
existing signage, parking conditions, and traffic regulations.
B. Existino Traffic Volume Counts
Turning movement counts will be performed during the morning, evening
and weekend peak traffic periods as required to collect the existing traffic
volumes at the Intersection of Roosevelt Avenue (County Route 602) and
Minue Street/Post Boulevard.
C. Existino Intersection Capacity Analvsis
Utilizing the existing traffic data collected during the peak traffic hours and
the existing site evaluation information collected at the Intersection a level
of service and capacity analysis will be performed using HCS and/or
Signal 2000 software.
D. Redevelopment Trip Generation
Based on the size and type of the anticipated future redevelopment
projects in the vicinity of the Intersection respective trips will be generated
in accordance with land use and the latest edition of Trip Generation
published by the Institute of Transportation Engineers.

E. Redevelopment Trip Distribution
Based on the proposed locations of the anticipated future redevelopment
projects in the vicinity of the Intersection respective trips will be distributed
on the local roadway network system.
F. Future Intersection Capacitv Analvsis
Utilizing the existing traffic data collected during the peak traffic hours
with a growth factor applied including the trip generation associated with
the future redevelopment the proposed intersection configuration level of
service and capacity analysis will be performed using HCS and/or Signal
2000 software.
G. Siqht Distance Analvsis
Based on the survey information collected in the field an analysis of the
existing sight distances will be performed in accordance with current
AASHTO standards to evaluate the current visibility provided to motorists.
H. Access Evaluation
The impacts to local residents, and businesses associated with the
reconfiguration of the existing Roosevelt Avenue (County Route 602) and
Minue Street / Post Boulevard intersection, relocation of the traffic signal
and the realignment of northbound Minue Street with Roosevelt Avenue
(County Route 602) eastbound will be summarized for the Borough
review. Alternative routes will be evaluated for the access limitations
proposed at the intersection.
I. Accident Data Analvsis
The existing accident reports from the past five years along Roosevelt
Avenue (County Route 602) and at the intersections of Roosevelt Avenue
(County Route 602) and Minue Street / Post Boulevard will be requested
from the Carteret Borough Police Department and analyzed for the
severity and frequency of specific accident types at each location.
J. Authorization to Desiqn Submission
In accordance with the New Jersey Administrative Code, Title 16, Chapter
27, our firm will prepare an Authorization to Design submission for review
and approval by the New Jersey Department of Transportation.

K. Construction Cost Analysis
A construction cost analysis will be prepared based on the design
alternative selected by the Borough.
L. Desiqn Recommendation
Based upon the above traffic and design evaluation including intersection
capacity analysis, sight distance analysis, access evaluation, accident
data analysis, and the construction cost analysis a recommendation will
be provided to the Borough for their review.
M. Cost Sharinq Aqreement with County
An agreement will be required to be drafted and adopted between the
County and the Borough to memorialize lead agenda (Borough), cost
sharing (funding), and obligation of the County and the Borough.
N. Coordination with Middlesex County and NJTA
As necessary to secure approvals for both agencies having jurisdiction
over the project. The refined concept will be reviewed with the New
Jersey Turnpike Authority and Middlesex County. It is the intention to
have the intersection function with the Roosevelt Avenue Bridge
(Turnpike Bridge) over the Turnpike in its current alignment and provide
for the required transition to the new bridge when it is replaced.
Phase 11I- Prelim/narv Des/an Phase
A. Desiqn Phase
. Prepare a traffic signal plan for the installation of traffic signals,
foundations, poles, a controller cabinet, a meter cabinet, junction
boxes, loop detectors, pedestrian push buttons, crosswalks, traffic
striping and signage in accordance with the Manual on Uniform Traffic
Control Devices, and New Jersey Department of Transportation
Design Standards. The proposed traffic signal will conform to the
latest Middlesex County design standards.
. Prepare an electrical plan for the intersection to be submitted to the
Middlesex County Engineers office for approval only after receipt of
"Authorization to Design" from the NJDOT.

. Design the proposed realignment of Minue Street with Roosevelt
Avenue to accommodate future widening of the Roosevelt Avenue
bridge over the New Jersey Turnpike. Meet with representatives of
the New Jersey Turnpike Authority to discuss proposed design
alternatives relative to the bridge widening.
. Prepare Preliminary Construction Plans for the required site and
geometric design improvements in accordance with Middlesex County
Standards and "A Policy on Geometric Design of Highways and
Streets 2004", pavement milling/reconstruction/widening, and
superpave hot mixed asphalt surface course installation, necessary
curb, sidewalk and median reconstruction, streetscape improvements,
landscape restoration, drainage and other related work.
. Prepare a site specific maintenance and protection of traffic plan at a
scale of 1 "=30' for each stage of construction.
. Coordinate the relocation of existing utilities where required.
. Prepare preliminary cost estimates.
. Coordinate with the Borough, County, regulatory agencies and local
utilities.
. Prepare Preliminary Property Parcel Mapping for acquisition
purposes.
Phase /V - Final Desiem. Draftinet. Contract Bid Documents, Specifications, and
Permits
A. Draftinq Phase
. Final construction plans for the project will be prepared which will
generally consist of a title sheet, location plan, legends, estimate of
quantities, cross sections, construction notes, construction plans,
survey layout information, traffic signal signing and striping plans, soil
erosion and sediment control plans, electrical plans, maintenance and
protection of traffic plan and construction and electrical details.

B. Contract Bid Documents and Specifications Phase
. Prepare contract bid documents, technical specifications and final
construction cost estimate for the project.
C. Permit Phase
. Prepare and submit an application to the Freehold Soil Conservation
District for certification, if deemed necessary.
. Submit the Final plans to the County of Middlesex and the New
Jersey Turnpike Authority for review and concurrence.
. Submit as built plans to the New Jersey Department of Transportation
including an ordinance from the Borough adopting the traffic signal for
their acceptance and approval.
Phase V Bid Phase Services
. Coordinate with prospective bidders.
. Attend bid opening and prepare a report recommending the award of the project.
Cost Proposal
Accordingly, based upon the above outlined scope of services, we find that the
necessary surveying, base map preparation, preliminary design, plan and specification
preparation, and bid phase services can be provided for a fee based upon the following
breakdown. Please be advised that the estimated cost for the above referenced
individual tasks may vary and is subject to the actual time necessary to complete each
task. Lastly, fee estimates for Phases IV and V will be provided. At the time that the
preliminary design is complete, a more defined scope of services can be provided for the
final design and a final budget submitted for same.

Proiect Schedule
We are prepared to proceed with the survey and base mapping within 1 week of
authorization to proceed with a completion time of approximately one month. The Traffic
Study and Concept Design Evaluation will be completed within 2 months from the notice
to proceed and Preliminary Design complete within approximately six months from
acceptance of the Concept Plan by the Borough and Middlesex County.
Exceptions
. Estimated fees for Phases IV and V will be provided at the time of completion of
preliminary design. A more defined scope of services will be provided at that
time. We recommend you budget a $50,000.00 for Final Design and Drafting,
Preparation of Contract Documents, property acquisition, permitting, and Bid
Phase Services.
. Any environmental assessment and/or permitting including investigation for the
presence or absence of contaminated and hazardous or toxic materials in the
soil, surface water, groundwater or air on or below or around this site, or on any
property effected by the construction of the project. Should these services be
required, at the request of the Borough, these services will be provided and
considered as extra work and will be based on the hourly rate or a fixed fee
mutually agreed upon writing.
. We can provide construction phase services based on our hourly rate schedule
and the actual time necessary to provide these services since same could vary
considerably depending on the contractor awarded the project and the final
scope of work.

. The proposal does not include costs associated with bonding fees, legal fees,
subsurface investigations, permit fees, the acquisition of any permits not listed,
nor do they include Construction Phase Services.
. Our contract documents will include wording that requires the contractor to be
responsible for all applicable OSHA and other regulatory agency requirements,
as well as safety, construction means and methods, and the usual other
requirements that are normally included in our standard specifications.
. The proposal does not include costs associated with additional services that may
be required by the New Jersey Department of Transportation (NJDOT) except for
the NJDOT review for the proposed traffic signal.
. Application fees are considered extra and will be requested at the time of
submission for any required building permits.
. Printing costs will be invoiced in accordance with our contract with the Borough.
. The above-quoted fees will be in effect for a period of twelve (12) months from
the date of this proposal; however, the fees on the hourly rate schedule are
subject to change by January 1 of each year.
