A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, REJECTING ALL
BIDS RECEIVED IN CONNECTION WITH RFP 09-1109
AND FURTHER AUTHORIZING THE CITY MANAGER
TO RE-ADVERTISE AND ISSUE A REQUEST FOR
PROPOSAL FOR QUALIFIED FIRMS FOR THE DESIGN-
BUILD OF THE ROADWAY IMPROVEMENTS OF ALI
BABA AVENUE; PROVIDING FOR INCORPORATION
OF RECITALS;PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City Commission of the City of Opa-locka,Florida("City Commission")
issue a Request for Proposal (RFP), RFP 09-1109, to solicit competitive proposals from qualified
firms to design and build approximately one mile of roadway along Ali Baba Avenue; and
WHEREAS,all proposals received are in excess of the project budget; and
WHEREAS,the City Manager recommends that all bids in connection with RFP 09-1109 be
rejected.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby rejects all bids received
in connection with RFP 09-1109 in its entirety, and authorizes the City Manager to re-advertise and
issue a request for proposal for qualified firms for the design-build of the roadway improvements of
Ali Baba Avenue.
Section 3. This resolution shall take effect immediately upon adoption.

ROADWAY IMPROVEMENTS OF ALI BABA AVENUE.
Description: The City of Opa-Locka issued a Request for Proposal (RFP) to solicit competitive
proposals from qualified firms to Design and Build approximately one mile of roadway along Ali-Baba
Avenue between NW 37 Avenue and NW 27 Avenue. (FDOT#FM426437-1)on October 16, 2009. Three
(3) Bids were received back on November 9, 2009 all in excess of the project budget of$390,905 (see
attached.)
Financial Impact: These roadway improvements are part of an economic stimulus project funded by
the American Recovery and Reinvestment Act of 2009 (ARRA)through the Florida Department of
Transportation to the amount of$342,882.00 with a necessary match of$48,023.95 by the City to be
payable from Account#44-541818.
Implementation Timeline:
The project will be re-advertised on January 24, 2010. Submittals will be received by February 19, 2010.
The projected is expected to last 8 months with a completion date of November 2010.
Legislative History: 09-7927
Analysis: This improvement project will address a long standing transportation need for this critical
collector. The sidewalk retrofit work and limited drainage repairs will provide for increased safety and
better access for pedestrians traffic and bicycle users while beautifying Ali-Baba Avenue as a whole.

Advertisement for Request for Proposals

ALI BABA AVENUE ROADWAY IMPROVEMENTS
Proposals for the ALI BABA AVE ROADWAY IMPROVEMENTS will be
received by the City of Opa-locka at the Office of the City Clerk, 780 Fisherman
Street, 4th Floor Opa-Locka, Florida 33054, until 2:00 PM. Monday, January 25
2010. Any proposals received after the designated closing time will be
returned unopened.
The purpose of this Request for Proposal is to engage a qualified professional
design/build firm to design and construct approved sections of sidewalk and retrofit
ADA ramps on a one mile section of roadway of All Baba Ave.
An original and five (5) copies of the proposal shall be submitted in sealed
envelopes/ packages addressed to Deborah S. Irby, City Clerk, City of Opa-locka,
Florida, and Marked "RFP NO. 10-0125 — ALI BABA AVE ROADWAY
IMPROVEMENTS". Proposers desiring information for use in preparing
proposals may obtain a set of such documents from the Clerk's Office, 780
Fisherman Street, 4th Floor, Opa-locka, Florida 33054, Telephone (305) 953-2800 or
copies of the RFP requirements may also be obtained by visiting the City's website
at www.oralockafl.gov, (click "RFP/BIDS" located on the right hand side of the
screen and fallow the instructions). .
A mandatory pre-bid meeting will be held on Friday January 8,2010 at
780 Fisherman 2nd Floor at 10: AM
The City reserves the right to accept or reject any and all proposals and to waive
any technicalities or irregularities therein. The City further reserves the right to
award the contract to that proposer whose proposal best complies with the RFP
requirements. Proposers may not withdraw their proposal for a period of ninety
(90) days from the date set for the opening thereof.
