ORDINANCE NO.
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 8 OF THE
CODE OF THE CITY OF JEFFERSON, MISSOURI, BY ADDING A NEW SECTION FOR
BUILDING PERMIT FEES FOR MISCELLANEOUS PROJECTS.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS:
Section 1. Chapter 8, Section 8-20, of the Code of the City of Jefferson, Missouri is hereby
amended by the addition of one new section for Miscellaneous Projects, and renumbering the
remaining sections.
See. 8-20. Permit fees and Penalties.
A. The fees for building construction permits shall be in accordance with the following schedule:
1. The Fee for a Residential Building Permit shall be the Construction Value multiplied by a
factor of 0.0025 (035%) except that a minimum fee of$10.00 shall apply. The fee shall include
Building, Electrical, Mechanical and Plumbing Permits. A Residential Building is defined as a one
or two family dwelling.
2. The Fee for a Non-Residential Building Permit shall be the Construction Value multiplied by
a factor 0.0040 (0.40%)except that when the Construction Value is over$2,000,000, the amount over
$2,000,000 shall be multiplied by a factor of .0010 (0.20%). The fee shall include Building,
Electrical, Mechanical and Plumbing Permits.
3. The Fee for Miscellaneous Projects shall be the Construction Value multiplied by a
factor of 0.00125(0.125°/x). Miscellaneous Projects are defined as those that do not provide for
construction of anv permanent residential or commercial structure, including new parking lots,
parking lot expansions automobile display lots and expansions thereof, and landscaping
improvements.
3-4 The Construction Value shall be determined by the Building Official based on the latest
edition of the R.S. Means Cost Data for new construction.
4-5 The Building Official may, after the permit is issued, adjust the fee for work that is added if
the added work results in an increase in the Construction Value.
-5 6 Fire inspections - The aforementioned fees include the cost of providing fire inspection
service on new construction.
6-.7 FEE FOR PENALTY FOR FAILURE TO OBTAIN A BUILDING PERMIT:
Where work for which a permit is required by this Code is started prior to obtaining said
permit, the fees specified in Section 8-20 of the Code of the City of Jefferson shall be
doubled. Should any person, firm or corporation commit a second offense by starting work
without permit after so doing on a previous occasion, lie shall pay three times the customary
fee in order to obtain the necessary permit. Any offense shall subject the offender to
prosecution under section 116.4. In the event any person firm or corporation fails to obtain
the necessary permit(s) within 5 days after being notified in writing to do so by the Code

official, he shall pay in addition to the usual fee or increased penalty as provided above the
sum of $25.00 for each day in excess of the aforesaid 5 days that transpire prior to his
obtaining the necessary permit. The payment of any or several of the above stated penalty
fees shall not relieve any person, firm or corporation from fully complying with the
requirements of this code in the execution of the work nor from any other penalties
prescribed herein.

Section 2. This ordinance shall be in full force and effect from and after the date of its
passage and approval.

Subject: Amendment to Chapter 8, Building Permit Fees
The Home Builders Association of Central Missouri (HBA) has requested an amendment to the building
permit fees to include a new fee structure for miscellaneous projects not involving the construction of
any permanent residential or commercial structure, such as parking lots, parking lot expansions, and
landscaping improvements.
The fee schedule requested by the HBA is one-half the residential building permit fee, calculated as
follows: [Construction Value x 0.00125 (0.125%)].
An ordinance has been drafted to add the requested fee schedule, and is attached for your review. An
additional use category of"automobile display lot" was added, since that was one of the projects that
triggered this request. Recent examples of the types of projects eligible for the new permit fee are
shown on page 2.

On behalf of the Home Builders Association of Central Missouri, I would request your consideration of
revising the current building permit fees ordinances (Sec. 8-20) to include a new fee structure for
miscellaneous projects within the City that do not provide for construction of any permanent residential
or commercial structure. For example, the creation of a new fee structure for parking lot expansions,
landscaping improvements or any other property improvement that does not require extensive site
inspection due to limited public safety risks.
Since we do not believe these projects generally require substantial time for your staff to conduct on-site
inspections, we would suggest the fee be at a reduced level. The HBA would suggest this fee be set at
0,00125 (0.125°/x), which is exactly half of the current residential building permit fee.
It has come to our attention that several projects have been moving through the City process and we
would like to assist in finding a suitable solution for both your staff and our members that takes all
concerns into consideration.
Your consideration is greatly appreciated and please do not hesitate to contact me if I could be of any
