HomeMy Public PortalAbout10-8004 Design of Sherbondy Park Sponsored by: City Manager Resolution No. T O-8004 APPROVAL OF A RESOLUTION TO RATIFY THE CITY MANAGER'S EXPENDITURE OF NINETY EIGHT THOUSANDS DOLLARS ($98,000) FOR PROFESSIONAL SERVICES TO COMPLETE THE DESIGN OF SHERBONDY PARK AND FURTHER AUTHORIZING THE MANAGER TO EXECUTE AN AGREEMENT FOR PROFESSIONAL ENGINEERING AND CONSTRUCTION SERVICES WITH GENERAL DESIGN PROFESSIONAL INC (GDP) IN AN AMOUNT NOT TO EXCEED ONE HUNDRED TWENTY THOUSANDS THOUSAND ($120,000.00) FOR PHASE ONE OF THE SHERBONDY PARK COMMUNITY CENTER/POOL, PAYABLE FROM ACCOUNT NO. 44- 541803; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Sherbondy Park Project is a comprehensive program for this main City park, to include a multi-purpose community building, a community pool, upgraded sport fields, a children's playground, picnic shelter, landscaping among other amenities; and WHEREAS, the first phase of this project will be master planning the site and the construction of the community center building, which will provide meeting spaces for various programs, including art and crafts classes, public and cultural celebrations, a gymnasium, restrooms and support facility for the pool, athletic activities and the park in general; and WHEREAS, the building will also be designed as a shelter for residents as may be needed in times of natural emergencies; and WHEREAS, the City Manager authorized an agreement for professional engineering & construction services with General Design Professional Inc., (GDP), as a sole source for the completion of the unfinished project at Sherbondy Park; and WHEREAS, the professional agreement covered the services of a consultant team to take over and complete the design documents from a previous consultant no longer available, and after investigation, it was determined that only this design team was willing to undertake completion and redesign from the previous consultant, at a cost of $98,000.00, per the attached proposal; and; Resolution No. 10-8004 WHEREAS additional services from the same sole source are now required to complete the project, including assistance with permitting, bidding award, and supervision of all construction activities associated with the first phase, at a cost of $120,000.00, per the attached proposal: NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City commission ratifies the decision of the City Manager to expend ninety eight thousand dollars ($98,000) for professional services with General Design Professional services to complete the design of Sherbondy Park, and further authorizes the City Manager to enter into and execute an agreement with General Design Professional , in substantially the form attached hereto, for professional design services and construction management for phase one of the Sherbondy Park community center/pool project, in an amount not to exceed one hundred twenty thousand dollars ($120,000.00). Phase One of this project: the community center will provide meeting spaces for various programs, art and crafts classes, public and cultural celebrations, restrooms and support facility for athletic activities, the future pool, and the park in general. The building will also be designed as a shelter for residents as may be needed in times of natural emergencies. This agreement will ratify professional services provided by General Design Professionals Inc. (GDP) to assume the responsibility of the project due unforeseen legal challenges facing the original consultant. To date,the design of phase one has been completed and bids were solicited under IFB 09-1106 by GDP. This agreement will also enable the City to obtain additional professional services to supervise the construction work of the project all the way to the ribbon cutting ceremony. Sherbondy Park Phase I Page Two January 6, 2010 Financial Impact: The original expense of $ 98,000 was not anticipated since the legal challenges of the former consultant were unforeseen. The cost to redesign new plans was investigated and estimated to be around $350,000. In addition, reusing the plans has saved considerable amount of time and prevented the funds allocated by Miami Dade County Office of Community and Economic Development from being potentially lost. In fact, the City has receive additional CDBG funding totaling approximately $ 250,000 for FY 2010. Last, the new fee of $95,000 for proposed design and construction services to begin in January 2010 until the end of the project is partially funded due a remaining balance from the original budget approved by resolution 07-7188. In brief, the project is fully funded and the cost of this agreement will have no adverse effect on the City's Capital Projects budget for FY 09-10 Legislative History: Resolutions08-7257 Analysis: This project original schedule was delayed due to Circumstances beyond the City's control. This new agreement enables the project to move forthwith in order to begin these major improvements to Sherbondy Park which would provide Opa-locka with a modern facility and first rate amenities for the residents and visitors to enjoy. Project Description: 1.0 INTRODUCTION The city of Opa-Locka located in the northern region of Miami-Dade County covers an area of 4.5 square miles and a current population of more than 16,000 residents. The City houses a combination of industrial and residential properties as well as an airport and a lesser number of commercial use buildings. In recent years there have been proposals for new developments, housing, industrial and commercial earmarked for in and around the Opa-Locka area. As is to be expected the demands on all city services, including sewage management and the overall improvements of infrastructure will increase and have already increased substantially over the last few years. In order to best serve these new developments and the existing ones it is imperative that the city improve on its existing services. 2.0 Scope of Work: TECHNICAL SERVICES DURING DESIGN AND BID PHASES: 1. GDP will assist the City with the bidding of the project. Initiate, organize and proctor pre-bid conferences. Attend bid openings and evaluate bids. Analyze bids and recommend the successful bidders. Submit bids to Agencies for approval and final acceptance. Recommend final award of contracts. 2. GDP will assist the City with the execution of the Contract Documents and the issuance of Notice to Proceed (NTP). Organize and Officiate pre- construction meetings and weekly/monthly construction meetings. Review and approve shop drawings. Analyze, recommend acceptance or rejection of change orders requests. Prepare change orders and work orders for contractor(s). Approve or reject payment applications for contractors. 2. GDP will provide Resident Engineers and Inspectors. Prepare daily inspections log. Prepare minutes for construction meetings. 3. The budgetary requirements for this item will be $75,000.00 and may be re- assessed on as needed basis. 4.0 Additional Services: 1. GDP will attend Public hearings, Meetings arising as a result of non project issues and complete design and inspection services for owner authorized changes or changes due to"Acts of God" or unforeseen conditions. 2. The budgetary requirements for this item will be $40,000.00 and may be re- assessed on as needed basis. Payment for City authorized Conference attendance including transportation costs, meals and lodging.
