INSTRUCTIONS
FOR COMPLETING
SOLVENT MANAGEMENT PLAN
If you are an electroplater subject to the categorical pretreatment standards in 40 CFR 413 or a metal
finisher subject to the categorical pretreatment standards in 40 CFR 433, you are required to monitor
for Total Toxic Organics (TTO) in your categorical wastewater discharge to the Metropolitan St. Louis
Sewer District. Under the provisions of the categorical regulations you may, in lieu of monitoring for
TTO, submit a solvent management plan to the District.
If the District finds your plan acceptable you may then certify, on each of your quarterly self-monitoring
reports, that you are following that plan. By following an approved Solvent Management Plan you do
not have to monitor for TTO in your categorical wastewater discharge. Even if you do not use any toxic
organic compounds, you should complete this plan form as documentation and to allow use of the
certification on routine reports.
This form is provided as a convenience for you to describe your Solvent Management Plan. You may
develop a plan, using your own format, if you desire, but it must contain the same information as shown
on this form.
SPECIFIC INSTRUCTIONS FOR USE OF THIS FORM:
Print or type the name and address of your company at the top.
In Section 1, list the toxic organic compounds which your company uses. For your convenience
the attached list of priority pollutants includes the 111 toxic organic compounds regulated by 40
CFR 413.02 (i) and 433.11 (e). If your company does not use any of the 111 compounds,
simply state “None.”
In Section 2, describe the methods your company uses to ensure that none of the compounds
you listed in Section 1 are routinely spilled or leak into the wastewater which your company
discharges to the Metropolitan St. Louis Sewer District. If you stated “none” in Section 1, then
you can state “Not Applicable” in Section 2.
In Section 3 describe the methods of disposal your company uses, such as reclamation,
contract hauling, incineration, or other methods other than dumping to the sewer. If your
company uses a contract hauler, identify the contractor. If you state “none” in Section 1, then
you can state “Not Applicable” in Section 3.
If you need additional space, attach additional sheets as necessary.
Print or type your name, title and telephone number, sign and date the certification. Keep a
copy of the plan for your file and mail the original to:
