NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby rejects all bids received in connection with RFP 09-1109 in its entirety, and authorizes the City Manager to re-advertise and issue a request for proposal for qualified firms for the design-build of the roadway improvements of Ali Baba Avenue. Description: The City of Opa-Locka issued a Request for Proposal (RFP) to solicit competitive proposals from qualified firms to Design and Build approximately one mile of roadway along Ali-Baba Avenue between NW 37 Avenue and NW 27 Avenue. (FDOT#FM426437-1)on October 16, 2009. Three (3) Bids were received back on November 9, 2009 all in excess of the project budget of$390,905 (see attached.) Financial Impact: These roadway improvements are part of an economic stimulus project funded by the American Recovery and Reinvestment Act of 2009 (ARRA)through the Florida Department of Transportation to the amount of$342,882.00 with a necessary match of$48,023.95 by the City to be payable from Account#44-541818. Implementation Timeline: The project will be re-advertised on January 24, 2010. Submittals will be received by February 19, 2010. The projected is expected to last 8 months with a completion date of November 2010. Legislative History: 09-7927 Analysis: This improvement project will address a long standing transportation need for this critical collector. The sidewalk retrofit work and limited drainage repairs will provide for increased safety and better access for pedestrians traffic and bicycle users while beautifying Ali-Baba Avenue as a whole. Monday, January 25 2010. Any proposals received after the designated closing time will be returned unopened. The purpose of this Request for Proposal is to engage a qualified professional design/build firm to design and construct approved sections of sidewalk and retrofit ADA ramps on a one mile section of roadway of All Baba Ave. An original and five (5) copies of the proposal shall be submitted in sealed envelopes/ packages addressed to Deborah S. Irby, City Clerk, City of Opa-locka, Florida, and Marked "RFP NO. 10-0125 — ALI BABA AVE ROADWAY IMPROVEMENTS".
