A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER
TO PIGGYBACK ON GSA CONTRACT 2008/09 — 3220 -00 -041
FOR THE UPGRADE OF UNDERGROUND FUEL STORAGE
TANKS IN THE AMOUNT OF ONE HUNDRED AND THIRTY
EIGHT THOUSAND SIX HUNDRED AND SEVENTY DOLLARS
AND TWENTY FOUR CENTS ($138,670.24) BY SURGE
SOLUTIONS GROUP,INC.,PAYABLE FROM ACCOUNT NO.32-
541817; PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS,the City owns and operates underground fuel storage tanks which supply
fuel to all City owned vehicles; and
WHEREAS, the underground tanks are two single walled units located at Public
Works Department; and
WHEREAS, the City is mandated to meet the performance standard of Rule 62-
761.510, Florida Administrative Code by Florida; and
WHEREAS, the Department of Environmental Protection has mandated that such a
facility be upgraded by December 31, 2009; and
WHEREAS, THE City desires to piggyback off an existing contract, GSA Contract
2008/09—3220-00 -041, and use the services of Surge Solutions to perform this work.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Manager is hereby authorized to employ services from Surge
Solutions Group, Inc., for the upgrade of the underground Fuel Storage tanks in the amount of One
Hundred and Thirty Eight Thousand Six Hundred and Seventy Dollars and Twenty - Four cents
($138,670.24),per the attached quote, as a piggyback on GSA Contract 2008/09—3220 -00 -041.
Section 3. This resolution shall take effect immediately upon adoption.

SOLUTIONS, PAYABLE FROM ACCOUNT NO. 32-541817 IN A
FORM ACCEPTED BY THE CITY ATTORNEY.
Description: The Department of Environmental Protection has mandated that all owners and operators
of underground fuel storage tanks upgrade their system to provide secondary containment by December
31, 2009. The City intends to piggy back off the GSA contract to line the two 10,000 gallon tanks at
Public Works Department. The intent is to reline the tanks providing they are in an acceptable condition
by DERM. However, if it is determined the tanks cannot be relined, it would necessitate removal and
replacement. The costs associated with this would include for work done up to the point of determination,
plus the cost of installing new tanks.
Financial Impact: The anticipated cost for simple reline is an amount of one hundred and thirty-eight
thousand six hundred and seventy dollars and twenty- four cents ($138,670.24). The potential cost (if the
tanks cannot be relined) of replacement is one hundred and ninety-five thousand, eight hundred and fifty
eight dollars and ninety-two cents ($195,858.92.)
Implementation Time Line: The state mandates upgrade by December 31, 2009, but will provide
leniency to parties with a signed contract by this date.
Legislative History: Failure to comply with this requirement to meet the performance standard of Rule
62-761.510,Florida Administrative Code will result in permanently closing the facility.
Recommendation(s): Staff recommends approval.
Analysis:
Enclosed are three quotes from vendors. They all have GSA contracts which we can piggy back on. Staff
has concluded this as the preferred method of procurement, given the timeline of securing a contract by
year end.The quotes are for relining of the tanks which is what our current budget allows for.
Megawattage has provided a quote of$125,00.00 which does not include permitting fees.The cost of
permitting fees will be charged to the City as a separate item and is therefore considered toward the total
cost.

However, we do not know the condition of the tanks and it is possible that the tanks cannot be relined and
will require complete replacement. This is a worse case scenario, but one that needs to be considered. The
costs associated with work up to this point and the cost of tank replacement is as follows:

FURNISH LABOR,EQUIPMENT,AND MATERIALS AS REQUIRED FOR THE REMOVAL OF EXISTING PIPING AND
REPLACE TO MEET 2009 REGULATIONS.
PHASE I: FUEL SYSTEM REMOVAL
Disconnect power to the existing fuel system. Blow back the product lines back to the underground tanks. Remove the(2)Gasboy dispensers
and set aside for re use.Break out around the dispenser and remove and dispose the dispenser sumps.Saw cut and remove tank slab for tank
access.Dispose of existing concrete.We shall also provide new manholes per proposal specs. $40,554.11
PHASE II: PIPING REMOVAL AND DISPOSAL
Once concrete has been removed and existing piping has been exposed we shall cut back and remove piping
for disposal.We shall remove conductors from conduits and cut them back for new dispenser sump installation
and tank STP sump installation.We shall also provide limited closure to submit to D.E.R.M for environmental. $13,831.38
PHASE III: NEW PIPING INSTALLATION
Once Tank Tech has completed double walling the(2)existing storage tanks.We shall install new double wall fiberglass LCX Piping over to
existing(2)dispenser island into(2)new pump boxes supplied by CSCS.We shall install new 3/4 HP submersible pumps in,(1)Regular tank
and(1)Diesel tank already existing.We shall run conduits back into pump box and STP sump and make all necessary connections for start up
of system to meet N.E.0 codes. $118,941.54
PHASE IV:PNUEMERCATOR CONDUITS
We shall run new conduits over to existing tank to install To include all necessary Probes and Sump Sensors at tank
and conductors for a complete working system. $13,953.46
PHASE V:PROJECT COMPLETION
Once we receive all necessary inspections we shall backfill and We shall pour back 8"concrete slab to match existing area.Once concrete has
been poured we shall set(2)existing dispensers back in place pipe in and re wire. Once start up has been completed we shall clean up receive
final inspections and turn over to customer.
